the rates of Interest on government bonds as

embrace a plan for tho payment or the debt in
twenty-five years, the Interest iu quarterly In
stalments, and payable In Europe at not more
than four per cent, per annum. It Is argued

In Europe will cause European capitalists to
eagerly sock and purchase our bonde."

cipal. It is already rumored quite extensive
ly that General Buttcrfleld of the Sub-Treasury,
and who now Is supposed by some to have
played a hand In the gold game, lias sent
his pronunclamcnto to tho forcmau of tho
grand Jury, who baa been investigating the
case, telling him to suspend fbrthor pro
ceedings in this case for tho present. It
Is also rumored that Buttcrflcld has his In
structions, cither directly or Indirectly, from
President Grant, and that he 1b backed up by the
leading Radical politicians of this city. Thoy
wBl have a strong Democratic influence to
contend against in the State Court, howover,
and it Ib hoped that the grand Jury will go on
at once with the Investigation of.thcBe notori
ous proceedings. Mr. FIbIc and Mr. Gould aro
both ready and anxious to be called before the
grand Jury to testify In tho case, and It la said
that should they bo cheated out of an exami
nation, and the mutter be hushed In the courte,

During tho last half century a great change
has been going on in the character of our
population. Immigration, after having re
ceived the irregular supplies, afforded by Eng
land and Franco, by Ireland and Germany,
was well-nigh monopolized for a time by the
Irish, as it is now by the Germans. The
latter are rapidly filling the waste places of
the country and leavening the public opin
ion of its inhabitants. We have seen this
shifting of the tide in Charleston. Years
and years ago, tho retail traffic of the city
was commanded by the Frenchman; then

The Nation has assigned the soubriquet of
"The most dangerous of Democrats." The
latest information from that State indicates
that the contest for supremacy is renewed
by the Republicans, in the nomination of
General Sigcl, a well-known and popular
Gorman, for the Secretaryship of State. An
other bid for the German vote, is the propo
sition on the part of certain politicians to
transfer the capital of the United States to
the Gorman headquarters at the West^the
City of St. Louis. Tims the evidences arc
multiplying from day to day, proving that
an important nationality, heretofore well
nigh ignored by party leaders and hock pol
iticians, has assumed a position of very great
influence in the direction or public affairs.
Indeed, such a result might huve been natu
rally expected, in view of tho continuous
and multidudinous reinforcements which are
annually made to our Gorman population.
Even in tho Cit,y of New York, the Germans
will soon, if they do not now, hold the bal
ance of power. At the West, they ore com
paratively undemonstrative, yet numerous
and consciously strong.
What will be the result of this power, here
tofore well-nigh latent, but now beginning
to assert Itself at the ballot-box and In tho
councils of the republic T Favorable, wo
believe, both to order and to liberty. When
of old the whole civilized world was tribu
tary to Roman irrtporlalism, the freedom of
mankind was guarded amid tho fastnesses
of the German forests. Hermann was the
Wushington of the nntiquo world. And
when the eagles of a more potent empire
had subjugated Europe, It was the Landwehr
which swept nway, liko a resistless flood,
the bulwarks nnd thrones of Nnpoleonlc des
potism. These national traditions will not
bo rorgotton in tho new world. Dnt with
nil his enthusinsm for liberty, tho German
is also a conservative. Ho is fond of old
usages, oven to extravagance. Ho holds to
his own language; ho pouro forth his hap
piest emotions and tonderest confidence in
tho "heart-full" gutturals of tho Elbo and
the Rhine. He preserves his own customs?
tho social festivals, tho family usages nnd
Buhordinntion Inherited from immemorial
time. J11 every way he Is a useful member
of the body social and I ho body politic. And
tho hands now bo busy In ndjusttng the
trembling scales of trade, In wielding the
ponderous pickaxe in . Ponnsylvanian mine

Is receiving an Instructive lesson in politics.

The Committee of Ways and Means of tho
City Council suggest that the attorneys re
tained by tho Clark administration to con
test the election of the present Mayor and
Aldermen were arranged with "on a liberal
basis." And tho committee recommend
that Mr. Corbin, United Statos District At
torney, City Attorney ami Stato Senator, bo
paid three thousand dollars as ' 'a fuir com
pensation" for securing a decision which
gavo the present Mayor and Aldermen the
opportunity to mako tho City Hall a grog
shop, and to display in the Council Chamber
more than the rudeness of ignorance, and
more than the Intoxication of power.
Now we happer to know Hint Messrs.
Porter, Miles and Barker, tho counsel for
the Clark administration, were paid a fee of
something less than one thousand dollars,
including the expenses of u professional visit
to Columbia. This points tho moral of tho
tale. An arrangement on "a liberal basis"
with three leading Charleston attorneys,
who conducted one of tho most important
cases ever tried in this city, means the pay
ment, for the three, of ono thousand dol
lars. But "a fair compensation" for the
Itadical seuntor and government ?ffl? ".
who defended lite cause- menus tho pay. mat
of just three times the amount. This is the
advantage of being on the winning side. In
this case, mayhap, tho three thousand dol
lars will benefit him that (jives as well as him
that takes.
What It Costa. '
A short time ago a conscientious assessor
in Abbeville County went to a plantation
for tho purpose of assessing the taxes of tho
frcedmen employed there. Tho frcedmen
were about thirteen in number, and the as
sessment occupied the official from morning
to night. When the work was done, the as
sessor found that the whole amount that the
frcedmen were assessed?apart from the
educational tax of one dollar each?would
realize for the State just seventy-five cents,
provided that none of tho thirteen tax-pay
era failed to pay the tax. The assessor re
ceives three dollars for his day's work, and
consumed about fifty cents' worth of sta
tionery; so that it cost the State three dol
lars and fifty cents to obtain the right to
collect three-fourths of one dollar. Well
may we rise up and call this system blessed !
