We learn from a Bom? bay paper that the cultivation of the poppy is at once to be largely increased in the Bengal Presidency, and the necessary orders have been issued in time for the cultivation of next year. This action is in cousequenoo of tba proclama? tion of the Emperor of China, prohibitory of opium cultivation iu any part of the Imperial dominions. -The new ten cent currency has appeared. In artistic execution it is said to be a de? cided improvement on the stamps, now in vogue. On the left is a bast of America, with scarf mudded with stars, the word "ten" is in ca?h corner, in small capital letters-with a corresponding numeral,.in large figur?e on the right hand corner, at tho top. The back, as usual', is gyoeU- with the same inscription as On the others. The execution of the latter is not so flue as it mighl be. Tho other denomi? nations aro hot yet finished. -Governor Beater, of Tennessee, has a very insinuating way of .canvassing for votes. He addresses himself to the better halves of the voters. Ho concluded a speech last week as follows: "Ladies, a word before we part When tbe day for olection arrives, get up early, prepare a good breakfast, have the sbaviDg water : pd towel ready, let nothing but smiles and cheerfulness possess you, and when tbe gocd man starts for tho polls, go with him to tbe gate, put your arm about his neck,' kiss him, then ask him to vote for Souter. Again, 1 thank you." -?The'New Orleans Pica j uno says rthe ex? periment of shipping slaughtered beef to that port from Texas has proyed a complete suc? cess. A lot of thirty head arrived at New Or? leans on the 10th inst, in the steamer Agnes, whioh bad been fitted up with refrigerating apparatus i or the purpose, and came out in perfect order, looking a.j if freshly slaughtered, though killed on the 5th instant. The moans "used for preserving the beef is so effectual that it may be shipped tor long distances-to Northern at. well as Southern rv rts, Arrange? ments aro iu progress for sending largo quan? tities to mobile and Havana. Texas abounds in beef cattle, thousands of which are slaughtered for their hides and tallow alone; and if this new process proves to be as successful as it now seems likely to, it will be a great step toward cheap beef. -Since the rocont accident at Mast Hop ), on the Erie Railroad, tho question of the pro? priety of using iron oars bas come up again for discussion. Jiu*; after the accident of De? cember 18th, 18G7, at Angola, on the L?ke Shore Roa 1, when seventy persons'were killed and forty were wounded, iron freight cars were experim nt ed with, but the results were not sat? isfactory. Now, however, a car has been pro? posed, whioh, it is stated, will entirely super? sede the wooden oars. The new car ie com? posed of wrought iron tubes, combining the greatest strength with the least weight, cannot -take fire, and will not break into splinters. Another advantage consists in the greater amount of merchandise the iron tube cars will carry. It is asserted that a oommon box car built of wrought iron wonld we-gh lets than six and one-half tons, while wooden cars of the same dimensions weigh not less than ten tons. Tbe wooden cars are allowed to cai ry ten tons of freight; the iron oars, on account of (heir great Hrengtb. it ie believed, oould carry thir? teen and oue-half tons, tbe weight of oar and freight then being only twenty tons. -The New York Times states , that a number of wealthy and skilled financiers have for some time pant been quietly working up the means and programme for an American Atlantic oabh, to proceed direct from New York City to Europe. 1 iis line will be worked with what are known as "sounder inst rumen tb"-that is, the alphabet is indicated by sound instead of by tbe galvanometer reflector system, as now used OD cables, and can bs operated three or four times as rapidly as can possibly be done by the present system. Two sets Of tbes9 in? struments wore manufactured for this company some tune since, and have been thoroughly test? ed both in Europe and America-in Europe through a circuit ot 8000 miles of insulated wire, aod with the most perfect success. They are con? structed upon entirely new principles, and are so far wholly unknown to the public. It is confidently expected that tbeprojedb will bo far advanced toward completion the coming fall. For prudential reasons the European terminus of tbe American cable is for the pre? sent withheld; bat it is perhaps worth while to mention that the consideration of ..rnity, pre-' eent and prospectivo, of any foreign govern? ment has entered into the calculation of the new projectors in the selection of a terminus. It is erpoctod, indeed it is intended, thai by constructing* a direct line lrom Kew Turk city, and working it upon these improved plans, the company will bo enabled to do business at rates soareely, if at all. in advance of present rates on American land lines. -A gtapbio picture of the Mast Hope catas trophe indrawn by a World correspondent. He saya the view wusone of the moat horrid and sickening spectacles that mortal eye ever looked upon. It is said that a mother perish? ed with her three young chTldren in her arms, all being crushed helplessly together by the telescoping of the cars. When last seen she gathered them all in her arms, and thus, un? conscious and wounded, they slowly were con? sumed by the remorseless flames. The young and tender bones of the little ones were quick? ly destroyed, and bat a few shrivelled pieces could be distinguished from the larger pieces of the mother. The remains of Rev. Mr. Hal look make the best preserved relio of hu? manity in the sad list. The limbs are gone, but the trunk and bead remain. The thigh bones protrude through the oriap-burnt flesh, and indicate that the clothing on the cushion of the seat served as some protection from the flames. The position of the form shows that the body rested easily in the seat during the process of combustion. The skull, also, is quite perfect, although the extreme heat had thoroughly dried the bone. The sharp edges around tho top where it is broken seems as though there had been a fracture. This leads to the theory, that whoo the car was broken up the tops of the seats Were hurled violently forward, and some of these driving pieces crashed through his head, braining him and causing instant death. It is thought that he was not burnt alive, but that he died some time before tho flames reached him. The testimony of- those who last saw the car, leads to the belief that nearly all the viet ima were killed or stunned in tho first ter? rific crash, and that nene were actually roasted to death by a slow fire as was at first supposed. CHARLESTON. FRIDAY MORNING; JULY 23, 1869. Provision Crops. In another oolnmn we print a letter from Colonel D. Wyatt Aiken, in whioh the ques? tion is asked : Whether oorn planting on uplands in South Carolina and the cotton belt will remunerate the planter ? Colonel Aiken discusses the whole matter carefully auld thoroughly, and we are content to refer our readers to his letter for the reasons for and against the indiscriminate culture of oorn. At the same time we may remark that we believe that it ls, at present, highly important that the State should raise enough food for mon and animals to make it un? necessary to pay away for their purchase the money derived from ootton. When the country is so settled that each section will produce what it oan produoe to the best advantage, and we can buy grain and meat oheap in the West and sell ootton dear to the East and to Europe, we shall be wil? ling for all our planters to give all their attention to the raising of ootton. But at this time we think it best for every county to make bread, meat and fodder enough to supply the people, without recourse to for? eign markets. The New Behool of Southern. Politicians. A SHREWD observer of the drift of poli? tics in the South, is giving his impressions in a series of letters to the New York World. He sketohes the characteristics of a new school of politicians who are rising up. in the Southern States, and who, he thinks, will ere long oontrol the destinies of this seotion. We quote : "These are mostly young men, and-the events of the day are giving them a stern and hard education tho country will yet feel. On all points connected with tho past, this new sohool sits-at the feet of the old. On the ab straot righfulness of secession, on the beauty cf State sovereignty and 'what the war was for,' the youn jr men of the South still listen ' with pleasure to the elders. It is only when 1 ooming to the question, 'What is to be done ?' that a divergence appears^ Here the old school has but little to propose. It caa be eloquent on. the past; but when brought face to race with the future, permits indignation to ob? scure its judgment and paralyze its ability. * The new school is more practical and more cool. .It never troubles its brain about a re? assertion of the secession idea, its interest in { any discussion of the subject apparently be- < ginning and ending with a justification of the ] abstract rightfulness of the doctrine; it would i not have the negroes returned into slavery in ] any condition; it favors immigration; it be- t heves in railways, direct trad 3 and iot?rnal 1 improvements; and, above all, it hates the Radical party witb a concentration of enmity that few in tho North, save Wendell Phillips, and occasionally the late Mr. Raymond, seem to have fathomed. Some of the leaders of this new school 1 might mentios; but they are not at present men of any extended repute outside of their several States, and the ideas they on? to i tain lack that cohesion whioh would make them of decided importance just now. If there be a good brop this year, it is not un? likely but that some steps will be taken ia the tall to unite the sentiment of the South in some articles of a common creed." A Black and vt nita Folley. The official returns show that in the Vir? ginia eleotions 26,000 white men did not vote for either candidate. This was the natural effect of a compromise polioy. In the Old Dominion there was every temptation to follow a mixed polioy, as tbs readiest way of camping from a dangerous and embarrassing position. The people were exhorted by those whom they most trusted and loved .to aid in saving their Stat? from the Radioal clutches. The news? paper press, with but few exceptions, thun? dered out the same oommand. And, never? theless, 25,000 white men stayed away from ||te polls and did not vote at all. If this was the effect of a mixed or oom promise polio/ ?h Virginia, where thar? were eo much forcible argumenta in its favor, what would ba the effeot of a "blaok and white" polioy in South Carolina, whens j it would not. ba supported by even a shred of reason or necessity ? Speeohes were delivered on the oeoaslon by Messrs. E. W. Moise and J. D. Bland lng. They both advised that the payment of taxes should be postponed, and gave it as their opinion that they oould not legally be oolleoted before next February or March. The meeting thereupon unanimously re? solved to forward petitions to Columbia for relief, and pending action upon these peti? tions, to refuse to pay the taxes. IT IS a feet not generally known that the Income tax for the year 1869 will be the last one oolleoted, unless the operation of the law should be extended. The provi? sion of the not reads as follows : "The taxes on incomes herein imposed shall be levied oi the first day of March, and be due and payable on or before the 80th day of April in each year, until and including the year 1870, and no longer." ?
