would be necessary, and, being a married woman,

-Washington correspondents say astrong ef?

lano to recommend a reduction or the Income tax
to three instead or live per cent.
-Three members or a German ramify living
near Belvidere, Illinois, are reported to have died
recently from eating trichina pork, and eight
other persons are-prostrated and will probably
die from the same canse.
-The yachts Dauntless, of New York, and Cam?
bria, o; England, are announced ror an ocean
race on the 4th of July next, from the Old Head
of Kinsale, on the Irish coast, to Sandy Hook, for
a plate valued at ?250.
-A Tew days before his death Mr. Stanton
sent for Rev. Dr. Sparrow, or the Fairfax (Vir?
ginia) Theological Seminary, and was baptised by
him. Dr. Sparrow was a proftssor in Kenyon
College at the time Mr. Stanton was a student
there.
-Count Napoleon Darn, and Louis Joseph Buffit,
chiefs of the Left Centre, aud Palhonct and Sc
gris, members of the Right Centre, have refused,
it ls stated, to enter the new French Ministry.

-A Washington dispatch to the New York World
^*ays: "The Southern carpet-baggers In Congress,

part hereafter. Voting as a body, they would be
able to decide many questions and to exact con
cessions. It ls understood that some of them
propose to attempt an organization which will In
slat upon a moro liberal policy than has heret?
fore been pursued by Congress in respect to ap
propriations for the mternl improvements in the
South.''
-No decision by thc Supreme Court upon the
constitutionality or the legal-tender acts need be
expected ror a month, If ever. The court has ad?
journed until the 17th; Congress will meet a week
earlier, and tho abominable bill of Trumbull, or
something worse, will probably become a law be?
fore any decision shall bc reached. The same
may be said of tho Missouri test-oath case. It 16
not improbable that (in consequence of the ap?
pointment of new judges) these cases may be re?
paired-to be reargned.
_ -The -washing and Ironing of the Socialist
Community at Oneida, New York, ls performed
by an apparatus which, with the buildings con
taming lt, costs $6000. The community ts com?
posed of two hundred and thirty-seven members,
who every week send eighteen pieces each to the
wash. The charge or each person amounts to
twenty-nine cents, or about twenty cents adozen
The result of these operations, lt ls asserted,
?hows that a co-operative washing association
ooald be established with great saving or ex
pense- to the members.
-Mr. Washburn ls in thc field again with a bill
providing for tating the telegraphing business
.nt of the hands or private Individuals and cor?
porations, and giving lt to the Postofllcc Depart?
ment. Ile would forbid absolutely, after July
24,1871, all persons except those employed by the
government to receive money for the transmission
of telegrams. Twenty cents is to be the uniform
tariff for messages of thirty words or less, includ?
ing date, address and signature, with one cent
added for each additional word. The press ls to be
accommodated at even lower figures. No franks
are to bc allowed, and secrecy ls to be Insured
by heavy penalties for divulging messages. Sta.
tiona are tobe established at every town and vil?
lage, and a- system of telegraph money orders ar
ranged.
-With regard to the appointments made by
(leo. Grant to high offices of State, the New York
.Sun says: "Whoever, with all the facts berore
him, will undertake to say he was not governed
by considerations of pecuniary presents to hior
self, ls simply Incapable or weighing evidence, and
IA Incompetent to purlcrm the duty of a juryman
in a oasc involving ten dollars, one act of re?
ceiving a large som of rooney and then appoint?

which Gen. Grant has done so many openly and

stain rests upon any other President."
-The New York Star says there is great distress
among cigars makers or that city. One or tho
heaviest manufacturing arms, lt says, has dis?
charged at least one thousand hands within thc
past three weeks. Other trades and businesses,
however, are suffering In like proportion, lt adds:
"Owing to the unsettled condition ot the gold
market the wholesale clothing firms, whose em?
ployees m this city aro numbered by tens or thous?
ands, have almost entirely ceased manufacturing
gooda for future sales. Previously, lt has been
the custom of these manufacturers to improve
the whiter months In making up goods for spring
and sun mer eales, and this custom has served to
render tills season of the year ?nc of prosperity
for the journeymen. This winter, however, ar
rairs present an entirely different prospect, and
instead er a steady flow or work anda few idle
hands, we find hardly sufficient business l>cing
transacted tc employ one-half or the operatives.
The same is true or thc carpenters, bricklayers,
laborem, coopers and others, thousands or whom
have been obliged to leave the city in quest or
work ba other localities."
-A Washington correspondent of t!.c New
York World writes: "Although thc President
delays to fill the vacancy on the Supreme bench
t>y thc death of Mr. Stanton, there ls a growing
impression that the vacancy will be given to
Judge Strong, of Pennsylvania. It ls also stated
that there ls a new caudidate for thc vacancy on
xhe bench occasioned by Mr. Stanton's death. This
candidate is no other than the lien. David K.
canter, now Judge of the Supreme Court for this
district-. Judge Cartier is believed to have bad

1970-The "Worlt Before Us.
WV havo just emerged from n season of
bitter trial for tho South. Ton years of blood
ami suffering, of dire disaster and prolonged
unrest. aro ended at last. To-day wo outer
upon a new decade-a decade, we tr?3t
and believe, or peace, content and unex?
ampled prosperity for thc Southern people.
But there is work to bc done. Thc smiling
laud in which wo live is now at tho mercy or
a motley crew of vagabonds, whoso only
principle is greed, and whose only policy is
to plunder, while they moy, the people whose
interests they have sworn to serve. The
year which begins to-day will bring us thc
opportunity to kuri these pestilent knavos
front power, and to elect in their stead men
of decency, integrity and miud. Every man,
white or black, who has a dollar at slake in
the future of South Carolina, is directly and
personally interested in the consummation
of this reform.
How shall we make success assured? Hon?
est people, without distinction of party,
color, religion, or class, must drop, for the
moment, all minor issues and combine at
once to put an end to the reign of igno?
rance. Tolly and corruption which now die
graces our State. Organization, of course,
there must bc; but let it be upon a plat?
form so broad and liberal, that it will afford
ample standing room for every man among
ns, who can point to a clean personal
record. And, once the campaign is opened,
no exertion must be ? spared to win thc
fight. If, as we hope, the next twelve
month shall rid us of the pack of hungry
and unprincipled adventurers who arc
now lording it over our State, thou, in?
deed, will 1870 be known in tho annals of
South Carolina as The Year of thc Happy
Deliverance.
Taxing Thc ?. oor.

JIhe annual interest on thc debt of the City
of Charleston is about $314,000, and the total
expenditures for the current year are esti?
mated to bc about $SOO,000. Under the
State Constitution, the City Council cannot
tax gross receipts from business, and the
large sum required to carry on thc City Gov?
ernment must bc obtained from a tax on
real and personal property, license fees and
other charges of a Jjkc character. Admit?
ting that the real and personal property in
the city is appraised nt $28,000,000, ? lax o?
abont three per cent, would be required to
give the necessary income. Such u tax i3
wholly out of the question, and thc City
Council desire lo raise at least $17:>,000 by a
tax on licenses.
As long as there ia no tax upon gross re?
ceipts or upon incomes, it is proper that
means should be taken to compel every class,
except the poorest, to contribute something
towards the common fund. A tax on ac?
quired propcrtj-, real and personal, is the
fairest and simplest plan of taxation, but
under existing circumstances thc City Coun?
cil may be compelled to go further and tax
different trades and professions. No neces?
sity, however, can justify tho License bill as
it was introduced into Council on Tuesday
night.
To some of the inequalities and discrimi?
nating clauses of this bill, wo havo already
directed attention. Take the case of the
brokers in Broad street, who, in general,
act as money and real estate brokers, auc?
tioneers and agents. According to tho con?
struction of the United States internal reve?
nue laws, these brokers are bankers, and
constructively they are also pawnbrokers.
Adding the different license fees together,
wc find that thc imposts on tho brokers
would be:

And while this tax is exacted from thc
brokers, thc tax on the largest bank in the
:ity is only ONE HUNDRED DOLLARS, and the
lax on lawyers is only TEM DOLLARS
i year. We believe that there is to be
no city tax on incomes, and there will bc
io tax on sales of stocks and bonds.
Last year tho whole professional tax paid
jy the stock brokers-tho tax on sales-was
31931; and thc tax on incomes for the whole
;ity amonnted to the pitiful sum of $7879.
> While the license bill strikes with fearful
orce at the laboring man and mechanic, it
s a boon to thc large dealer, to the capttal
st, to the man of wealth. Take as an ex
imple a wholesale dealer, who sells goods
;ach year to the amount of one hundred
uousand dollars. Last year, he paid a city
ax of one-half of one per cont., amounting
o $500. Under the license bill, he pays
5100 for thc first SM.000 of sales, aud $1
or each additional thousand, making a total
ax of $149. This merchant would save
?351, and the deficiency is made up by tax
ng the poor and needy.
"Wc have said enough to show the glaring

ihape. We await an official declaration of

The Staff of Life.

ever before were spent in fertilizing the soil,
strenuous attempts were mido to produce a
mammoth crop of our staple, and thc end of

thousand bales larger than that of last

this State thc cotton crop will bc lesa than it
waa in 1358, and corn must be bought stead?

That they cannot be independent while
they trust to one crop alone, the most obsti?
nate planters will learn ia time. Why will
they not try the experiment now, and plant
full crops of cereals in this new-born year '
With well-Ailed corn cribs, with a full supply
of hay and fodder, with a sto<:k of cows and
sheep, they cannot come to want. They can,
besides, command at all times the best labor
in tlie on irkcts. And we iirmly believe that
they c a moke more hard money by diversi?
fying the crops than by giving all their
health, wealth aud strength to cultivating
cotton alone.
The cotton which blanches the Heida may
crown our hard endeavor, but what we lean
on most is-bread, tho staff of life.
