After reiterating tho fact that Mr. Sumner wrote a glowing letter to John Bright in praise of Minister Johnson, so warm in its eulogy that Mr. Briant was 'anxious to hurry up to Loudon at once to se 9 Mr. Sumner's para? gon, the Nation says: "Moreover, after the treaty arrived here, Mr. 8umner, on the 17th of January last, wrote to Mr. Bright commending it, and on the 19th, arter dining yvith Grant, added a postscript, with even a stronger com? mendation, thus confirming the conti jence o? tho British Cabinet in Mr. Johnson. The sub? sequent speech, therefore, was to Mr. Bright and others a painful surprise." Commenting further on the somewhat extraordinary part this chairman of the Senate Foreign Commit? tee took in the matter, i t says: "From a gen tleman in that position to a gentleman in Mr. Bright's, about a gentleman in Mr. Johnson's, the letter under discussion had most of the characteristics and many of the consequences of a state paper of the first order; and it ought to have made the delivery of Mr. Sumner's speech, and the uproar and alarm and loss of property whioh followed it, absolutely impossi? ble." The most lenient view of the matter is that taken by the New York Evening Poat, which thinks "there must be a mistake some? where." There is, evidently, and a nice oppor? tunity for explanation by Mr. Sumner. CHARLESTON. TUESDAY MORNING. SEPT. 14, 1869. The Annual Cotton Crop Statement. We received last evening the New York Shipping and Commercial List of Saturday, containing the full annual cotton crop state? ment, the grand total of whioh was given in our issue of yesterday. We subjoin the Shipping List's estimate of the crop returns in the several cotton producing States, as compared with the orop of the previous year in the same States : 1869. The fact that the grand total of the orop for the year falls so far below what the shrewdest ope? rators in the staple had anticipated, is ac counted for by the small produotion credit? ed to Tennessee, &o , whioh is put down at 321,891 bales, while other well informed authorities had allowed from the same source as high as 403.814 bales. Messrs. The oontrol of the Cheraw and Salisbury Railroad, whioh is likely to beoome so im portant a link in the chain of our railway oonneotioas Northward, will not be suffered to pass without a struggle into the hands ot the ring who are striving to grasp, in the interest of Baltimore, the trade whioh be? longs of right to Charleston We under? stand that application has already been made for a quo warrante against Benjamin D. Townsend, president, and certain direo tort, who olaim to have been elected at the last annual meeting of stockholders of tbe Cheraw and Coalfields, or Cberaw ana Salisbury Railroad Company. At that meeting. Mr. B. D. Townsend having secured proxies from a large num ber of stockholders, and having prooureu from Governor Scott (whom ht supposed to have the power,) the appointment, as proxies for the State, of persons who would aol in bis interest, managed to turn out of the direction of the company a sufficient num ber of the old directors, and to substitute, as director*, men in bis sympathy. This point gained, a meeting of the dtreotors was called in August, and resolutions adopted authorizing the president tc sell to cerium br< kers io Baltimore, at a given price, the shares owned by the Cheraw and Coalfi Ids Railroad in the stock of the*Cneraw und Darlington Railroad Company. Tue tfF?.ot of this sale, and doubtless its objeot, was to transfer to parties out of the Sute, and in antagonism to thu interests of Charles on and of the Northeastern Railroad Com? pany (tn the line of road projected to Salis? bury,) the controlling power ia the Cheraw tod Darlington. Railroad Company. For'unately, it has been discovered that he meeting of stockholders in August, rbioh elected Mr. Townsend's board of di -eotors, was utterly illegal and defective in ts composition, in fact was not a meeting if the stockholders of the Company, acoord ng to the oban* r, inasmuch as the m-jor ty of the shares ot tne capital stock re juired to constitute a legal quorum were tot legally represented. It bas, therefore, >een very properly determined, in behalf j if the interests of Charleston and th? Northeastern Railroad, to teat in the courts the right of the president and directors, ohosen at the August meeting, to the offices to which they claim to have been elected. It is hoped that it' will be established that their eleotion is wholly invalid, and that the old directors are entitled to retain their office until a new election shall be held by a legally constituted meeting of the com? pany. Should this deoiaion prevail, the action of the new board in attempting to sell the stock owned by the oompanyain the Gheraw and Darlington Railroad of oonrse becomes void and cannot be consummated. In the meantime, the inchoate sale has been arrested; the parties who desire to purchase, and with whom Mr. Townsend was nego? tiating, have been notified that the right of the new board to their offices is oontested; and the officers of the Gheraw and Darling? ton Railroad have been notified not to make transfer of the stock, under Mr. Townsend's order. The grounds upon which the defeot in the constitution of the meeting of stock? holders is olaimed to rest, are : F?rtt. That throwing out the State stock, as unrepresented, there was not a majority of ehareB or quorum present; and, Second. That Messrs. T. J. Robertson and R. J. Donaldson were not legally authorized to represent the State stock : 1. Because Governor Soott has no authority, by law, to appoint proxies to represent the State in the Gheraw and Coalfields Railroad Com? pany; and, 2. Because the persons appoint? ed by him were not stockholders, and, ac? cording to the express terms of the charter, could not be proxies. The motion for a rule to show cause why an information in the nature of a quo war? rante should not be filed, was to have been made before Judge Rutland, at Marion Courthouse, yesterday afternoon, Messrs. T. G. Barker and D T. Corbin appearing for the motion. General W. W. Marlee and Messrs Townsend & Hutson ve -e to appear for tbe president and directors, whose, offices are oalled in question. JUDGE ORB is winning golden opinions by the diligence, discretion and courtesy which marks his course on the benoh. After be had oleared the dockets of his own moun? tain circuit, he went to the relief of Jndge Vernon, who was overworked in the Seventh Cirouit, and held court in Abbeville, though the docket was unusually heavy and the season oppressively warm, discharging his judioial funotions in a manner that elioited from the Abbeville bar, through their spokesman, General McGowan, an earnest and feeling tribute of thanks. Judge Orr's next field of labor will be Newberry, where he has consented to hold an extra term of oourt. THE Lancaster Ledger, referring to a statement whioh has found its way into print, to the effect that at a recent gather? ing of negroes at Landsford, a large number of white men from Lancaster county struck hands with the Radioal party, pronounces the whole story to be unqualifiedly false. valuational.
