recently held, whose object was n closer

patronage. For the West la iilrchdy n Well
nigh overshadowing power; the South is

her liar vests; tin alliance of the two would
control the liiianco ami the policy of the re
public. The sphere entered by the now co
partnership would allbrd Ihein a monopoly
against which all the resources of New Eng
land craft and bluslor would lie expended in
vain.
Such a'coalition may not bo established
speedily; but sooner or later it *"'""'

and perchance the abortive attempt to ac
celerate the movement may arise simply
from the circumstance that it is influenced

lanche, cannot be hurried; but l?:t not the

fact. Tin* ponderous accumulation to which

tion; it is coming down silently, solemnly,
liken mountain cloud; soon ii will be upon
him. and there is no bulwark ho can erect
that will stay its progress for a moment, or
prevent the overthrow it brings;
The Southern people, who are in a minor
ity, are const rained to seek fur protection
and a real rest-nation, in a concert of action
with others. Nor have we occasion for de
spair itf i lie failure of similar tit tempts in
former years. The reasons fur our ill suc
cess are apparent now. Thus, for example,
we vainly Imped, during the war, that the
interests of England would lead her to in
terfere in the Btruggle. We did not know
how deeply the working classes of that coun
try had,been prejudiced ugninst mir cause,
nor how thoroughly lltey had been persua
ded that the abolition of African slavery
would cheapen cotton and elevate the fac
tory laborer. The system which reared the
products of the South was thought to infect
the free hands I hat wrought upon (hem?to
enslave the swart artisans of Lancashire,
and to depress Die social status of Lowell's

'i'lius the appeal of the South to England
was neutralized, nnd the statesmen most fa
vorable tu our cause wore impotent ngnlust
an unreasoning, groundless jealousy of sta
tion.
Agnin, (he recent failure of tho Western
Democracy lo renew the political fellowship
of the WojI and South, is susceptible of tin
equally simple .explanation. Mr. Secretary
Hunt well, in his L'h'tlndelphia speech, struck
the key-no' nnd sounded the rallying cry
of the Republican enmpnigu in Ohio. The
opinion was industriously circulated that
the Democrats were rcpudlulors; that the
credit of ihc government, and so the light
ening of the burdens of taxation, depended
niton the success of the Radical party; that
the most creditable reductions in the na
tional expenditures and the public debt had
already taken place initier their manipula
tions?and so, without exactly convincing
the people that all was right, ho succeeded
in persuading thom that public interests
might be injured if any change of policy
should now take place. Yet the appeal to
the interests and fears of an overtaxed peo
ple but partially succeeded. There was,
after all, a Democratic gain?a sensible ap
proach of the West to the South?a defeat
that augured victory hereafter.
It is folly to prate, as the Times does, that
the "ties of trade" and tho "common In
"torest" will not eventually result in a com
pact between the South and Ohio, Indiana,
Illinois, and the other Krnnt Western States.
It is folly to reproduce the traditions of the
war as a proof that such a union cannot be
ellcclcd. If tin' Iwo scellons have "common
"ends lo servo and common enterprises in
"view for their promotion," (and such uro,
indeed, the lads of tllO case,) what "palii
"otic duty" now exists to prevent the coali
tion of their counsels and energies for the
attainment of a common good ?
Narrow observers fail to recognize the
fad that the South has become less an 1 less
concerned in matters of party politics?tho
only difficulty that now divides Hie two sec
tions. Whatever interest we may havo in
the success of the followers of Mr. HolTinnn
or Mr. Feuilleton, it arises less from parti
san considerations than from tho assurance
that the Radical policy of repression and
proscription is coming to an end. Hut the
interests thai concern us most arc those
which we cherish in common with the West.
The people of that vast region, as well as wo.
desire to be relieved from oppressive taxa
tion, which rests with special weight upon
the agricultural classes; they desire that the
conditions of their former prosperity shall
be rcrilored ; Ihoy desire ihat the current of
trade so long diverted by tarifls of protec
tion nnd by bounties and monopolies, ...hall
be allowed to How in ils nul m at channels;
ttioy desire that tho government patronage

shall bo national and not local. In regard
tu these most important subjects thi> West

are coming nearer together. Their union is
