Oil oe rs Coates and Levy testified that when thej had arrested Mr. Blun? dell they became convinced that he notified Mr. Palmer of bis arrest. Shortly afterward they accosted Palmer, whom they had also seen soliciting orders on E .st Baj, and asked him if he bad a h cen BO to oarry on his busi? ness. He replied that he bad, and after some parley showed the following, written on a let? ter-head sheet of the house of Mantoue & Co., of this city : "CHABLXSTON, Angas! 9.1869. "This is to certify that Mr. Geo. W. Palmer is empowered to sell goods in this citj in oar Dame, we being the agents uf the house which he represents. MAN rous & co." Officer Coates, noticing the "freshness" of tho document, askei bim when it had boon written, to which Mr. Palmer replied that it had been wiitten on' the 9th ( don? day.) Both officers stated that they bad everj reason to believe that Mr. Palmer bad gone to Mantons As Co. and obtained the permit to so? licit, after he bad been inf >rmad of the arrest o? Mr. Blondell. Mr. Palmer stated that on Mondaj morning btst he called upon Messrs. Mantoue & Co. and had told them that he wished to solicit in their name, sud they bad said ' it was all right;" tbat they were agents of the bouse he represented; that there was no pap jr between them, nor was any necessary. Tbe tax on cotton is one-tonr h of one per cent, and on nee one-half of ona par cent. lu Savauuah the city tax ia only one-ten tu of on j per cent., and in New York. Phi adelph ia and Baltimore, cot? ton and rice are not taxad at all. We are al j confident that the trado of Charleston must rapidiy improve it wa manage om busiuuES with liberal discretion, and take care to put ourselves on an eqail footing with our com? mercial rivals. While cotton and nco axe tax? ed in Charleston, the ageuts of northern houses scour the State sod advise the people to ship their produce to cities "where there is co tax." CHARLESTON COLLEGE.-The Senior Class of this institution had a sailing party yesterday afternoon on the pilot boat Wild Cat, and of course had some of their lady friends with tb em. Tbe weather was detr, bat favoring breezes refused to blow, and after drifting about tor an honr, the anchor was seat over tbe side. The gentlemanly and untiring man? agers determined to make tbe affair a pleasant boating party, if not a saccosslal sailing one. They soon had a plentiful supply of lemonade and cakes, which, together with delightful vo? cal music from the ladies, mide the time fly by on wiuged feet. Jost as the clock struck eight, the courteous sailing master, Captain Joues, took oharge of his gig, and, after very many trips, landed the largo party safely. Wo hope that more favoring breezes may attend the Senior Class in their present examination, and that, as with tho sail of yesterday, the la? dies may continue to cheer them, in all their efforts, with their bright smiles. A CHARLESTON BLOCK AD E-RU.NNEB ON THB LAXES.-Alluding to the Cbic^ra, a steamer which most ot oar readers will recollect, a Lake Superior correspondent of the New York Evening Post writes: On arriving at tho Saut Sf. Marie, Michigan, situated on the st. Mary's River, the outlet of Lok Superior. I was surprised to learn that one of the matty biockade-innoeia whioh in? fested our coaat during the rebellion had found ?ts way into the inland seas of Amorica. This fleet steamer now runs weekly from Colling? wood Ontario, slopping at tbe Saut and at Marquette, Alioliigso, thence proceeding across Lake ?Superior to Port William Canada, situat? ed on the north shore. The steaner Chicoia deserves particular attention from her antece? dents,'bavug several times succ-ssfully run the blockade um er the nam* ot tue 'Let Her B." She was bnilt of iron in Liverpool, in 1861 with four water-tight compartments; leugth two hundred and thirty-four feet, and four hundred and sixieen tons burthen, with doable oscillating engines; two stack pipes, fore and aft, and two raking masts, with a speed of twenty miles an bonr. She was bought by a Canadian c o m Dan v ont ia two and passed through tbe Welland Canal, then refitted at Buffalo, N. Y. This is a short history of this foreign craft, which bas become a popular steamer with seekers of pleasure snd invalids visiting tbe upper likes. His plea that he would rather go to the Guardhouse than home, had its effect on bis Honor, who sent to him the Horne of Correction, to re? main until his friends called for bim. The servioes of tho City Attorney wore needed yesterday, as tbej have bon several times of late, but that office-holder is not here. The steamship Falcon arrived at Ballimore on Tuesday evening after a boisterous trip. A discharged colored soldier named George Collins was arrested yesterday afternoon by the detectives apon the charge of stealing money.
