TAXES rs VOES.
The Yorkville Inquirer says:
The work of collecting State and county

proportion is yet unpaid. Tho total am innt of
taxation ia 152.280. Of this amonot only $23.
527 64 had been -paid np to anti including the

28tb instant is the limit dnriDg which tho taxes
can be paid without further oxpense. After
that dato 20 pur cent., or one-fifth of tholr

taxes Btill to be collected.. Iii Pi -i ? :

value of all property assessed, real and person?

for taxation is 2742. and there ore supposed to
be some 1500 persons liable to a poll tax whose
names are not on tho tax book 3. Twolvo hun?

According to the Enterprise, the return of
dry hot weathor, after a few good rains two

the corn ero JIB that tho uplands must fail moat
seriously in this part of tho country, and corn
will bo undoubtedly ec arc 3 tho coming year,
t he ba tl om land in this region will yield abun?
dantly, but most farmers have but little bot?
tom; Ihoat who have such lands will be sure of
a big price for corn. The prospect is that the
neoplo of tins State will havo to import grain
largely from other States, and although good
crops of cotton may bo made, the deflotont
corn crop will mako money scarce o n account
or the heavy drain for provisions.
PATINO TAXES IN ANDERSON.
Tho county treasurer has been kopt quite

has beeu collected, but we bave no idea as to
the ratio of taxpayers who have not yet com?

groes are on band each - day, but the large
majority will doubtless prove delinquent.

TAX OK n AX KI ns Ayn Bit OK cns.
It was stated some weeks ago that tho New.
i'ork brokera who had been assessed for a
heavy tax on their dealings in stock, &c., had
brought the matter before the Commissioner
of. Internal Bev'onue.'su? omploycd. able counsel
to argue the questions involved. On Tnesday
Commissioner Delano decided that the brokers
should be taxed. Theresalt is of great interest
to business men in New York, and greatly
concerns the general public, since tho commis
sinner's decision brings to the Treasury about
$100,000 per week from soutcea which never
paid the tax before. The decision is in the
cases of Wood & Reich, ct al, claiming to . bo
brokers and, not bankers, and concludes as
fjllowe:
It ?B claimed that Congress has conceded
that porsons who complete the transaction of
Bale by receiving and delivering stook oro still
only brokers. Hoch an argument is inapplioa
ble to this question, until it is shown bow
Congress speaks ol persona as brokers Who
have places of business where (hey make it
their vocation to effect soon sales. This
section alao spooks of contracts for Bales, ne?
gotiated on account ol others by persons win
are not even brokers, but this ?B no concession
that such persons may make it their bnaiuoss
to negotiate such contracts without becoming
liable to-bs taxed as broker*. Undoubtedly
it is not every negotiation or contract that
would ooo vet i a casual person into a broker;
nor every aftle a delivery that wonld convert a
broker into a banker. If a broker bas no
plaoe ot business, or does not, in the contem?
plation of the statute, make a practice of re
coivlng stocks, whoso sale he negotiated, bo
cannot well be regarded as a banker, and snob
I * sala made by bim is prooerly described as a
.-? lu modi by a broker. It was the object of
. 3- ?each ni* -?.Kw .na contracts for
*.tc<s K ..do by one person on account of another,
at. d. not to fur ni nh a definition for'terms already
defined. The rate that all parts of a statute are
to be taken together in explaining the moaning
of each pirt is applicable only when there is a
reasonable question about the meaning of the
latter, and ia wholly inapplicable to a precise
dofinltion. lt may be added, however, with
reference to the meaning of the term "negoti?
ate," as used in tho 78th section, that the very
section appealed to enumerates sales made and
contracts for sales negotiated, and thus im?
plies a definition of term hy its application.
After a oarelul consid?ration of the statute, 1

it ia to negotiate purchases or sales of stocks

whose sales he negotiates, or where money is
