lt is reported that the Port Royal Rail
road is under contn ,t and will be comple
ted within twelve months. This may not
be strictly true; bat we do not go too far
when we say that there is now some likell
hood that tho road will actually be built.
We are well aware that some sanguine souls
believe thut the opening of the Port Royal
Railroad will greatly benefit Charleston
which may be to Port Royal, what London
is to Liverpool. This is not oar flew of the
situation. All the through business which
passes over the new line mast be taken from
existing routes. The gain of Port Roy at
will be th? loss of Charleston, and it is higb
time that wo should ponder woll the best
means of counteracting a movement whiob
threatens, more or less seriously, the trade
and ooramcroe of oar oity.
. The Port Royal Railroad, if built at all,
will be built for the purpose of oompetlng
at Augusta for the trade whiob. now goes
to Savannah or Charleston, while Port
Royal is expected to be made the place ot
import for the whole of the South and West.
It is not tbe objiot of the projectors.of the
Port Royal Railroad to give greater rail?
road facilities to the country lying between
Augusta and Port Royal. For this they do
not caro a straw. What they want is the
business whiob is divided at Augusta be?
tween the Central Railroad and the South
Carolina Railroad. . To obtain this business
they stoat fight hard, and when they got it
the ral CH will bo lbw and tba profita emili|
fdr it is certain that the older linea will no
allow 'hoir business to bs taken, from them
while it is possible to' retain it, either by
increasing their speed or decreasing the
cost of oarriage. But the Port Royal Rail?
road looks beyond this; and its friends ex?
pect that it will command the whole busi?
ness of the West whioh may come in by the
Blue Ridge Railroad, all the Western busi
ness oomlng in by the Chattanooga routs,
and all the business whioh now oomea in
from Georgia, Alabama and Mississppi. At
the same time, by a line ef direct steam.,
ships, the supplies required by the South
are to be brought Into Port Royal harbor
and shipped over the new line to their des
tioation. To sum up the whole projet in a
few words : Port Royal is to be made a great
oity and the Port Royal Railroad is to be
made a flourishing corporation, by the very
?igenoiea which have always been relied on
build np and increase the business of
Charles ton. We are still . of the opinion
that a huge land speculation ia at the bot
tom of the Fort Royal Railroad ac nemo
What we have to deal with, however, is the
aotual result, and not the means by whiob
it may ba accomplished. As the matter
now stands, we run some risk of losing
mo business and the oommeroial standing
whioh we have striven so long to obtain
We should, therefore, prepare at once to
meet our onomy; for as.urodly if we do not
budg i until the nsw railroad be open from
Augusta to the ssa, it will then bs all too

This, then, ls otu* position. Aline of railroad
is about tobobu'U which, may, when comple?

than she has at this moment, .But we can,
by the timo that this new line is completed,
have a depth of wator on our bar as great
for all praolloal purposes as that at Port
Royal, and we can have, besides, a fleet of
steamships on the etpoks, or already run?

Charleston with Europe. With ..Deep water
and Direct Trade," Charleston oan langa at

that no new oity oan have for many years
to come. .But to turn thea? advantages to
proper aooount, and to make the Port Boyal
Railroad harmless, we ? must..have more
; Water on the bar and 'a line of steamships
of our own for our import and export trade
with Europe. We should, therefore, go to
work at onoo, and when we have made a
beginning; when we have shown our deter?

the oo-operation of corporations whose

see no active life In Charleston.

The Lanoaster Ledger states that it took
the sum of $1410 to pay off tho assessors ot
Lancaster County. It ie estimated that the

Under the old State Government it oost j

The oost of our looa! administration is

the Radicals may. fill their pockets and grow
