We have, a Mayor, whose vigor and vigilance are conspicuous Chiefly when there is no danger to be ward? ed off, no outbreak to quell. We must trust ourselves alone to ehield our visitors from insult. Only when we have bidden them God speed on their homeward trip, oan we 'afford to go back to our every day duties ; and feel that the good name of Charleston ' has been redeemed. The event s of Saturday last ara a olear indication that the mass of the colored peo? ple in this city do not oourt a conflict with the whites. There were only a few colored mea in the si ret?? while the procession of white men-two thousand strong-marched from the wharves to the hotel, and in no ..j . . . ?stance was any attempt mide to repeat e dangerous experiment of insulting eur Savannah friends. The riot of July 26th was the work of a I few insolent negroes, noting probably nnder the instructions of the white-negroes who lead them in oonnoil and desert them in the moment of peril. These think that our peo - pie will bear uncomplainingly and without ; resentment hard words and harder blows. They hound on their satellites, and these drag with them a body of colored men who would always bemalet and orderly were they free from the persuasions and threeth of the knaves who stand in authority over them. The danger of a collision between I the whites and blacks grows out of Che paa sienate hate of less than a score of vicioui negroes and vagabond white men. What they desire and what they intend -may be learned ff m the leading artiste, headed "Spoiling for a Riot," of the Missionary Record, of Saturday. This article is print? ed in full in another oolumn. It is the work of B. H Gain, a blaek man, the editor of the Record, pastor for a long time of the largest colored congregation in the city, and still a State senator from Charleston. This article is nothing less than an art? ful appeal to the passions and prejudices of the colored people. It telle them that they are a peaoetul and law-abiding olass, but it reminds them that "there is not a drop of coward's blood in the veins of the South Carolina negro." Nor does Cain stop here. With patient art he taunts and reviles the Georgia gentlemen whe are now our guests. Cain tells these "rowdies'* ! ! I that "when? ever the Georgians want to test their met? tle, they can find fifty thousand (negroes) in this State who will gratify their ambition for a riot in five minutes." Again, he says that the negroes "are ready ut almost any time to gratify those who are anxious for a fray." It is true that Cain pats the white citizens of Cbarleston on tne back and dumas them with faint praise. But ia sneer? ing at our guests, in abusing our friends, Cain insults every while mia who appreci? ates thc laws of hospitality, and dibbouors, a. wtll as he can, every man who loves and re? spects Charlestou sud South Carolina. T may be thought that these are idle words .f the negro Cain. But wo remember the last visit of the Savannah Club, and have a vivid recollection of ihe couduot of just such man as Cain during the last three years. Hard experience has taught us to be prepared for the worst, to be ready for every emergency, and not to put off our armor till the fight is clearly won. There is no danger of a collision between the white people ?nd the police. No ma.ter what new vexations the craven spirit of tbe . Mayor may suggest, there will be no trouble t with the municipal authorities. We are de? termined to have the law on our side. AU < that we want is fit aud proper protection for our respected guests, which protection ean best be given them by our owu people. C Andrews, the principal proprietor, hav? ing transferred his interest to Mr. W. A Edwards.
