A COLORED WOMAN KILLED BY UER SON-IN
LAW.-On Monday afternoon a colored man,
name J Albert Millhouae, killed Levinia Pris?
i?n, his mother-in-law. The partios live on
^3poBecreek, about fifteen miles from the city.
It appears that for some months psst Lavinia
and Mtllhonse have been at enmity, and on
Sunday afternoon had a quarrel. On Monday
Lavinia wont to the Windsor Hill plantation
where Millbouse worked. . Millhouae was at
home, and Lavinia on seeing him commenced

sing bim of having slandered her daughters.
A scuffle ensued and ehe knocked him down.
She then gave some signal, and her husband and

Committee of Ward Ona reported favorably
upon petitions of Messrs. Osterhaus, H. Dos
oaer, J. Pieckney, C. L. Eornahrens, S. A.
Woodside-all of which were accepted.
Committee of Ward Seven reported that a
satisfactory arrangement had been made with
Mr. George Addison, to windup St. Mnhael's
clock for one year for $260. The contract waa
awarded.

called up.
Oa the second reading of the bill, the second
seotion was so amended as to deprive the in?
spector-General of.the power of appointing the
Inspestors and measurers.
, The sixth Beotion of the old ordinance reads:
"All sticks shall be distinotly marked with tb?
size and length, and private mark of the sur?
veyor."
Alderman '?*?.'j. Mackey suggested thu as it
was cot at all necessary to mark upon thc
sticks the sis o and length of the surveyor, the
sizo and length of the sticks be marked upon
them instead.
After two hours' discussion, tho bill woe
slightly amended and passed to its third read?
ing, and was then ordered to be engrossed foi
ratification at tbe next meeting.
Alderman Greene said be behoved that those
persons who signed thc petition protesting
against thc adoption of tbe stevedores' bill had
signed it without knowing anything about the
bul.
Alderman T. J. Mackey, on introducing a re?
solution requiring the Mayor' to furnish sta
comfortable chairs for the use of the reporters
j of tho press, made some very facetious remarks,
and it was carried unanimously.

taxpayers of the city, praying Council not tc
poss the "Bill to declare certain colored fire
companies a part of the Fire Department, and
to establish a board of colored firemasters in
the City of Charleston," was read, received ac
information, and ordered to be published. The
petition is as follows:
To the Honorable the Mayor and Aldermen
of the City of Charleston:
The undersigned, your memorialist s. citizen?
and taxpayers of Charleston, respectfully pre?
sent, tbat they have viewed with deep regret
and anxiety the introduction into Council of a
bill entitled "A bill to declare certain eolored
fire companies a port of the Fir? Department,
and to establish a Board of Colored Firemas
ters in the City o' Charleston," the provisions
of which, if enacted, will, in the opinion ol
your memorialists, tend to serious evils, and
ba of detriment to tbe best interests of the
city.
The Fire Department, as now constituted,
has ever been harmonious, effioieot in ser?
vice, and in all respects has realized the hopes
of the community, and still retains its fullest
confidence.
The introduction into the department st
this time of an element of discord and dissa?
tisfaction to its members, such ss is contem?
plated by another and rival Board of F tremas?
teis, composed exclusively of colored persons,
is not only unoatted for by any ex?geseles of
the service, but will add larroly to tb? burden
of the taxpayer by the increase of city expen?
diture; besides this, tbe size of the depart?
ment, both os regards the numbsr of engines
and its members, is larger than that of any
other city in the Union in proportion to its
population, and its increase would only render
it un wieldly and cumbersome.

terial concordant and homogeneous, united
together in s band of fellowship from long as?
sociation and f ebng or deep interest is tbe
welfare and safety of ibo community, they
are jealous of any innovations wbioh would
sully their good name and ultimately result in
