This statement, doubtless, is not without
its defects; but it probably presenta ns fair
and full a summing up of the ootton move
mont for tho past twelvo months as wu are
likely to gel. Thc Chronicle states, in refer?

ners, that although soma of tho largest cor?
porations hold seven and eight woe kV
supply, tho body of the spinners are lightly
stocked. It estimates the actual oonsump
lion of tho mills for the past commercial
year at about 908,000 bales, against. 982,000
bales consumed in 18U7-'8.
Tho Amendment in Danger.
There is something ludicrous in the alarm
exhibited by the Radical presses of the
North at the threatened failure of their pet
scheme to make the Fifteeuth Amendment
a part of the Federal Constitution. Even
the most sanguine friends of the Ariiole
limit their hopes to barely scouring the
votes of the 28 States required for its rati?
fication; while the philosophio editor of the
New York Timen o jolly advises his politi?
cal friends to prepare to submit with as
good a graoe as may be lo the rejection of
the measure. There would seem, indeed,
to he very good grounds for the hope that
the oountry may, after all, esoape being
suddled with a policy so repugnant to the
views nf tho vast majority of its people.
In Pennsylvania the Dorn ?orate are con?
ducting the pending oanvasa with tho avow?
ed purposo,. it' successful, of rt penliug the
ratification which Hitit State has aire ..dy
given to the amendment In Now York a

tion. Tennessee, it in admitted, will refuse
to ratify; and even Virginia, on which .it
