Carolina. And whoever aims to defend or
palliate these, must choose some oilier place
than the columns of TUE CHARLESTON NEWS
in which to blow his horn.
A Don or Thieves.
It bas long been-thought that the Radi?
cals had "touched bottom," as tho saying
is-tlmt they had reached a social and polit
cal depth beyond which it wns not possible
to go. But their genius has been under?
valued. They are capable of a descent
deeper than any that history records. They
have undertaken to explore a> bottomless
pit; and we owe it to the Radicals of George?
town to acknowledge that they are the pio?
neers of the r adventurous journey. They
have reached tho lowest stage of the de?
scent; tho remotest distance yet attained
from that angel, aspiring and benignant,
whom Shelley describes as standing on tho
mountain top and pointing to the unrisen
sun. The plan of spoliation which they
have devised and which they now propose,
for thc purpose of securing the suffrages of
the colored peoplo, is simply atrocious.
The old peasants' war in Germany and tho
Jacquerie of Franco contcmpratcd the abro?
gation of sucli privileges of tho nobles and
tho clergy, os rendered the lot of the peas
Euits intolerable. The people demanded the
right to ga'ther fuel, to trap game, to uso thu
commons, to enjoy the benefit of the poor
rates, and to bc relieved from oppressive tax?
ation and exactions. There wore grounds
for that uprising, although it has been con?
demned by thc judgment of a Inter ago, and
waa punished at the time by ono of the most
sanguinary retributions of history. What
will posterity say of the now Jacquerie which'
has not tho shadow of a wrong to redress,
but invades vested rights only; thia new
agrarian policy which seeks by high taxa?
tion to confiscate Die lands of the proprie?
tors of thc soil: nay, which has already
elected a commissioner to take charge of
them and distribute them among the land?

The overthrow of proprietary rights in the
Roman Empire, in Ireland, in St. Domingo,
was a military measure, a division of spoil
among conquerors. The present project is
a mere financial "corner," devised by cu?
pidity, in a time of profound peace, to tho
prejudice of order- and capital nod intelli?
gence and blood.
Goldsmith touched tho sympathies of the
world, by drawing the picture of a despoiled

forded to the working classes is, in.fact,

engaged in productivo industry has sensibly
diminished. And if it woro d?alrablff (which
even Slsmondl denies) to make tho freed
men proprietors of tho soil, what countless
virgin acres still await the .labors of tho axe
and tho plough I It ls a remarkable circum?
stance, to which this distinguished writer
hos called attention in tho second volume of
his Etudes sur les Sciencei Sociale* (pp. 439
441,) that tho negroes of San Domingo, who
made tho niost rapid progress In Intelligence,

It is stated by intelligent British authori?
ties that ot the twenty millions inhabit?
ants of England and Wales, nine millions
aro in thc receipt of an average yearly in?
come of ?35, which is a little less than two
shillings a day, or, if wc count one other
person as dependent on each of the persons
with a two-shilling daily Income, wo have
eighteen millions out of thc twenty millions of
English and Welsh living on a shilling a day.
What a fearful disparity in tho number of Hie
rich and the poor. And tho disproportion
between their incomes is as striking as their
enormous disparity in numbers. The class
who, with their dopenden ta, possess yearly In?
comes of more than ?300, havo for their sup?
port ?633 apiece, or about thirty-flvo shil?
lings daily, and number only four hundred
thousnntl. What this means, snys ono wri?

There is a moral in this state of thing
