They fought and wrangled from November to May, and when tho courts decided in their fuvor it WHS hoped that they would have the decency to fill their pockets quietly. The Piltabury Council tore down the portraits of Loo and Jackson which hung on the walls of the Council Chamber, nnd then, unrestrained by tho memory of the dead or Iho thought of the living, pitched discretion to the dogs anil curbed and raved their Oil. The next move was tho election of all tho sons and nephews and step-sons of the Aldermen and Mayor to the city offices made vacant for them. Then came the creation of new offices to sat isfy tho cravings of tho Council nnd their friends. Still as the Aldermen settled into their seals and felt tho reiti3 of power, they fell out among themselves and refused to be pacified. Wine nnd whiskey were invoked to stilltholr angry passions, and tho burning liquors provided in the City Council for the comfort nnd delight of llie Aldermen were expected to be OS oil upon tho raging waters of Radicalism. At each meeting of Council tin*, grog-shop in the ante-room htitl full sway, and on Thursday nhrtil it was intended to celebrate the passage of the "petroleum "bill" mjouinpcrsof champagne. Tho cal culations of the thirsty Aldermen were de ranged by the rutlianisin of one of their body, who amused himself by shooting with an an army revolver at another Aldcrmnn?the County Shoritl* and his own nephew. This Alderman, who made himself conspicuous by bis cholcr and inaccuracy, lins from the lirst been tho most violent member of tho Board. All that wo care for is to have it under stood Huit tho present Council In nowise represents the respect able citizens of Charles ton. The Mayor and Aldermen have the power to bleed the city an they please, mid will doubtless do it. Hut they cannot make us, as themselves, both ridiculous and de graded. We looked for nothing better than what they have given us. And when wo cry out against Pillsbnry and Wh A idor men, wo should always remember thrd a little exertion and energy in the elections of lust November would have saved old Charleston from all this turmoil and'shame. Within tho last few weeks we havo had a remarkable and heretofore unprecedented outcropping of "strikes" in Charleston. The longshoremen, the ship carpenters, the house painters, tho tailors, and we know uot what other fractional part of our tolling human ity, havo suspended their work and deman ded higher wagoa. Without pretending to enter iuto tho merits of the controversy, and without cvon calling tho attention of those whom it concerns to tho simple principle that a proper workman's union is defensive and not offonslve, wo must say that we think the present conflict is most unreasonable. Tho strike ordinarily is tlio rcsbrt of the im poverished workman against tho thriving proprietor. In the present instance it has been precipitated by knavish politicians. It is an attack by labor upon tho proprietor just when ho needs every favorable circum stance for tho re-estnblishraent of a busine, on which, not bis support only, but thut of bis hands depends. So long as the world endures, we suppose, tho contest between labor and capital must go on, and with tho snmo varying fortunes as those which attend the competitions of tho bulls and bears of New York. Tho man of means will naturally endeavor to secur" as largo a return for his investments an 'Is risks nnd his losses as ho can ; and tho man of muscle will seek to appropriate thu lurg ost proportional share of the profits which be has toiled to secure. In a normal state of society wo should have no occasion to deprecate such a con llict. We might trust in the operation of tho laws of political economy, as other com munities do, for tho r?gulation of wages. This interest has a method of adjusting itself, If not in accordanco with tho highest prin- ! I'iplcs, at least in such a way as contributes to tho general prosperity and to the wealth jf tho State. The conflict is unequal, for usually the employer hus some means to fall back upon, while the workman cannot afford to re main idle for a week or a month without incur ring the danger of starvation. This is one of the safeguards against tho interruption of those general and useful enterprises in which the capital of a country is invested. Butdf, as sometimes happens, tho laborer triumphs and seciitrs a larger proportion of wages thau would properly and naturally accrue to his work, ' his success invites competition among his own class*. Mr. Buckle calls attention to tho fact Hint the Revolution in England which culminated and collapsed in the Protectorate of Crom WOll, was more ol an industrial than u po litical muvetiiont. It is ti suggestive circumstnnco that euch of those national labor-strikes resulted in a personal government, which crippled labor und exiled liberty itself. In Charleston a strike just now is, ns we have intimated, most unfortunate As Adam Smith has abundantly shown, tin increase of wages is absolutely dependent niton, and must lie in proportion to, the increase of funds from which tfcc payment is to be drawn. Where the revenues of a business and the stock invested in it are limited, tho wages of the labor employed must of neces sity bo lower than in the wealthy establish ments of a flourishing community. To sug gest New York pri?es na a standard for Charleston is situ ply preposterous. We are just beginning to live; capital Is not abun dant; the profits of trade are uncertain; men of tho highest accomplishment and char acter uro reduced to salaries which satisfy the nCCCSSUrlcsof life, but ulf/onl little more. The season is not auspleions for a strike. And if. it were, might not Captain Stoddard and his obsequious cohorts of longshoremen prudently and modestly Wait?until their betters were served ? There were, wc doubt not, exceptional cases of grievance represented in the recent movcmcntv-cascB where wages were not re munerative ami where the industry needed special recognition, because it required the labor of the brain as well as the hand. It was nn unfortunate circumstance, however, thtit the tno3t inferior kind of labor was the. most clamorous in its demands and the most riotous in its demonstrations; that it is ti Radical League with a Re lical leader and a Radical ward who have presumed, in the name of the laboring class, to demand tho control of the wharves and shipping of I Charleston.
