C. Owens, a constable of Barnwell County, wont
to Beaufort armed with thc proper papers to ar?
rest a negro named Francis Williamson, who was
charged with larceny. The ShcrlfT there delivered
the negro up to the constable, nnd he, with hia
prisoner, returned herc day beforo yesterday and
lodged him in thc guardhouse for safekeep?
ing. The prisoner was discharged, amt > ?tonioy.
went to Magistrate MIshaw, colored, and sued out
a warrant for the arrestor the constable, whom
he asserted had beaten and falsely impris?
oned him. While this was golng-on, Mr. Owen
applied to Magistrate Mackey to issue a warrant
for the arrest of his late prisoner. Mr. Owen had
met the Clerk of the Barnwell Conn here, and re?
ceived the necessary papers and showed them to
the magistrate, who issued' the warrant, and the
prisoner was secured, and is now on his way to
thc jail of Barnwell Conn ty.

Agricultural and Mechanical fair of

At the inauguration of the State Agricul?
tural and Mechanical Association In April
last, at Columbia, by an enlightened convention
of practical farmers and machinists,, preliminary
arrangements were made with an Important and
praiseworthy end ld view, viz: How was lt best
to promote agricultural pursuits, manufactures,
and the general indus try of the people, white and
black. To accomplish this to some extent, the
Executive Committee were Instructed by the ac?
tion of thc convention to hold a fair this autumn,
ir they deemed lt advisable to do so. It was ne?
cessary to raise from $3000 to $4000 by subscrip?
tion to buy premiums for distribution, and defray
incidental expenses. It ls most gratifying to say
haf a committee of energetic, gentlemen, duly
authorized to wait upon the business men of
Charleston have received voluntary contributions
amounting to something over $1000, and at n time
of great pecuniary distress In the community.
The committee consisted of Mr. W. O. Whllden,
and Captain F. W. Dawson, to go among thc
wholesale merchants of Hnync and Meeting
streets, and E. II. Frost, Esq., Colonel Zimmerman
Davis nod Captain George H. Walter for the East
Bay merchants and factors on thc wharves. The
writer personally, and on behalf of tho Executive
Committee, for tho aid rendered, is most grate?
ful. If the planters and merchants lu other sec?
tions of the State, who are really to receive most
of thc premiums and nd vantages of tho fair, will
do their pnrt, tbe $10, $16,"or $25 contributions
wUl return to them in many fold benefits.
The fair to be held in Colombia on the 10th,
11th and 12th November, ls to alford an opportu?
nity to every one to exhibit the evidences of his
skill and thrift In every shape and branch of In?
dustry. The common welfare, future prosperity
and hopes or ah classes of our people ought to be
so enlisted In this demonstration of Ufo, .that
every district, town and village should be so
stimulated by a Jost pride of the past of old South
Carolina, and by anticipations, of brighter day*
m the prospective, aa to be there with their spe?
cimens and encouraging presence, to instruct aa
well as take lessons.
In human affaira all things are mutable. Exc?s
?ive and ill-advised taxes, caterpillar bad govern?
ment and rulo in .state as well as municipal
affairs, must have an end. Ordinary common
sense, cannot long be controlled by hypo?
crites and those who aro seeking only selfish ends.
