und possessed of a knowledge of thc advantages
which would accrue to tho United Stntes by an?
nexation. Thc government has a report from Its
own special ambassador who was sent out In Au?
gust last tu Investigate this scheme, and thc re?
sult in brier ls, that thc United Stntes can have
San Domingo almost on Us own terms.
Heyond tts usc ns a naval station for thc gulf
squadron and its salt deposits, lt does not
appear that the Island ls of very great value; and
what ls more objectionable to its annexation ls
that feature of the plan which proposes thal Cou
gress shall give lt a State government, lu this
respect thc lobby interest herc founds its claims.
lt wants to establish a national bank, to elect Its
members to Congress, to control thc salt deposits
and otherwise make money out of thc new State.
It is well understood that San Domingo has a lit?
tle pride in thc matter, and will not bc annexed
to thc United States unless she can become a free
and equal Slate In thc Union. Congress may lie
induced to get n foothold in thc West Indies by
going so fur as to admit another negro govern?
ment within thc Federal cominos, ^ut lt ought to
b? cautious enough to Inquire why these Washing?
ton lobbyists have such an interest lu thc matter.
There ls no doubt 7 hatcver. In spite of all the
dentals that have becu made, that Minister Wnsh
burnc has asked the State Department for a large
appropriation of coln to meet,'what he calls, thc
contingent expenses of his legation. This comes
from a man who lins been notorious In Congress
for years in cutting down thc salaries and ex?
penses of every department of our foreign and
civil service, and resisting with a narrow spirit
of meanness every extra dollar for a widowed
pensioner, or n maimed soldier. Dut Washing?
tonians returned from Paris say that Washburne
lives In cheap quarters ami will bc ublc to save at
least twelve thousand of hts seventeen thousand
dollars worth of salary, and that his call for more
funds is to help out his two Secretaries of Lega?
tion-one of whom, Frank Moore, of New York,
lins been absent from his du"cs ail summer, en?
gaged In writing a book, or compiling one, per?
haps, ont or a guide-book, after thc manner In
which he mndc up the "Rebellion Record." viz.,
out of- newspaper extracts. Thc Washburne fam?
ily has always been known as a great humbug,
and members of all parlies hero feel rejoiced that
tho one who misrepresented us In Paraguay, and
the one who now misrepresents us In France, arc
exhibiting themselves In their true colors.
Thorc is a great anxiety felt In financial
quarters to learn the decision of thc Supreme
Court on thc constitutionality of the legal tender
law. Tho long delay, for the cases were argued
last, term, leads many to believe that thc decision
ls adverse to the constitutionality of the law. Mr.
Spalding, or New Y'ork, who drafted and pressed
through, white In Congress, thc legal tender act,
has written an elaborate letter claiming that the
law was a war measure solely, and that bc makes
no pretensions that thc act ls constitutional.
Careful judges say that au un verse decisi?n will
not Interrupt business matters materially. ' Fu?
ture contracts can bc made on a coln basis, and
greenbacks will bc quoted at a discount, as they
nrc now In California, Instead of gold being called
at a premium. It ls not unlikely to hasten thc day
for specie payments.
It is a fact not known outside of one or two
persons In Washington that Horace Greeley was
President (.rant's original choice for minister to
England, and that he was about to send his name
to thc Senate when Washburne, who was then
Secretary of State, advised (irani very warmly
against tiny such step, and, of course, prevented
thc appointment. It had been Intimated by out?
siders to Mr. Greeley that he would receive the
appointment, mid, had lt been made, bc was
ready to accept it. in thc meantime, Washburne
was always professing thc warmest friendship
for Greeley, and was very active In spurring up
thc latter to sustain t?ie proposed impeachment
of Andrew Johnson-a proceeding that Greeley
for a while was very lotti to enter upon. The
gratitude which (lie notorious Washburne family
usually manifest for those who have done their
best to elevate them ls thus Illustrated, lt may
bc pleasing to thc old Tribune philosopher to know
that Washburne informed Grunt that thc admin?
istration needed Mr. Greeley more In this country
thnn it did in England.
There ls a bill pending in thc House, which the
Radicals Intend to pass this session, providing
for thc division of thc State or Texas, so as to
carve out another State of that portion lying
west mid south or the Colorado River, to bc called
thc State or Lincoln. Thia was old Thad. Stevens1
original bill, but lt was reintroduced In April last.
The senatorial elections of 1811 and M73 will, for
thc most part, result lu tho choice of Democratic
or Conservative senators, and this ls a purtora
plan to steadily maintain tho balance of Radical
power In thc Senate by cutting up thc southern
States and securing additional Radical senators.
In thc division of Texas it is quite likely to suc?
ceed, but ir proposed for Virginia or Mississippi,

For three years past one of tho New Y'ork pa?
pers-thc World-lias published In full, or a sy?
nopsis, thc President's animal message, while
the Important report of thc Secretory of the Trea?
sury was telegraphed prematurely to two West?

and Dootwcll have determined that this shall not
happen this time, for they aro going to send thc
message and report to Congress tn the original
manuscript. It-is only when these important do?

form that they get out prematurely.

for on yesterday tbc people came pouring In again
by thc hundreds to sec whatever thc Executive
Committee hud to show them. Thc regulur hour
of ten o'clock catted forth thc music, and present?
ly came Into Hie hollow square thc beautiful
stock. The groomed marcs and their gambolling
sucklings, worthy of a stock country's exhibition,
and then thc mules, followed by thc braying
asses. Bach In turn, ns he deserved lt, received
lite blue ribbon nuil passed on.
Music again, mid a few moments of idle time
for thc hundreds to discuss thc justice of thc com?
mittee's decision, and then followed a grand and
beautiful display of all thc premium stock, driven
and ted t brough thc public square.
Just at ibis time 1 was tpilctly perambulating
thc crowd, and was ranch amused ut the volun?
tary remarks of Hie wags herc and there. Due
fellow shouted, "Tuik about old Abbeville being
dead. I tell you, men, she's Just been born."
One colored man sahl to another, "I tell you, Jim,
no chance for nigger herc; too much white folks
about." "Hurrah for South Carolina, old Abbe?

"Columbia had better look out, thc next State

good humor; not a riotous or drunken mau'ln
that immense throng.
About this Mine the president nnnounccd on thc

thc Courthouse, where thc ladies were requested
to repair, as scuts would bc secured for them.
Thc Courthouse seats about five hundred persons,
but lt did not scat ucar all thc ladles present. 1
thought to myseir Just then, "look here, Jim, this
ls no place for white men, nor nigger either." Thc
house being called to order, thc premiums were
'awarded by some selected member of the Execu?
tive Committee reading out thc awards to thc suc?
cessful competitors, and some other member re?
ceiving from thc secretary and handing out thc
premium. Some one In thc audience demanded a
display of thc premiums, amir immediately thc
president opened a few, and asserted to the au?
dience that every article distributed purporting
to be silver was thc pure article, and was so war?
ranted by that honest and enterprising firm of
Messrs. W. G. Whllden & Co., Cunrlcston, or whom
they were bought-a compliment well put mid

Some competitors, of course, w ?? chagrined n:
thc decision of thc several committees. Rut this
is what was expected; though, I think, In thc
main, all bands were satisfied.
At the close of these exercises, which consumed
a couple of hours, thc president announced that
thc exhibition would close with ono more scene,
and that, perhaps, thc most Interesting of all.
And so lt proved to be. The young men in at?
tendance upon the Fair had, by voluntary contri?
bution, made up n purse ot thirty dollars to be
awarded by a committee of select gentlemen for
thc best horsemanship. Thc committee had the
square cleared, a tri seven gallant contestants en?
tered thc "ring." Such riding has seldom been
seen in this State. Thc committee required the
young mun to walk;, trot, lope, go at half speed,
dismount, mount. ' Ac, and, nnally. to perform
"thc ttgure eight," commit all sorts of gyrations
among thc trees on thc square, and to ride ju?t as
no other men In thc world, lt seemed to me, could
bc made to ride. Finally tho contestants were
reduced by thc decision of the committee to Tour,
and, as no one of these could be selected ns a suc?
cessful competitor, thc Judges awarded to each a
premium from thc treasury of thc Abbeville Agri?
cultural Society, and returned to thc gallant
riders thc "pool" for which they had so manfully
striven.
Following this contest was another for thc best
driving, and after an exercise suttlclcntly long
to wear out both driver and horse, thc prize (a
One hat) was awarded to a young citizen of thc
district, who, with great ?kill, drove lils pct ani?
mal, one of his own rearing, Just where and as
thc committee desired him.
Tims ended, Mr. Editor, the first Fair in Sonth
Carolina since thc war-a success beyond thc an?
ticipations of its best friends. And what a com?
ment upon thc croaker's idea, that lt was too
soon to begin this mighty work or inducing the
owners or dear old South Carolina ta regenerate,
recuperate, disenthral and resurrect their native
land ? Thc good work has begun in old Abbe?

A VJEItY STRANGE STORY.

A Florence newspaper, "L'ltallc," extracts
from thc "Annales dc la Mcdecine ct do la Chi?

history. Thc Italian paper, for reasons easily to
bc gathered, docs not give Implicit credence to
this statement, nor lend lt thc editorial sanction:
On the 18th of April, 180S, in the prison or VII
torlea (Province of Mlnns-Ocrzcs,) In brazil, two
men. named Aveiro and Carines, were executed
at thc same time. In brazil executions tnke
place with closed doors, In the Interior or thc
prison. Dr. Lorenzo y Carmo, of Kio Janeiro,
well known by savants for Ids remarkable works
on electricity applied to physiology, lils surgical
skill, and his success In antoplastlc operations,
obtained permission to profit by this event la order
to experiment on thc power of electricity, and Il?
lustrate its analogy with some of the phenomena
of life. Tho numerous experiments hitherto nt
tempted have been made on the head and trank
separately. Dr. Lorenzo y Cartu o's design was,
if possible, to unite the head to the neck after
decapitation. Tho heads of thc two criminals fell
within a few minutes of each other Into the same
basket: first thni of Carines, then Hint of Avolro.
Immediately arter this second execution com?
pression was effected by a pupil of Dr. Lorenzo on
tho carotid arteries of ono of thc heads so as to
stop thc hemorrhage. Tho body was then placed
on a bcd already prepared, and Dr. Lorenzo
stuck tho head as exactly as possible on thc sec?
tion and kept lt In that position. Tho cells or n
powerful electric pile were applied to the base of
tho neck and on thc breast.- Under this influence,
ns In former experiments, thc respiratory move?
ments were at once perceptible. As the blood,
which penetrated In atiundancc through thc stir
face or thc scar, threatened to stop thc passage or
air, Dr. Lorenzo had resourco to tracheotomy.
Respiration then ensued regularly. The head was
fastened to the body by stitches and by a special
apparatus.
The physiologist wished to ascertain for how
long a time tills appearance of Ufo could tliLB be
artificially maintained. His astonishment *as
great when he saw that at the end of two hours
not onh did respiration sttll continuo under the
innucr.ee of tho electric current, but Hint circula?
tion had even resumed a certain regularity. Tho
pulse beat feebly but sensibly. The experiment
was continued without Intermission. At tho end
of sixty-two hours it was evident to the astonish?
ment of every ono that a process or cicatrisation
had commenced on tho Ups of the section. A lit?

taneously In tho heads and limbs till then de?
prived of motion. At this moment, tho director

experiment was continued notwithstanding.
Three days later the respiratory movements re?
produced themselves and electricity was sup?
pressed. Dr. Lorenzo y Carmo and his assistante
were stupefied, frightened at a result so unex?
pected, and at tho power of an agent which, In
their hands, lind restored life to a body whose
right to exist the law had forfeited.
Tho learned surgeon, who had only had lu
view a simple physiological experiment, otnploy
ed all his skill to continue this work, which
science, aided against all expectation by nature,
bad so singularly commenced. Ho assisted tho
process of cicatrisation, which progressed under
the most favorable conditions. Hy means of an
