Paying In Coin.
Tho bill to provide for the payment in
eoin of the interest and principal of tho
Slate debt was dead and is alive. A mo?
tion was made in the House on Thursday
to strike out the enacting clause of tb?
bill, and was carried, iu spite of the squirm?
ing and blustering of the hangers-on of the
Ring, and bad the members of the lower
House held aloof from the practical ar?
guments which make the Senate the will?
ing tool of Scott, Kimpton, Corbin ? Co., ;
the bond-jobbers would have been disap?
pointed for once, and have failed ta one of
their schemes for robbing tho people of Ute i
State.
Xs we have already explained, the State j
of South Carolina does no injustice to ber
creditors in paying her debts in the legal
currency of the United States. What the
Knited States gives to the National credi?
tor, South Carolina gives to her creditors.
This is all that is asked. There has been
no word of complaint-except from the mon
who did uot lend coin to the State, who did
not e xpect to obtain coin in payment for
their loan, but who did buy up State bonds
anel stocks at twenty and thirty cents on
tho dollar and now claim dollar for dollar in
gold. No one denies that the prominent
State officials bought up at starvation prices
the bills of the Bank of the State. A list of
the amounts so bought up and hold by
State and Federal officials hos been pub?
lished, and the truth of its statement was
not denied. When the bills were in the
right hands a law was passed authorizing
their conversion into State bond3 at par.
In thi3 way State bonds worth sixty-live
cents on the dollar were obtained in ex?
change for bank bills costing ten or fiftoon
ceuts on the dollar. Fifteen thousand dol?
lars was about the price of one hundred
tltottsand dollars in bills of the Rank of the
State, and thc same amount of State bonds,
obtained in exchange, could have been
sold for at least sixty-five thousand dollars.
Every fifteen dollars so invested would have
put sixty-five dollars into the pockets of the
fortunate speculator. This, however, Ls nut
enongh. The men who have received one
hundred dollars ia State bonds for every |
fifteen dollars invested in bills of the Bank
of the State now ask that tho bonds bc paid
in coin-that they receive one hundred do!- j
lars in gold for what cost them fifteen cents
in currenc-/. No wonder that the bulk of
the members of the IIoos'j of Representa?
tives, who are not in tho Ring, would not
boor this crowning inilielion; no wonder
that the cow which has boen milked so
ofton kicked over Ute bucket at last
l>ut the virtuous indignation of the House
did not last long. Yesterday the vote by
which the enacting chuso of the bill w.m
stricken oat was reconsidered, and, after a
long debate, the bill passed Its second read?
ing. Only the formal third reading and tho
concurrence of tho .Se?alo now stand be?
tween South Carolin ? and the payment in
coin of the inkresl on ber debt. The House
had the powter to kill this monstrous job;
bat has only dealt it grievous wound. Por a

Well ! South Carolina is about to resume
specie payments. The interest of all our
debt, except that created for Statehouse
purposes, is to be liquidated in coin. And
it may, perchance, be so liquidated until
better men take the place of the stock-job?

specie payments will be speedily repealed.
Nor must it be Vorgotten that the present
General A?semoly can itself repeal the law

This kind of capital is" too easily found. Its
significance now lies in the fact that the im?
peachment of the party comes from ita trust?
es! leaders, from colored senators who sway
the negro masse? who know of what they
speak, and catina, when Ute humor takes
tkein, ;?e gagged or coughed down.
A Good Sign.
Our legislators are improving. In a dis?
cussion the other day of the bill to pay thc
int?rest and principal of the State bonds in
coin, several colored members of the House
favored postponement for the more mature
considerat ion of tho measure. One Radical,
holder if not wiser and more honest than the
rest, declared that "At', for one, should
"not rote to pay gold interest to men who had
"bought Stale Bank b?ht at twenty rents on
"?he. dollar, funded the same, and then ask
"us to mahi-their bonds par, a3 this measure
'.aims to do. Flintier, said ho, postpone
"this bill until wa can lear?i the criticisms oj
' 'the press, the voice of thc people. He said
"he wanted 'light,' as did the peoplo of the
"State. He thought i!, ?1 little suspicious
"that the Comptroller's report was not yet

Tiiis called forth a howl of rage from hts
brother Radicals. Everybody knew what
"press'' was meant. Tomlinson, tito State
Auditor, indignantly asked: "What press
"doeshe referi? ? [A voice: 'TUE CHARLES
"TOM NEWS.'] I can tell him what the press
"thinks. 1 cun toll him, a month before they
"kaotf themselves, what they will think.

Bnt in spite of tito protestations of this
rautor, thc great fact remains that the voice
of an indignant public opinion, sounded day
after day through these columns, is at length
making itself heard, atv! that even amon^
the colored men and white Radicals., who
are our lawgivers for the nonce, there are
not wanting those who have the sense to
recognize ia the criticisms of an indepen?
