Brooks. The latter gentleman has been the mail
agent on tho Northeastern Railroad since the
war, and his efficiency and courtesy have caused

The Lonoshoremen'.h Stkikk.?There were no j
new developments worthy ot note in the strike
yesterday. In the forenoon a deputation of ship
ping merchants, consist mg of Messrs. Mure,Olbbs,
Bosch, Ravcnel, T. Street and W. R. Smith, wailed
upon Mayor PUlsbnry at his office, and repre
sented tbat there was an abundance of
willing labor for all the work that was to be done,
but that parties, who were anxious for employ
ment, had been deterred from accepting It by
reason or threats that had been uttered against
Kbcir personal safety, in the event of their doing
so. They, therefore, requested that the Mayor
should Issue a suitable proclamation and take
suoh other measures as would Insure protection
to whosoever might choose to go to work on the
wharves.
Tho Major In his reply, seemed to intimate that
there was no sufficient ground for the apprehen
sion expressed. He, however, assented to the re
quest that a police force should be Immediately
dispatched to the neighborhood or the wharves,
and promised that in the event or any
serious trouble, ho would issue, a procla
mation with a view of securing the good
order of the city. He reminded the deputation
that he as well as themselves was interested In
the commercial prosperity or the city, for if there
were no city revenues all opportunity for his
official usefulness would be gone.

Of the police force, and gave him tho necessary
orders to carry out the suggestions that had been
made.
The deputation then thanked the Mayor and
Withdrew.
Lieutenant Chapman then mustered a small
sqnad of policemen, visited ihe wharves, and
found everything quiet.

merchants emphatically deny that their opposi
Bition to Stevedore Stoddnrd is founded on politi
cal reasons; for these same reasons would apply,,
almost without exception, to Stoddard'semploy
ees. They (the merchants) state that Stoddurd Is
personally obnoxious to them from other causes.

Alderman Cunningham reported favorably npon
petition of managers or the late election for pay
for tho time they were tn attendance as witnesses
during the municipal contest, and recommended
that they be paid $1 50 for each uay they were In
attendance.
Alderman T. J. Mackey moved that the report be
adopted. The election, said he, was good?tt
might have been belter?i, e., seventy-tive per
cent, was very good, and twenty-live per cent,
very inferior. Adopted.
The same committee reported favorably npon
petition of Jacob Levin. Adopted.
Alderman Geddings, chairman of tho Commit
tee on Accounts, presented the report of the City
Treasurer. It was adopted, and one bandied
copies ordered to be printed.
Alderman Geddings reported a resolution pro
viding that the.time for paying the city tax on
real estate for i860 be extended until the 1st of
December next, with interest from the 20th of Oc
tober, and that after the 1st of December execu
tions should be Issued against all defaulters.
Alderman Voigt opposed' the resolution, saying
that the taxes which had not been paid were due
from wealthy citizens.
Alderman Mackey said there was not $1000 in
the city treasury, and there were $20,000 in taxes
dne from the capitalists, and he was not in favor
of passing a resolution to relieve these men who
did not need relief. - - - -
Alderman Cunningham moved to extend the
time until the 16th of November. The motion
was carried.
Alderman E. W. M. Mackey offered a resolution
providing thab on and after the 1st of November,
the Olty Treasurer be authorized to collect city
cents for each transfer of six per cent, stock.
Alderman Cunningham opposed the resolution.
Alderman Collins moved that fifty cents be col
lected, balf or which Should go to the Mayor and
the other hair to the Treasurer.
Alderman E. W. M. Mackey accepted the motion
of Alderman Collins as an amendment to his
resolution.
Alderman E. I*. Wall moved to divide the rcos
in five parts?one to the Mayor, one to the City
Treasurer, one to the Inspector of Drugs, (Collins,)
one to the Inspector of Lumber, (Mackey, T. J.,)
and the last fifth to the Clerk of Council.
Alderman E. P. Wall moved that the whole sub
ject be laid npon the table.

functions or such office, such person so offending

shall be the duty or the City Appraiser to keep In

alphabet leal list or all real estate owners within
tbe limits of thu city, showing the appraised value
of each piece or parcel of reut estate, the width
nnd depth ami number of each tot, and the ktud
of building or buildings, If any, thereon; together
wit li the amount or tax assessed upon euch ami
every piece or parcel or suld property.
Srction 2. The City Appraiser shall pub
lish, fur the information of the people,
the time at which the. returns for taxes
shall be made, ami It shall not be lawful for
him to receiveuny return after the expiration of
the lime designated for making the same, unless
such time shall have te en first extended by tho
City Council; but lie Blutll proceed to make re
turns for and assess all defaulters, and deliver
mild returns by him ho made to the Treasurer,
who shall add thu Hum of ten per cent, to the j

turned by the City Appraiser, for every month i
that such tax may be due and unpaid. And tho
City Appraiser shall stump or otherwise mark
every return mado by him to the City Treasurer,

careful record of all changes In real property,

of the appraisement thereof ; mud In addition to the
several duties herein prescribed, ho shall perform
all the duties not Inconsistent herewith that have
been heretofore per (or med by the City Assessor;
and It shall be the duty of ail taxpayers to make

man who considered himself Insulted, and shot at
me and then said he would not have Injured his
kinsman for auything, It is all bosh; I would
rather sec every kinsman or mine dead and in
their graves, than sec them put their hands in
