THAT LITTLE BILL OF CORBIN'S.-A petition
was in circulation yesterday whose purport was
to obtain from Judge Carpenter an injunction on
the City Treasurer, preventing him from paying
any money to D. T. Corbin for any pretended
c a m: It was numerously signed.
DEPARTURE OF BISHOP LYNCH FOR ROME.
The Right Reverend Bishop Lynch left here
yesterday morning for Rome, bearing with him
the be3t wishes of his own flock, and of his other
numerous friends m Charleston. The Very Rev?
erend Dr. Bermingham, Vicar General, is the Ad?
ministrator of the Diocese during bis absence.

CONFEDERATE WIDOWS' HOME.-The second
anniversary of this institution will be celebrated
this morning, at the Home, tn Broad street. Ad?
dresses will be made by Colonel B. H. Rutledge,
M. P. O'Connor, Esq., Colonel Edward McCrady,
Colonel T. Y. Slmous, A. T. Smythe, Esq., and
others. The annual report will also be read,
shooting what has been accomplished by the lady
directors of the Home.
BILL OF MORTALITY.-The report of the
Health Officer, for the week ending November 6,
sfews that twenty-eight deaths have occurred la
thal period, eleven whites and seventeen colored.
Of the whites eight were adults, four male and
four female. Two male and one female infants.
The colored deaths show four male and two
female adults: Ave mftre and six female infants.
None of the adults were over seventy.
T. J's STAR ON THE WANE.-At the meeting ot
Council last night T. J. Mackey was stripped or
the last insignia of office. Hts resignation of the
high sounding position of Inspector-General of
Timber and Lumber, tendered on last Thursday
night, was promptly accepted. A communication
was read from lamber dealers asking that the
office be abolished; and, lastly, one of his former
subs was appointed, temporarily, to fill his place.

OLD TIME OUT OF JOINT.-The city monitor
failed again yesterday to warn folks of the fleeting
hours, but persistently kept Its hands pointing at
six. A variety of sounds, and strikes innumera?
ble were heard Monday evening, and it ls now
stated that the spur-wheel ls broken and further
motion suspended. When the clock was repaired,
it was warranted to keep time for a stated period.
St. Michael's clock is a public necessity and should
receive careful attention.

TERRIBLE ACCIDENT IN AUGUSTA.- The Au?
gusta Constitutionalist says: "On Snnday morn?
ing, about half-past six o'clock, a small colored
boy, who serves his mother, a stewardess on one
of the passenger trams of the South Carolina Rail?
road, sustained the loss of an arm in the follow?
ing manner: At the corner of Washington and
Reynolds streets he attempted to board the 6:30
passenger train, when he was struck, In passing,
by the guidepost at the corner of the pavement,
which broke his hold on the railing, causing him
to fall with his left arm across the railroad track.
The cars passed over lils limb, crushing lt in a
horribl?manner, and rendering lt necessary to
amputate his arm at the shoulder."
A DRUMMER TRICKS THE DETECTIVES-MAJ?
ESTY OF THE HABEAS CORPUS SUSTAINED.-Mr.
. Wm. T. Birdsell, a drummer from foreign parts,
was arrested yesterday for violating the munici?
pal laws relating to that class. He was taken to
the august tribunal presided over by the Mayor,
and required by that functionary to give bonds
for his appearance thc next day. By the advice
of his lawyers, Messrs. Duryea A Cohen, this was
refused, and he sued out a writ of habeas corpus.
Tills was heard at 12 o'clock before Magistrates
Whiting and Mlnott, and Birdsell was set at lib?
erty. This ls thc first Insiance lu which that per?
secuted class, known as drummers, have brought
the habeas corpus to bear upon their tormentors,
and the success of the movement will doubtless
induce other adventurers to brave the danger of
a capture.
THE Crnr BILLS.-Alderman Barrow was
somewhat exercised last night because, in exam?
ining the Treasurer's books, he found $52,ooo iu
city biUs represented as cash wheu the aforesaid
bibs were worthless. To his comprehensive mind
the remedy for thc error was simple. The bills
were not cash and they represented nothing,
having been i ecalle.l. They were a clog on the
"wheelsof government, and he urged the appoint?
ment of a special committee who would make au
auto-da-fe ot the entire f52,ooo, and thus save
the Trea?urer the troirble or burdening his book
with these ilgures. Other Aldermen were uot so
sanguine. They apprehended that the time might
come when these bills could be made usofuL A
lively debate cusucd, which resulted in the over?
throw of Barrow's motion, and the retaining of
the bills In thc city strong boxes.
SPECIAL MEETING OF CITY
COUNCIL.
The disagreeable weather prevented the
Aldermen from coming promptly to time, and had
the effect or reducing the number of spectators.
At a quarter to 8 o'olock the meeting was called
to order. Present the Mayor, Aldermen Ged?
dings, Potter, Cunningham, Voigt, Collins, Barrow
and (?reene, white ; Holloway, Howard and
Brown, colored.
The Mayor stated lhat the meeting was called
Tor the purpose or taking up the unfinished busl
ness ou hand, and of considering any motion that
might come berore Council.
Alderman Barrow offered a resolution that the
resignation of T. J. Mackey, as Inspector-General
01" Timber and Lumber, offered to Council on the
4th instant, be accepted.
The question being put the resignation was de?
clared accepted, only Alderman Voigt and Greene
voting no.
Alderman Geddings presented the petition of
A. T. Stelling fer a tavern license. Referred to
the Committee on Licenses.
The petition or Rev. A. T. Porter for payment
for repairs done to the gutters belonging to the
cistern or the church, which was public property,
was referred to the Committee on Public Build?
ings with power to act.
The petition or Mrs. Mooney for payment or land
taken to widen East Bay street was laid over, no
money quorum being present.
A number or accounts presented by Alderman
Geddings were ?aid over for the same reason.
Alderman Greene presented a favorable report
on the petitious or Robert Turner and J. A.
Trieste for tavern licenses; Mrs. O'Gorman and
Mrs. C. Bardon, for junkshop licenses; Collins Sc
Morse for license for theatrical performances
during the season; Mr. Parker, or the Mills House,
for liquor license; Alex. Joseph for junkshop
license; John H. Tietjen for a transfer or license
rrom John A. Cook A Co. Accepted.
Alderman Greene, rrom the Special Committee
or the Fire Department, asked forther time.
Granted.
The report or the City Sheriff, showing receipts
or $120 75 for the past month, was received as in?
formation.
The petition or Patrick Kenny to erect a wooden
building. Referred to Committee on Brick and
Wooden Buildings.
The petitions of Joseph Dayton and A. H. Abra?
hams A Sons, for liquor licenses, were referred to
the Committee on Licenses.
The petitions of Thomas Caragher and Hamil?
ton Slawson, acting sergeants ol upper station
house, for Increase or pay, was, on motion or
Alderman Collins, laid on the table.
A petition was read rrom the lumber dealers,
commission merchants and mill men, \sking for
the repeal or the law creating the office or In?
spector-general or timber and lumber, and show?
ing that the same was prejudicial to the business
Interests or Charleston.
On"raotlon of Alderman Collins, the petition
was referred to a special committee or three. The
Mayor appointed Alderman Collins, Howard and
Greene.
An account or Major Welton for material pur?
chased, and for back pay as keeper or the artesian
well, was referred to the Committee on Accounts.
The petition or M. Dehon, executrix, for renewal
of certificate or stock, was referred to the Com?
mittee or Ways and Means.
Thc Committee on Brick and Wooden Buildings
reported that they had considered thc petition or
W. P. Russell for the erection or a wooden build*
lng, and found that the work had been com?
menced before the petition was presented.
On motion of Alderman Geddings, thc petition
was referred back to the committee, except that
portion relating to steam engines, which was re?
ferred to that committee. , .
Alderman Collins offered a resolution that the
Mayor bc authorized to appoint Mr. Christopher
J. Jenkins to perform temporarily tho duties of
Inspector-General of Timber and Lumber. Carried.
Alderman Voigt and Greene voting no.
Alderman Geddings presented a resolution that,
whereas many persons are defaulters and have
failed to make their returns, and lt waa the wish
of Council to avoid the disagreeable sfecessity of
publishing their names, that the time of making
returns to the City Appraiser be extended to the
15th of November. Carried.
The Mayor stated that the annual meeting or
the Cheraw and Darlington Railroad would soon
eonvene, and that he had appointed Mr. Edwin
Bates to act as proxy for the city lutercst lu that
road. On motion, the appointment was con?
firmed.
Alderman Geddings stated that the city owned
a large quantity or real estate in the municipal
limits; many or the leases had expired, and he
called for a prompt report from the Special Com?
mittee appointed on that subject.
Alderman Barrow offered a resolution that a
committee be appointed to burn the city currency
now In t he vaults or the treasury. He stated that
there were $3500 or old and $48,000 or new issue.
A vote being taken, the motion railed.

MANAGER FORD'S PLAN OF OPERATIONS.-A pri?

yesterday, announces that the Academy of Music
will be opened on the 1st of December, by the
charming Chapman Sisters and their admirable
company, and not by the Grand Opera, as had
been announced After the departure of the Chap?
man Sisters, we are to have a short season of
comedy, to be followed by a week or BO or high
tragedy, and that in turn by the English Opera,
each or these several classes or entertainment
being presented in first-rate style, and by compa?
nies of established reputation. Manager Ford ls
accustomed to cater for the amusement or fastidi?
ous audiences, and we are satisfied that the at?
tractions he may offer will all bc the very best of
their kind.

The session of Council last night was decidedly
the most quiet and orderly ever held under the
Pillsbury regime. There WAS no disturbing ele?
ments, and the general sentiment of the members
seemed to be "Let us have peace."
A PICTURE GATHERING.-Our citizens who
most appreciate art have had afforded to them
an excellent opportunity for indulging this taste
in a display of one hundred and thirty-three
paintings on the corner of Broad and Church
streets, all of which are advertised to be sold at
auction by Messrs. Leitch A Bruns, on the 11th
and 12th of November. Large numbers of ladies
and gentlemen visited the rooms yesterday, and,
this being the last day prior to the sale, we pre?
sume many others will avail themselves of the
privilege.
Since the destruotiou of our art gallery many
years ago, there has been no such array of pic?
tures presented to the Charleston public, and we
doubt not that the auctioneer's hammer will
transfer many, if not au, of them to the homes of
our art-loving citizens. Some of the genre pic.
tures are exquisite, and there are not a few of thc
larger and more pretentious productions, which
may take a place by the side of the best works of j
the modern artist. It is impossible in a para?
graph to criticise even one, and where excellence
exists iu so many our only resource ls to advise
the public, especially the ladies, to visit the gal?
lery and criticise for themselves. The rooms will
be open to-day from 9 A. M. until 9 P. M.
