upon the recent preposterous puff in the Nc

rather heavily upon somebody's toes,
writer who enjoyed the privilege of assooi
ting as a oollege classmate with this finanoi
prodigy has taken up the cudgel in h
behalf, with singular, and, we hope, wi
disinterested warmth, and is wroth that oi
people should show any disposition to grui
ble at the price they may have to pay f
the collegiate brillianoy of their wondc
working representative in Wall-street.
Let us see who this young man Kimpt
is, and what he has accomplished. To gi
the devil his due, Governor Soott is on
partly responsible for so miserable a cusl
dian of its oredit having been foisted up

journals have been so long in discovering,
what wai pointed out weeks ago by TBS
NEW?, that the law in question has no ap?
plication to the ease. The New York Jour?
nal of Commerce sustains our view in de?
daring that the law is not. direoted against
"the importation of Chinese into this ooun
"try," but against ?tko ooolie trade by
"American citisens in American Teasels."
It does not prohibit the bringing of Chinese
immigrants to tbs United States, but tho
transportation of coolies in Amerioan res
seis ' to any foreign country, port or plane

tices, or to be held to service or labor;"
That the phrase "to any foreign country,
"port or place whatever," means not a port
foreign to China, but foreign to the United
States, is evident not only from a eareful

of the landing of such persons in the
United States. Furthermore, the aot can
only be construed as forbidding the trans?

tion provides that nothing contained in the
aot shall be construed to apply to or affect
any free and voluntary emigration of any
Chinese subjects, or to any vessel oarrying
suoh person as passenger on board the
same. A permit or certificate, however,
must be prepared and signed by the United
States Consul residing at the port of de?
parture, oontaining the name of suoh per?
son, and setting, forth the fact of his volun?
tary emigration, and the Consul, before
giving the permit or certificate, must first
be personally satisfied of the truth of the
faets therein contained.
