trial.
Alderman Geddings offered a resolution that thc
plea against thc Jurisdiction bc overruled and
that thc trial bc proceeded with. Tills was car

Tho City Attorney Btntcd that Council had thc
power to act us they chose; there was no occasion

unlll a moro fitting opportunity, lt my client
would take my advice, he would throw lils com
mission at your feet and retire. [Loud applause]
De thou retired.
Aidcrm^T. J. Mackey rose and said substan
tially: It .ls necessary thal I stould proceed, but
before doing so I - most apologize to my counsel
for the indignity to which, liabas been subjected
by appearing herc to rejA*ietit mc. I applied to
a number ot lawyers in this city to obtain their
ocrrlcce, but they declined to represent mc solely
upon political grounds. .
affray or last Thursday night arc a pffrct
blank to mo. I can provo that 1 reached homo in n
slate or delirium, and that a physician used thc
strongest antidotes to relieve tuc. I intended to
Introduce testimony to proie this and other
things that would show that Iwos not responsi
ble ror my actions on tbat light, lint you have
stopped mc rrom so doing. I thought that as Hie
Board had tfomblncd to couilct me, under any
circumstances, they would hate given me a lair
hearing, ami tho report or their action going
abroad would have injured me; bat their action to
night has relieved mc of all apprehensions of that
character. You have made np your verdict and will
perhaps expel mo, but I go to thc people, who will
return mc to confront you and check your ne
farious schemes-schemes so bise that one shrinks
appalled at thc very thought of them. I hold by
power of this body the oillco of Inspcctor
Gencrnl of Timber and Lumber. I toss
your commission at your feet, as I deem
it a groat dishonor to hold a commission
under your hand (pointing it thc Mayor.) hy
the majority of this Council. Before leaving, 1
desire to clear my skirts or thc charge made
agatmt mc by a witness, that I advocated thc
(Corbin) claim-. I had declared openly and orton
that L>. T. Corbin did not deserve thc $3000, and 1
would not sustain him in it. When tho matter
was referred to thc Committee of Ways and
Means, of which I am chairman, Alderman Cun
ningham, thc Mayor and others urged mc to make
a favorable report. The Mayor and four'othors
control tho patronage of tho city. .There were
around mc hundreds of men out or employment,
and with their ramilles and little ones starving.
They applied to me ror work. Without tho Inducncc
ortho Maj or and thosa four Aldermen, I could not
secure thc appointment of one of these men on the
police force or on thc streets. I could not seo those
men suffering when lt was la my power to save
thom, and I signed thc report, but Intended always
to oppose it. Thc people of South Carolina will re
sent thc action that has heretofore characterized
tho villlans. They will hurl tho mlscrnble
thieves to their homes In Massachusetts, and
nothing will bo seen of thom but their backs os
they nee.
ile then read his resignation, and said: i
do not hurl this at your feet tor your acceptance.
I claim tho right to resign, and now leave this
board of robbers, polygamists, perjurers and
forgers, who now rule thc City of Charleston.
[Applause.]
Ho thou moved from his scat saying, "You can
make thc most or it."
Alderman E. W. M. Mackey. I did not Intend
to say anything when I cuino herc to-night, hut I
must speak. Of all herc, 1 am tho most injured.
I enmc herc believing that Hiero was soino scuso
or decency and just ice left among tho Aldermen,
and that i herc would bc a fair trial. Tho affair on
last Thursday night Vas disgraceful enough, but
thc action of Council to-night ls more so. While
thc Alderman whom you came to try committed
a crime on last Thusday night, yet I am forced to
acknowledge that ho ls not one-half so guilty as
those who have sanctioned these disgraceful pro
ceedings to-night. I now tender my resignation.
I am too proud to sit in so contemptible a body
too proud to sit with men who havo attempted to
rob thc elly t reasury and-[Great confusion.]
Alderman T. J. Mackey, who, with several other
Aldermen, were standing up near tho door, said
there was no UBO In voting to accept his resigna
tion, as tho Aldermen had no right to do lt; that
they were acting very foolishly, especially the
Mayor.
Alderman narrow. I move we adjourn.

Alderman Voigt offered a resolution providing

Loss o WF.IOIIT ON COTTON.-At tho stated
meeting of the Chamber of Commerce, hold on
Wednesday night, the following lutorcstlng and
Important report was ordered to be republished:
To the Chamber of Commerce, Charleston:
GENTLEMEN-Thc undersigned, your committee
appointed at a mooting of thc Chamber on May
31, to tako into consideration certain subjects
connected with the sale of cotton in this city,
beg to report thal they have carefully examined
Into the subject of thc loss of weight on colton
weighed In this and shipped to other ports. Eur
this purposo they have carefully weighed several
huies of cotton upon thc lower Market pub!!" scutes,
ami (bid they are entirely null tl ed fur this purpose,
thc Rame bale varying several pounds at dif
ferent trials. They would, therefore, report ad
versely to tho employment of largo stationary
scales of that character. They further weighed
these sumo bales on all of tho seules now used by
thc winn ves for that purposo, und round no ma
terial variation between thc dur rent scales. They
have been rorcad to the conclusion that the scale
now lu usc is tho best that they cnn rccmnmend.
Tho more so that there ls tho sumo compiuliit ot
loss on cotton shipped from New Orleans, whero
thc boam scale ls employed. They uttrlbutc thc
loss or weight complained of to have been caused
principally by drying lu tho holds ol tho steam
ers, ns cotton shipped by sall generally holds out
in weight. Your committee heartily endorso tho
recommendation with regard to thc more careful
packing and haling of cotton by our planters,
reeling sure that ll would bc very much lo their
Interest as a protection from stealing.
AS the sellers of colton have taken up thc sub
ject or Insurance, storage and tho Hmo for de
livery of cotton after sale, und as tho prospects
are favorable to a sal I slit c. lory adjustment or these
points, wo would recommend that wc should
uwalt tho result or their action In this matter.
Cpjn examination of tho through rates or
freight per railroad, as compared with thc local
rates, wc uro sullsflod that at present no discrim
ination ls made which can materially a ired thc
lulen" ls of our market, and we further believe
that thc direction of our several lines or railroad
will always bo glad to co-opcrutc with lids Cham
ber to thc extent of their means ia any coursa
which may have for Its object tho building up or
thc trade of our city.
All of which ls respectfully submitted.
