We find la the Chesterfield Democrat a j leading art ?ole reviewing the circumstances : oonneoted with tho recent aale of the stook of tho Cheraw abd Darlington ' Railroad' Company, held by the Cheraw and Salisbury Railroad Company. The writer, moreover, orltiolses with.severity tho oommeroial pol? icy of this olly, and argues that if Charles? ton suffers any loss by the sale bf the atook in question, she herself ia alone to blame. In order that we may arrive at a olear understanding of the question, it muat be elated that the Cheraw and Darlington Rail? road was originally built by persons along the line, with the aid of a subscription of one hundred thousand dollar* from tbs City of Charleston. It was intended to'be au extension of the Northeastern Railroad, and to g> vs to this market the oontrol of the trade of the country through whloh the road passes. And whilo the road has an? swered this purpose, abd has given the proper fa o i lit i es for the transportation of freight and passengers, it has hot been man? aged in suoh ' a way as to dipariminate against other markets, or to oom pel produce to ooma to Charleston. Tho management of the road kept, pace with tho ohanging conditions of trado, and for some time past the Cheraw marchant has had the option of dealing with Charleston or with Wilming? ton at- prcoiaelv the same rates of freight. In pursu knoo of the original design, the stockholders of the Northeastern Railroad (to whiob the City of Charleston had sub Borlbed $400,000.) and the stockholders of the Cheraw and Darlington Railroad, sub? sequently determined to extend tbs Cheraw and Darlington Railroad to the Coalfields lo .North Carolina. For this purpose a large number of stockholders subscribed theil stook in "the two railroads named, toward the cons tr uc lion of the Cheraw and Co il fields Railroad, as it was then called. We are told that PreeidentTownsend says that he believed that the Chariest OD interest was not prepared or had not tho me ans, or was not disposed to buy, and, therefore, he did not deem it worth while to negotiate with them. President Townsend farther says that they did hare an opportunity of buying, both ai the meet? ing and daring tho time oooupled by him in reaohlng a telegraph station to ratify, the purobaae. We ieave it to the p?bilo to de? cide whether this was the opportunity to whloh Charleston wis entitled, and which would have been given her had it been de? sired that she might become the purchaser of the stook. The sale of the stook will, however, be contented in the courts as ille? gal and Told. And we hope that the whole transaction may be broken up, for we can? not think that any Ballimore purchaser will take as good oars of oar interests as we could do our' Wea. Tho Wilmington and Manchester and Wilmington and Weldon roads are deeply interested ia, cutting us off from a northern oonneotlon via Cheraw, which would kill the through travel over their line, and they oan afford to buy the Cheraw and Darlington stook at $10 a share and throw it into the fire, if by doing so they oan save themselves from ruinous competition.
