A special meeting of the City Council was held last night to hear the charges preferred against Alderman T. J. Mackey, for his conduct on the Thursday night previous. Although lt wns announced that thc meeting would he held at 0 o'clock, lt was not called to order until 7:20, und the Interim wns con sumed by thc members in frequent visits to thc Mayor's chamber. Thc audience was of a more respectable cast than lias graced pre. vious meetings omi was largely white ; Hie colored men und brethren were evidently not anxious to lie lite recipients or stray bullets, and kept away. Among those present were Th.ec thousand-dollar Corbin, lt. ll. H. Byron, I*. J. coo gnu, S. Thomas, Sr., (!. Vf. Clark, Hov. H. i\. licks, coi. H. w. Seymour, several merchants, Sud some visitors from" Columbia, who were at tracted by thc recent proceedings In the august body. Thc Interest lu tlx meeting or Council was quite lively among the outsiders, and the corners In thc vicinity were thickly peopled with anxious constituents or thc Aldcrmiinlc magnates. The entrance or thc Mayor ul quarter-past 7 was a signal for a general move, and when thc gavel fell thc following Aldermen were present: E. W. M. Mackey, Greene, Geddings, Poller, Voigt, Cunningham und Coi'tu.i, white; Howard, Mc Kinlay, L. P. Wall, E. P. Wall, Hampton,- Hollo way, brown and small, colored. Council was d'cclarcd ready to proceed to busi ness, and Hie Mayor slated that it had ticen con vened to try thc charges and Fpcclflcutlons against Alderman T. J. Mackey. Alderman Geddings o ire rod a resolution that thc City Attorney be requested to be present and to conduct thc charges against Alderman T. J. Mackey. At this stage the Alderman In question came In aa cool and unconcerned as If he were not thc bone of contention. City Attorney Corbin, who promptly came to thc front, requested that Alderman T. J. Mackey bc called and that the Clerk read the charges and specifications. After the reading the Clerk waa again directed by thc Codifier to demand or Alderman T. J. Mac key H he was guilty or not guilty. Colonel R. W. Seymour, who was sitting near Alderman T. J. Mackey, rose aud stated that he represented thc Aide mian, and desired first to pro test against thc Jurisdiction or Council in this case, os lt was already presented before a higher tribu nal, and until that decision was rendered uo ac tion could bc taken by Council. Alderman McKinlay rose to a point of order, and asked lu what capacity Mr. Seymour was ad dressing Council. On thc .statement being made that he was thc counsel for thc accused, Alder man McKinlay subsided. D. T. Corbin slated that thc pica against thc Ju risdiction of Council should bc presented In writ ing. Alderman McKinlay took Issnc with Mr. Sey mour, and argued that thc power of Couucll lo try was unquestioned. Thc City Attsruey claimed that thc assault having occurred In Council Chamber during a session, was of Itself sulllolent to warrant thc trial. Alderman Geddings offered a resolution that thc plea against thc Jurisdiction bc overruled and that thc trial bc proceeded with. Tills was car ried unanimously, when T. J. Mackey rose and desired to make a few remarks. He kept thc door for some time, and made an elaborate ?peech, quoting from authorities, and showing ti.oi Connell hod nm ho J'"'"-"""- - ".? case. During this harangue Alderman Geddings rose to a point of order that thc Alderman was not confining himself to thc question, but ludulg- , lng tn rhetorical nourishes. Tlie Mayor decided thc point well taken, but, though Interrupted frequently, Alderman T. J. Mackey kept his ground, and gracefully conclud ed hlB pereoratlon. Alderman Geddings rose with an open book In bis hand, and said that he had learned to read when young, and still did so, and commenced quoting some authorities. " DISPOSITION TO DOLT. Alderman T. J. Mackey Interrupted htm at this point, and warned Alderman Ueddings that he would permit no personalities, or he would usc his privilege ns an Alderman, and show up thc past record of Aider m an tieddings, mid strip every mask from his corrupt body. (At this statement there was au evident disposition on thc part of thc colored spectators to bolt.) Alderman Holloway called for thc previous question, and Alderman H. W. M. Mackey called for the yeas and nays. Thc question was put elm voce, und thc pica against thc Jurisdiction of Coun cil decided overruled. Thc City Attorney then usked that thc trial tie proceeded with, and Alderman T. J. Mackey be made to plead guilty or not guilty. Alderman T. J. Mackey called for the yeas and nays on thc previous question, bul thc Mayor put on thc gag, and said lt lind bren already decided. The clerk then cnllcd Alderman T. J. Mackey, who responded "Not guilty,"'but slated that he was unprepared lo go to trial, ns lie had several witnesses whom he desired to summon. Thc City Attorney hero called Alderman Voigt to thc stand. Mr. Seymour stated that his client was not ready, that his witnesses were not present, and thc case should bc postpoucd. Ile made a long and eloquent appeal to Council, and on rcsumlug his scat was applauded by thc audience. Alderman McKinlay desired to kuow what time was wanted, and was told until Tuesday next. Tho City Attorney Btntcd that Council had thc power to act us they chose; there was no occasion for further time, as herc were a number of wit nesses present.' Alderman T. J. Mackey rose to explain the reason for demanding time, and ona movement rrom Hie City Attorney ho snld that he would not bc Interrupted, that thc case under consideration was not for threo thousand dollars, nor wns lt an action against thc city Treasury. Alderman Cunningham exclaimed against- thc usc or such language. Alderman Holloway moved Hint thu trial bo proceeded with. Alderman T. J. Mackey called for thc yeas and nays. Alderman McKinlay moved to postpone thc trlnt to next Tuesday. Thc Mayor stated thnt thc motion before thc House was to take the testimony. Alderman K. W. M. Mackey moved to adjonrn to next Tuesday, seconded by Alderman McKin lay ; and Alderman T. J. Mackey culled for the yeas and nays, which resulted ns follows: Teas-Greene, Hampton, T. J. Mackey, E. W. M. Mackey, McKinlay and E. P. Wall-0. Nays-Barrow, Brown, Collins, Cunningham, Geddings, Holloway, Howard, Potter, Small, Voigt, I.. Pt Wall and tho Mayor-12. Alderman T. J. Mackey ihcn moved to layon the table thc motion to proceed in tho trial. The yeas and nays being taken, thc result was tho same as tho previous vote. Alderman Geddings said that caly In the even ing Council had rcqnested the City Attorney to commet tho trial, and thought that time was being wasted In theso frivolous proceedings, and moved that the City Attorney proceed with tho trial. Alderman Voigt testified to tho fact of thc shooting, and that he believed tho accused In leaded to hill K. W. M. Mackey. Ile was cross questioned Hy Alderman T. J. Mackey, to ascer tain, aa ho stated, whether witness' memory was reliable upon all points, lo which wit liesa replied that lt was reliable, as he didn't take morphine. Alderman Cunningham also teal bled to the tacts ofthc shooting, ami thought the accused Intended to kill K. w. M. Mackey. Some debate occurred about thc testimony be l g read to witnesses and signed by them, which resulted In thc fact being ascertained that thc tes timony had not been taken down. Alderman T. J. Mackey sahl he was prepared to show that several or tito Aldermen had boen bribed, and had been solemnly sworn to vote Tor his conviction. Ile was prepared lo natue thc men who offered the bribes, those of the Alder men who received thc bribes, and what Hie char acter of the bribes was-some were promised office, others received money. Ile testified that ho had been on very friendly terms with Alderman T. J. Mackey; that he believed he was out of lils mind when thc affray occurred; thal thc cause or his not being on good terms with him now was because he (T. J. M.) had favored the Corbin claim. Mackey; that the assailant looked wild and his eyeballs were enlarged as big as his fists. Alderman Hampton, colored, testified that thc accused had been sick and suffered very much. I am ready to pro that Alderman Harrow has been bribed by Ol YV, Clark to vote against me. Alderman Darrow, Jumping up.
