him o come to this country, and for a time he
pursued his occupation, that of a machinist,
in the City of Charleston, his partner being
Mr. Ito nert Lacbhson. He was engaged in tbe
construction of the first railroad in routh Car?
olina, in 1832. He next) visited Cuba and briefly
followed his pto ession there, subsequently

a resident for tbe last thirty-five years. He
discharged the duties of superintendent of th J

is 3832 feet, or only 188 feet less than three

to plug the hole up and loso $66,000, the cost
so far. The boring was done- at the rate of

at Grenoble in Franco, is one of the most
famous in the world, and was bagun in 1888
with tho expectation of reaching water at a
depth of not moro than twelve or fifteen hund?

was at last found, and bas flowed ever sincO at
a rate of live hundred thousand ga?oua in

in other parts of Europe and also in this coun?

that now under consideration, is at a sugar
refinery in St. Lout-?, begun in the spring of
1849, and continued until 1854, when tho work

quantity, and strongly impregnated with sul

CHARLESTON,

THUBSDAY MORNING, JULY 22, 1869.
'I Ho Blue Ridge Job-Scott's Tattles.
The silence which Governor Scott and
his claquera have maintained in regard to
the charges sf jobbery and corruption
in the award of the Blue Ridge Bail
road contract, made several days ago by
our correspondent "Lux," is as disoreet
as it is significant. In fact, nobody is so
well aware as the Governor and his copart?
ners, of the braten and shameless character
of their attempt to plunder the people of
South Carolina, and they have wisely ohc
sen not to venttre upon a discussion which
could only have the effect of further un?
masking the giant swindle they have in
view. If anything were wanting to fasten
upon our enterprising Governor the charge
of wilful and deliberate perversion of his
offioial powers for his individual enrich?
ment, the evidence is abundantly supplied
in the second letter from our correspondent
"Lux," which we print to-day.
What are the facts T A railroad is to be
built, on which four millions have been al?
ready spent. The whole of the capital stock,
excepting an inconsiderable fraction, is own?
ed %y the State and the City of Charleston,
and consequently controlled ,by Governor
Scott and Mayor Pillsbury. The cost of
completing the road having been calculated
at about six millions, the Legislature was
induoed to guarantee four millions of its
binds. Thereupon bids were publioly in?
vited for the work, to be paid for in 6 per
cent, eoin bonds of the road, guaranteed by
the State. Several offers were made by
contractors of unquestionable standing, and
the bid of a Pennsylvania firm was acoep
tcd at nine millions, notwithstanding that
this was the highest bona fide bid presented
? ne of Iha ni li av Hi rf ri ?1*0 ? to k -?- -.|? na
potent and responsible, having been eager
to do the work for seven and a half millions.
All the circumstances of the award point
unmistakably to the fact that Governor
Scott was te be a silent partner in the profits
that the Pennsylvania firm might be able to
make out of the contract, and that the ac?
ceptance of. the Pennsylvania offer being a
predetermined fact, the invitation extended
to the other bidders, as well as the consid?
eration seemingly aooorded tb their bids,
was a magnificent sham throughout.
But this is not all. Tbe whole scheme,
as it stands, depends for its sucoess
upon the ability of those interested
to obtain from the General Assembly
the State guarantee for five millions
more of the bonds of the road. The Gov?
ernor has undertaken to make the modest
demand that the Legislature should change
the act of the last session so that the
State guarantee may be made to oover
nine millions instead of four millions. Until
this is done the four millions already guar?
anteed are unavailable ; for, if they weja?;
used, the additional five millions of bonds
to be guaranteed would necessarily oome in
only an a second mortgage. In the delay
thus afforded lies the only hope of the tax?
payers of the State being able to defeat the
boldest and most flagrant attempt ever
made to bleed the publio treasury of South
Carolina.
lu this oonneotion we hear talk of a mon?
strous proposition that the State and the
City of Charleston should oanoel the $2,
800,000 worth sf the stook of the road
whioh they now held, and accent in lieu
thereof one fifth ef the amount io second
mortgage six per cent, (curvency) bonds,
whioh, In view of the recent operations ef
the Ring in Columbia, we may safely say,
would be absolutely worthless. It is even
said in some quarters that . this most out.
rageous barter of th? people's property hts
already been consummated. But however
unblushing may have been the proceedings ef
Governor Scott in his manipulation of the
State finanoes, we o innot and will not bu
lieve that Mayor Pillsbury, at the very
threshold of bis administration, would have
dared to share the responsibility of so ini?
quitous a transaction.
The Blue Ridge Railroad is a publio work
of inoaloulable .importance to the future of
South Carolina, and we yield to none in eager
ness for its ooapletion. But we' oall upon
the real friends of the enterprise in every
part of the State to join with Tm NEWS tn
an earnest and persistent effort to rescue it
from the Ring of greedy and unscrupulous
adventurers who BOW eontrel it. The Le?
gislature oap block (hs whola game. And
the people will demand that it be done.
The Northern tlendheMer ?Kid the
Southern Btokfevalxter.
The bragging announcements made in re?
gard te the finanoes pf the State, and tbe
advertisement of the State Treasurer, woa d
naturally lead to the supposition that the
interest on the bonds and stocks of the
State would be paid on and after July 1st.
But this is not the oasV The ooo pons ef
tho bonds Karo been paid on presentation
in New York or Columbia, but not one dol?
lar has been paid on account of interest on
the State stock, dne and promised te be
paid at the same time. The bondholder
has been provided for, but the stockholder
has no assurance that he will be paid. Is
the stockholder to take his chances and be
dependent on the prompt collection of tax?
es ? The reason giren for the failure to
pay the stock interest, is that it required
over a month to make out a list of stock?
holders and of the dividends due them.
This is no excuse. The work should
hare begun earlier, and the lists would
then hare been ready by July 1st, as was
the ouatom
The truth is that the bonds are mostly
held by Northern speculators, while the
stook is in the hands of - our own people.
The poor and needy, the widow and the or?
phan, may wait and starve; but the bond
holding pets of Soott and the Finanoiai
Agent must not suffer. No doubt a beary
rate of interest is giren for the money used
in paying the coupons of the bonds, and a
large amount of collaterals, in the shape of
bonds and bills, has probably been hypothe?
cated to secure the loan. But why should
the bondholder have the preference over
the stockholder ? And if the Btockholdt r
is now put off to the first of August, why
may he not be put off in the same way to
Ootober or November ?
