"that each and evory transient person, travelling ageot, itinerant salesman, or ot nor person or pomona, cot rosidonts of, the City of Charleston, or not holding a lease, for a year or longer, of a store or building in the city, who shall carry on any faoulty, profession, oc? cupation, trado or employment, or who shall sell, or offer for sale in said city, any descrip? tion of goods, wares, or merchandise whatso? ever, either by samples, patterns, or otherwise; or who shall solicit and obtain orders for sup? plying others wtth any such goods, wares, or merchandise, or shall buy and sell any suoh goods, wares, merchandise, produce, or other commodity, on commission, shall, before en? tering upon any such business as aforesaid, make application to the City Council, accom? panied by tho recommendation of three res? pectable freeholders, certifying that the appli? cant is a fit and proper person to bo entrusted with such a license. Officers Coates and Levy tes? tified that they had heard of Mr. Blundell sell? ing goods by sample and had arrested him, when ho admitted that he had been thus en? gaged. Mr. Blondell atatod that he was ignorant of ! the law of the city ia regard to his business; that he had taken one order to the amount of .| $200, and that ns he did not believe that his boase would be Willing for him to solicit under the restrictions which tho oily imposed, he woald cease. The If ayor stated that the law provided that a tax Of three dollars on every hundred dollars of all gooda sold in the city by persons not re? sidente, by sample or otherwise, should be paid. Mr. Blundell expressed his willingness to pay it, did ao, and was discharged. THE OASE OF MO. PALMEE Waa next called. Officers Coates and Levy testified that when they had arrested Mr. Blun? dell they became convinced that he notified Mr. Palmer of his arrest. ShoiMy afterward they accosted Palmer, whom they had also seen soliciting orders on Etat Bay, and aaked bim if he had a license to carry on his busi? ness. The following preamble and resolutions wera unanimously adopted at a regular meeting of the Charleston Hook and Ladder Company, Nb. 2, at their Hall, Monday evening, August 8, 1869: Whereas, The Almighty, in the dispensation of his Allwise Providence, hos seen fit to visit oar ranks and remove from our midst an old and valued friend and companion, JOHN E. MCKAY. The death of oar honored oomrade has filled oar hearts with unalloyed sadness. Oar deceased friend was, for a long numbor of years, attached to this o >mpany, ever cheer? fully performing the active aod arduous duties of a fireman with a seal and alacrity that evi? denced a true public spirit ; at tho same time displaying such a gentle and genial disposition that endeared him to us all.
