exhausted, and, without assistance, they will

State Monumental Association.
The women of South Carolina are earnest
ly invited to unite with their sisters of Rich
land District in the formation of a State
Monumentul Association, WllOSG pious duty
it shall be to erect an enduring monument
to the memory of the gallant Southern men
who dietl in the service of the Confederacy.
It is meet and right that our women, who
girded oh the knightly sword, who cheered
the fuinl-hcurlc?, solacod tlio wcury and
mourned the dead, should with holy cure
give Ut expression to the loves and regrets
of our people. The men who passed through
tlie Valley of Shadows, and yet live, llml
in the hard battle for existence no room
for the griefs and sorrows which speak in
.stone, iron, or sculptured tablet. To the
women, who garner up in their hearts the
romembcrance of all that was lost and all
that is won, is remitted the suered task.
And what may we do to aid them? We who
stood shoulder to shoulder with the old ineii
and young hoys of the South in the serried
ranks of war; who knew with them Hie
maddening Joy of victory and tho anguish
of defeat: who returned to ruined hear-lis
and desolated homes when all that was
mortal in our cuu-=e sank from sight for
ever?we must give lo our women now no
grudging help or lukewarm ukl. In their
breasts tiro enshrined the memories of every
child of tho Palmetto Stato who poured oui
his blood iu our defence. The women ulono
are indomitable and undismayed. They are
true and firm, however all else change.
And they appeal to a chord which still
vibrates, though slowly, in tho hearts of
every Southern soldier when they ask for
encouragement and stijiport. Of tho women
we have no fear. Their name, their race,
their record, are tho hostages of (heir be
havior now. They who have not failed Iho
living, will not fail the dead.
All who sympathise with the women of
Richland in their noble endeavor, arc re
quested to meet in Columbia to-morrow to
form the Monumental Association of the

At the adjourned railroad mooting, held
at Lancaster Courthouso on Monday, tho ac
tion of tho Camdcu Convention was approved
of, a vote was ordorcd to bo taken on tho
question of subscribing $200,000 by the
county to the "Wateroo aud North Carolina
Railroad, raid il was declared impracticable
at this time to engage in a railroad project
from Lancaster to Georgetown.

Ouk Darlington correspondent tells the
story of a man indicted for grand larceny,
whose, counsel oflbrod to plead guilty, pro
vided tlie jndgo would assure a punishment
not greater than that prescribed for petit
larceny. This was refused, the trial went
on, and the jury, in face of u full evidence
of guilt, returned a verdict of not guilty.
The jury was composed of negroes only !
His Excellency, Governor Scott, has, by
letter, ordered one of the negro magistrates
of Darlington County to release on bail
certain persons who had been arrested on a
charge of murder, and the order was meekly
obeyed. Wo cannot beHove that Governor
Scott is wholly ignorant of the laws of the
State. On the contrary, he knows the laws,
and wilfully and wantonly breaks them.
