the cotton acreage is sixteen per cent, proa ter

to neatly 3.000 000 bales. Nothing short of

Fork Times says that Mr. Ensign's operation

counts of the damage done by tbe reoent floods
in that State. At La Orange, in Fayette Coun?
ty, the water rose thirty feet in twelve hours,
completely inundating the town. Great crowds
of women and children stood at the water's
edge, and with wringing hands and straining
eyes saw their homes filled with the ruthless
flood and many of thom swept away or turned
over where they stood, while the crash of fur?
niture and smashing of djors and windows told
too horribly the rum that was going on within.
Men rushed back and forth on horsebaok or
afoot, seeking their families or asking for as?
sistance to tie a house already swimming, or
claiming help from the idle lookers-on to move
their furniture from those not yet inundated,
but which were soon to share the general fate.
Wagons loaded with turniture rattled to and
fro at full gallon, some to the high ground,
with their confused mats of household wares,
and others to take off the remaining stores.
A boat was made of tho boards of houses
and-filled with strong oarsmen, who went
through the streets and yards searohing for
those who needed help. There was no patty
distinction ; friend and toe allied together to
meet the common enemy. The scene was ter?
rible. For fifteen miles, as far as the eye could
roach to the north, west and south, the country
was one unbroken sheet of water. The Gal?
veston News comments : " Never before bad a
country looked so prosperous, crops so well
grown, farms Boswell tilled. Every circum?
stance seemed to have aided to build up the
hopes and prospects cf each planter, promis?
ing unexampled prosperity to reward him for
the year of sunburnt toil. Now all is hidden
by a remorseless, murderous flood ; and in
another week these orops, on which the river
counties relied so confidently for their support
and wealth, will be but oue immense mass of
steaming, rotting vegetation, sending upon
every breath of air a malana that will spread
over the enture country, perhaps bringing sick?
ness and want to the already poverty-stricken
people."

The Negro Riot Latt Evening
A disgrace has fallen upon Charleston
which her sons must remember, and some
day .wipe oat. A party of visitors from
Sister oity, who had come to mingle in a
friendly contest with some of our own
young men, have been insulted and assailed,
at the scene of their well-won triumph, by
an insolent and riotous negro mob. That
the aid of the United States soldiers should
have been required to shield from violence
at the hands of an infuriated black rabble
the' strangers who, aa our invited guests
were entitled to the most courteous and ab
tentiv? hospitalities, of the whole eommu
nity, is a burning reproach tc the pusillan
huons officials who now maintain' the oostly
sham of a oily government. Hedged in by
Federal bayonets our Savannah friend
were pursued by hundreds of blacks, howl
ing and pelting them with stones and brick
bats, from the Citadel Green t o the hotel,

that the Savannah party waa accompanied
by a band oompoied, it is understood, of
colored men, who have refused to affiliate'
with the Radical party.
Our Radioal Mayer doubtless thought he
had fully disoharged his official obligations
when he blaadly assured the two Clubs that
he was "powerless" to quell'the riot. Wo
wonder if it ooourred to him that the riot?
ers were the very men who mad? him what
he is. Was he not aware that if our large
aad expensive police force was indeed
"powerless" to disperse a negro mob, that
he and his party are alon?, responsible for

But, whatever Mayor Pillsbury may say
or do, cur people are resolved that such aa
outrage as that of last night must never

ture ia say that had the disturbance been
generally known throughout the city, it
would haye had a very different termina?
tion. Charleston has sunk low enough in
many respects, but her sons are not yet
ready-to be hectored and bullied by ne?
groes. Already our young men are can?
vassing the readiest means of redress for
the mortification they feel so keenly. It is
hot improbable that the Savannah boys
may be pressed to repeat their visit at the
expense of their Charleston hopis. What
ever is done, let the black ruffians who
composed the mob last evening beware.
The events of the twenty-sixth of July will
not soon be forgotten or forgiven.

the Southwest, as well as of the seaboard
region of the cotton States generally, either
yield a hearty support io the movement, or
at least preserve a neutral attitude. Bat,

most influential of the Southern journals

tionalist-have ranged themselves in deter
mined opposition to What they ?all "open
"iug the floodgates to let in upon us the

Mr. Clapp forcibly remarks:

danger? We could receive immediately and
prosper six or aeren millions ot these labor* ?
era."
Th? tendency to immigration from China
will at last be checked by the law of ?op- ,
ply and demand. When the South has got
two or threo mil liona of Chinamen at work
in her rio?, sugar and cotton fields, sh? will ,
not be anxious to import many more, at
prices whioh it will pay contractors to de?
liver them for. The average wage? of Chi- ,
nese laborers in the South will, of oourse,
decrease as 'hs pcptilaticn sf their C.M?
try men increases, and at last a point will
be reached where the Chinese at homo will
not-have sufficiently strong inducements to
emigrate. Ia no probable event will the
Chinese swarm over the South, or be nu?
merically superior to the white raoe. As
Chinawomen will not bo imported to any
great extent, and amalgamation between
the white or negro raoe and the Mongolian
will be exceptional and not general, the
probability is that the Chinese population
of the South will not increase very much
beyond the number imported. Not multi
? plying by natural laws, but only by immi?
gration, there is net-ground rc apprehend
that too many Chinese will quarter in the
South. The trouble will more likely be the
obtaining of Chinese enough at fair rates to
do the work wanted of them.
As to the moral effeot of the Asinti? in?
flux, the warnings of the oroakers seem to
us sheer folly or affectation. We have no
fear that the Christianity of our land will
succumb to heathenism ; nor, on the other
hand, aro We so sure that the civilisation
of the Cnineae, adorned with their admitted
virtues of industry, thrift, temperance and
contentment, would greatly suffer by com?
parison with our own. For pur part, until
every aore of the seaboard is abundantly
supplied with the cheapest and most effi?
cient labor, we shall weloome the coming
