The general elections in South Carolina do not take place until tho fall of 1870, and under ordinary circumstance^ no serious preparation for thc oanvass would be made for some months to oome. There is no doubt, however, that the Republicans are already making ready. They are doing thoir best to solidify and strengthen their p ir ty; toe th ey doubtless feel that the strug? gle next year will be ono of life or death, and that, defeated then, Radicalism in South Carolina can never rise again. On the oiher hand, the anti-Radicals-oall them D?mocrate, or South Garoliniana, or Conservatives, as you please-are stirred by the bustlo ia the enemy's oamp and are weighing the ohanoes of suooess. There are but two parties in the State, and there will be but two parties-the Rad? ical or Republican party, and the Anti Radical party. One of those two parties must rule in South Carolina. The forma? tion of a Liberal or Conservative Republi? can party-that is to say, a third parly would, we firmly- believe, make a Radi? cal triumph a foregone oonolusioo. But while wo have but two parties, the one Radioal and the other Anti-Radical, wa go into the fight with as bright a prospect as the most sanguine could desire. The Radicals have, of course, the advan? tage of being in power. The Legislature, the Treasury and the Courts are under their thumb. Nor will they hesitate to use their every lever to move tho oolored people from their usual inertness, sud to or?tl1ge them from mere voters into aotiT workers for the parly. The militia, with the arms of im? proved pattern, will be turned to aooount, and for the next twelve months every effort will bo dirunted to the ono ?nd nf ?leming the whole Radioal ticket. The cohesive foroe of public plunder will stand them in good stead; they will do their best by soft words and pretty speeohos to win friends and weaken'their opponents. This is the Radioal party-a party taint? ed with fraud, robbery and corruption; whioh bas used its power to enrioh the few and not to benefit the masses; whioh has filled nearly every State and oounty ollie o with irresponsible and ignorant men; whioh has taxed the people to exeess; whioh has broken every promise lt has made to white man or negro. Of what will the other party-the Anti Radioal party-consist? It will consist of every man who baa been oppressively taxed; of every man who wishes to see his property secure; of every man who desires that oapital and immigrants may pour into the Slate; ot every maa who loves an able executive, a purr judiciary and an upright and responsible legislature. Tho lines for this State oontest will be drawn, not between Republicans and Demo? crats, as national political parties, bnt be? tween fraud and fair dealing, extravagance and eoonomy; between the party whose only aim is to fill the pockets of its .chief men, aud the party whioh pledges itself to give . quel justioe and equal proteotion to every oloss of citizens. The Anti Radioals will stand upon a broad platform. There need not be a flaw in their armor; nor is there any reason why they- should not, with case, obtain enough oolored votes to give them even more than that respectable majority in the. next General Assembly without whioh there is no hopo for all South Carolina. We are agreed that another flVberal As? sembly like that with whioh we are blessed would make prosperity impossible. We are agreed that the'Anti-Radioals mast have at least a majority in the Ueneral Assembly to be elected next year. Ii these points are only borne steadily in mind for the next few months, defeat will bo well-nigh Im? possible. Tbe Appraisement ot Property. The bill to provide for the appraisement of the real estate in the City of Charleston, introduoed by Aldermau Voigt at the last meeting of City Cuanoil, provides a simple plan for obtaining ? just valuation of the real property in the city. Three properly qualifltd appraisers are to be appointed by thu Mayor, and ' the real estate owners in eaon ward are to eleot two of.their number auxiliary appraisers for tbe ward These auxiliary appraisers, with the appraisers .appointed by the city, form the "Board of ..Appraisers or Beal Estate" for 1869-70 The general tute to govern the, appraisers appears to be fair and' proper, and the rate of. compensation for the Board is moderate .enough. The appraisement must be oom p eted by December 81, and an alphabetical Hst of all the taxpayers in the city ls Ihtn to ije published in book form . We see no ohjeotlon whatever to the bill, rn? far as it applies to the appraisement of real estate. At present, most of the real estate in the olly 1* valued too high, ?nd, although for some persona i o valuation will fae )ow enough, the system proposed by Alderman Voigt is co olearly equitable that it will leave no room for reasciable com? plaint. In addition to the provisions for tho ap? praisement of real property, Alderman Voigt's bill provides that a census of the eily population shall bo taken, shoving the population of eaoh ward, the number of males and females, and the number of malos and females of each race of twenty-one years of age and over. The State census is now taking, and the United States census will be taken next year. Yet, in order that we may know how wo stand and what pro? gress tho city has made, we shall be glad to bet'n &t once an independent census; provided, only, that tho census takers aro BO intelligent and careful as to moke the census, when oomploted, worthy of confi? dence and trust. The State oensus is tak? ing iu a slovenly way, and a city oensus on the samo pattern would bo a delusion and a snare. If Alderman Voigt will give us steady and oareful men ss oensus-takcre, his whole bill will deaervo publio support and the prompt npproval of Council. Mr. G. W. WATERMAN, a brother-in-law of Governor Scott, will begin work on the Dick's Creek Tunnel, Blue Ridgo Railroad, next Wednesday. Waterman is tho man who, about tho time of awarding the oon tract, Baid that "bis brother Robert had "South Carolina in* a sling." Robert is paying him back.
