A regular mooting of tho Oily Council was hold last night, at whioh woro proaout tho Mayor, Alderman Clodding), Voigt, T. J. Mackey, Harrow, Potter, Cunningham, Collins, whito; Drown, McKinlay, Thorne, Hampton, Small, Holloway, Howard, L. F. and E. P. Wall. At half-past eight o'clock Council was culled to order. Tbo minutes of the last, rog ul ar and also of | the extra meeting were read. Mackey arose and said hanotioedan error -in- the . -proceedingey also something novol-a speech of an Alderman reported in full-something which had never boon done bo fore except by a special order of Council. In this spcoch of ' tho Alderman is somo language which ho did not use. He says in that ropor* he said, "Like juvonilcs, liko boya," whitest ia in my recollection, in tho recoll?e lion of the re? porters, and also in tbe recollection of several of the Aldermen, and o the ni who woro pres? ent, that ho said, "Like Jews or boya." I think it propor that I should notion this error in tho proceedings, as I intend, at tho proper time, to report a resolution censuring tho language. I do not question the intention of Alderman Geddings lo say "ju von i los," but I must say that thou: will bo au orror in tho minutos if they are confirmed as they read. . Alderman Voigt said ho hoard tho romarka of Alderman Geddings, and bo said "Like juve? niles, like boys." Alderman Collins, who was oalled upon by Alderman Mackey to testify, arose to speak, when Alderman Voigt jumped up, and in an exalted manner moved that the minutes be confirmed. Alderman Mackey aa'd ho hoped Alderman Voigt would keep his temper and be as cool as a December day while this diaoussion was go? ing on, as he (mackey) intended to dissect the matter. Alderman Mackoy thoo proceoded to state again that he understood Alderman G. to ssy Jews or boys: that he might have intended to say juveniles, when he was inte min tod by that Alderman, who asserted that he said juveniles, pronouncing it aa if spelt juvenilia, and stat? ing that it was the correct pronunciation of tbe word. Alderman Mackoy gave way for Aldorman Collins, who slated that he understood Alder? man Geddings to say ' Jews or boya,"hut did not believe that the Alderman had intended to insult the Hebrew race; that he was perfectly willina, to believe that Alderman Geddings had intended to say as be asserted he did Bay, "like juveniles, Uko bois." He bad too muon, confidence iu the manliness of the Alderman to behove that be would deny using any lan? guage ho had used. Alderman Maokeypaid a high compliment to the Hebrew race generally, and to the re? presentatives of it residing iu the city ospeoiat ly, and said that he had not brought ap the subjeot from anypersonal motives,bat thought thal as the remark had been made in Ooanoil mealing, and bad been greatly talked pf by the Hebrews of the oliy, who considered it an insult, Council should uko nolioe of it, and, therefore, had acted as ho did. After explaining that there was relevancy ia the remarks, ( which Aidorman Geddings had denied,) he sat down. Alderman Voigt coiledfor the yeas and osys upon the question of confirming the minutes. : Alderman Mackey aaid he did not think this would settle the question, whether or not Al? derman Q. bad made tho remarks attributed to him by some of the Aldermen. Tho aot referred to waa passed by tbe Legislature in December, ISM, entitled an act "to provide for the mea? suring of limber in the City of Charleston, and to oroato the office of tnspeotor and surveyor thereof." Section ll bf Sold sot protides that "the City Counoil of Charleston shall elect, annually, ono or more Inspectors and surveyors of timber;" no further Authority is delegated to the City Counoil, nor bas any o tho r Council, before thia, assumed such authority. Section III goes on to prescribe Ihe duties and fess of tho moasurers. This section was amoudod in December, 1856, by an act reducing tho lees of the measurers to eight cents per thousand feet, the prico now paid. Bootion V makes any vio? lation of tho aot a misdemeanor, and fixes a penalty for tho same "of not oxcooding two hundred dollars." I understand that another infringement of thia act has boon m ado by tho passa go ot an ordinance prescribing a very rigid and unjust measurement of timber (which ordinance you will confor a favor on a number of your coun? try toaders by giving an insortion in your paper,) allowing much higher foos than those proscribed by tho laws of tho State.
