pliQod^a few days ago, when in full robes of

~A Bichmond, Va., letter says : - "The title
to the ownership bf the Jeff! Davis mansion is
liiely soon tobe brought into litisation. The
City of Bichmond olaims the building, and a
committee appointed to investigate the matter
report that it is undoubtedly ours. On the
other, hand the United State? Government
claims it as captured property of the Confed?
?rate States. .The home was purchased in
1861', for $47,000, by the atv Council, with the

? tiona, bat agreed to real it for President Davis'
I icrm of office. It did rent it, but w?t-Lhor any
moncy was really collected for it we are not in?
formed. In 1867, upon tbe organization of
General Kosser's Southern Orphan Associa?
tion, an offer was mada to the Council to pur?
chase the mansion with a viow of raffling it off
in the scheme. The Council agreed to sell,
but all proceedings further than this were
abruptly terminated by the government de?
clining to surrender the property and a sort?
ing its legal claim td it as abandoned prop?
el ty of the so-called Confederate States. Thus
the matter has stood for some time. It has
been determined to serve a bill for rert upon
the govern anent, and if payment is refused, a
motion for a writ of ejectment will doubtless be
made, when the whole question (which seems
very plain) may bo argued before a court of
competent jurisdiction, and the matter finally
settled."
-Sam Hildebrand, tho Missouri desperado,
is not deail, after all. Since bis last bold es?
cape from his beleaguered house, a sheriff's
posse of two hundred has been in the field
hunting him for the large reward set upon his
head. This hunt commenced some five weeks
ago, when the sheriff and his men went to the
boase ot Hildebrand's sister, and after partially
banging one of his nephews eucceedod in
frightening another into the confession tbat
the villain had been there two hours before.
They then arrested Hildebrand's brother and
another man, whom they also hanged nntil the
torture compelled them to tell what they knew.
From them they learned of Hildebrand's re?
treat, which is xcavern opening out of the face
of a precipitous cliff. lhere the pursuers went.
The bottom 'and was heavily timbered, and
and a silent gloom pervaded the deep recesses
of this wild sud broken region. The over?
hanging cliffs towered np SOO feet above the
river. The mouth of the cavern was found to
be 200 feet above the foot of the bluffs, and
about 100 feet below the top of the cliff. In
tbisalmust inaoceeaible place there waa dis?
cerned a narrow ledge jutting out about ten
feet from the face of the cliff, and below and ou
a level with the mouth of the cavern. Two
entrance* were found to the cavern. About
twenty feet from the. mouths the passages
united, forming a long, dark chamber about
two hundred feet in depth and fifteen feet in
height. A walking stick, which had been pre?
viously deeoribed to the party as belonging to
Hildebrand, wu found at one of the entrances
to the cavern. It was then determined to
?moke him out. A quantity of dry wood
was lowered down from the heights above. Thus
they remained all day. After dark a fire was
kindled, whioh illuminated the wilderness be?
low to a gre it distance. The next day the re?
port came that Hildebrand had escaped, and
entering the cavern they found signs of recent
occupancy. The sheriff's men then went and
hanged another follow until be was induced to
tell how Hildebrand had robbed him of his
rifle that morning and disappeared. After
another hanging inquisition, the regiment of
hunters discovered where the outlaw was to
sleep that night, Surround ed the spot, guard
edit through a long, wet night, i in the
morning captured a smouldering Are and a
rind of bacon. That ended the hanging and
bunting, and the impression is that nothing
less than an army can capture the siegle
wounded desperado.
CHARLESTON.

SATURDAY MORNING, JULY 24, 1869.
TtM South Carolin? Km il road Company.
. . ? . . .? .
It gives us great pleasure to ann eui ce
Inst the negotiations for some time pending
in London for theexohange of the past
due guaranteed bonds of the South Caro?
lina Railroad Company for 06W first mort?
gage bonds of the oompany, have been
brought to a successful issue. This grati?
fying intelligence is oontained in a cable
telegram, dated London, July 17th, received
by President Magrath from the Hon. C. V.
?'aman, to whom the eonduct of the nego?
tiations was entrusted.
The difference? of the South Carolina
Railroad Company with tho City of Angosta
and the Columbia and Au gua ta Railroad
Company, were amicably adjusted some
weeks ago, and no** that the greatest diffi?
culty of all-the ?quitable arrangement of
th* past-due-debt-has been overcome, the
South Carolina Railroad Company will, we,
trust, find no obstacle ia the. way of a rapid
return to a condition of prosperity and
profit. The South Carolina Railroad is the
highway of the State. Upon it depends ia
a large measure ear commercial progress
and basiaess eaooess. Aad whether we
regard it as a private corporation or as a
great public work, we have every reason to
hope that oar brightest anticipations of its
fut ure prosperity will be more thaa real?
ised. The road has had to, encounter many
dangers and embarrassments whioh are
known to the management alone; but the
worst is over, and the day is fast approach?
ing whioh will reward the stockholder for
years of patient waiting, and at the same
time enlarge the usefulness of the company
as the leading feeder of oar commerce and
trade.
The Loavls Stop lae Way.
. The House of Lords, by a Tote ef 95 to
178, have rejected the preamble te the Irish
Church bul as il ?ame from the Commons.
By this aotlon the Lords declared that they
would not give op their amendment- to the
Bill, and it was as certain as anything polit?
ical oan be that the Commons, on their side,
would not reoede one inch from their chosen
position. The Commons, indeed, have noth?
ing to gain by concessions to the obstruc?
tives in the Upper House. The people are
with them, aud already there is aa agira,
lion ia the kingdom greater than has been
seen since the days of the Reform bill of
1832.
The Cabinet was apparently divided in
opinion as to what is best to be done. Mr
Gladstone, Mr. Bright and Mr. Lowe, the
men of notion, advised that the Bill be im?
mediately withdrawn, as the resistance of
the Peers rendered a conflict between the
two Hjases inevitable. Lord Clarendon
sad others recommended that the Bill be al?
lowed to take its ooaree. If the Lords had
held out, the oreation of seventy or seven t -
5ve new Peers would have secured the
passage ol the Bill, If the prospect of this
inuudation did cot bring the Lords to
their' senses. The Duke of Cambridge,
the commander-in-chief, has but lillie pub
lio influence, although he is siid to have
the ear of bis cousin, the Queen. All
that he could do was to advise the Q reen io
refus? to create a batoh of new Peers, and,
in view of precedent and the ciroum-ttaocrs
of the case, it was not likely that this unwise
counsel would succeed. So precarious is the
position of the House of Lords, that the
addition to its number of three or four
score of bran new legislators would infal?
libly still farther lower its prestige and
hasten its overthrow. This the leaders
must see, and the latest dispatches indi?
cate that the Lords have less backbone than
was supposed. They have given up the
ghost, and, although the telegrams are not
very clear, it may be taken for granted
that the ministers have not accepted any
compromise which did not leave intact the
main provisions of the Bill.
Tux spirited verses by Dr. Tioknor, of
Columbus, Ga., which we print to-day, will
attraot attention. Randall, the poet-editor
of the Augusta Constitutionalist, says of
the author: "He is one of the quaintest
"and most original verse-builders on this
"continent. His genius is eminently dis?
tinct, peouliar and characteristic. Ooca
"sionally, he yields a trifle too muoh to an
"oddness of rhyme and rythm; but when
"ia thorough earnest, no man can cut so
?beautiful a cameo upon the shield of Mi
"nerva " A compliment which all who
read "The Sword in the Sea" mast admit
to be riehly deserved.
