By a simple contrivance the whole front carriage, wheels, wings sud dasher, can be removed, and the back part then forms a 1 pretty car for one horse or pony. I . -The Savannah papers announce the death j of Mr. William Kine, an estimable citizen of , that place. He was bora in the neighborhood of Brighton, England. He went to France 1 and was m the City of Paris during the r?volu- ' tion of 1830. His adventurous spirit caused ' him io come to this country, and for a time he < pursued his occupation, that of a maobiniat, ; io the City of Charleston, his partner b.in* ] Hr. Robert Lacblison. He was engaged in the , construction of the irst railroad in t-oath Cu- ( olina, m 1882. He r xt visited Coba and briefly followed his tnoession tbere, sabseqaentiy 1 coming o Savannah of which city he has been a resident for the last thirty-five years. He . discharged tne duties of superintendent of tho I machine shops at the Central Bai road depot j for nearly fifteen years. After a visit to Eu- , rope he returned to Savannah, and erected a -saw mill on the canal. He was local inspector 1 of steamboats ? the government service since ' 1853. Those who remember him in Washing? ton would readily recognize bim in Concord, however, for he maintains the smooth and cl ein-sha. ved face which always was one of bis characteristics, and his broadcloth and beaver are still of the same spotless black, and the same elegant and tidy fit. His step is as sprightly as that of a yoong man of twenty." -They have been three years boring an ar? tesian well near St. Louis. Tbe depth reached is 3832 feet, or only 138 feet less than three fourths ola mile. But no pnro water has been reached at that depth, and it is now proposed to plug the hole up and lose ?66.000, the cost so far. The boring was done at the rate of about thirty feet per month. The artesian well at Grenoble in Franco, is one of the most famous in the world, and was begun in 1833 with the expectation of reaching water at a depth of not more than twelve or fifteen hund? red feet. In 18*1, at a depth of 1792 feet, water was at last found, and has flowed ever since at a rate of fire hundred thousand gallons in twenty-four hours. There are numerous wells ia other parts of Europe and also in this coun? try, but the deepest one in the world, except that now under consideration, is at a sugar refinery in St. Loni J, begun in tbe spring of 1849, and continued until 1854, when the work stopped at the depth or 1199 feet. The supply of water procured is comparatively small in quantity, and strongly impregnated with sul? phur._. CHARLESTON. THURSDAY MORNING, JULY 22, 1888. . The Bia? Ridge Job-Scott's Tactics. The silence whioh Governor Scott and his claquer- have maintained in regard to the charges of jobbery and corruption in the. award of the Blue Ridge Bail road contract, made several days ago by oar correspondent ..Luz," is as discreet aa it ia significant. Ia fact, nobody is so well aware as the Governor and his. copart? ners, of the brazen and a h am ol ess character of their attempt to plunder the people of South Carolina; and they hare wisely cho? sen not to Tenture upon a discussion whioh could only have the effect of further un? masking the giant swindle they have in view. If any thin g were wanting to fasten upon our enterprising Governor the o h ar ge of wilful and deliberate perversion of his official po wera for his individual enrich? ment, -the evidence il abundantly supplied in the second letter from our lomspondent "Lux," whioh we print to-day. What are the facts T A railroad is to be built, on whioh four millions have been al? ready spent. The whole ofthecap i tal stock, excepting an inconsiderable fraction, is own? ed by the State and the City of Charleston, and consequently controlled by Governor Scott and Mayor Pillsbury. The cot*, of completing the road having been calculated at about six millions, the Legislature was induced to guarantee four millions of its bonds. Thereupon bids were publicly in? vited for the work, to be paid for in 6 per cent, eoin bonds of the road, guaranteed by the State. 8everal offers were made by oontraotors of unquestionable standing, and the bid of a Pennsylvania firm, wai accep? ted at nine millions, notwithstanding that this was the highest bona fide bid presented one of the other bidders, every way as com? petent and responsible, haring been eager to do the work for s even and a half millions. All the oiroumstanoeB of the award point unmistakably to the fact that Governor Scott was to be a silent partner in the profits that the Pennsylvania firm might be able to nake out of the contract, and that the ac? ceptance of the Pennsylvania offer being a predetermined fact, the invitation extended :o the other bidders, as well as the consid? eration seemingly aooorded to their bids, iras a magnificent sham throughout. Bat this is not all. The whole s?beme, ia it stands, depends for its suooess ipon the ability of those interested ko obtain from the General Assembly the State guarantee for fire millions nore of the bonds of the road. The Gov? ernor has undertaken to make the modest demand that the Legislature should change the aot of the last session so that the State guarantee may be made to cover aine millions instead of four millions. Until this is done the four millions already guar? anteed are unavailable ; for, if they were used, the additional five millions of bonds to be guaranteed would necessarily come in only as a second mortgage. Ia the delay thus afforded lies the only hope of the tax? payers of the State being able to defeat the boldest and most flagrant attempt ever made to bleed the public treasury of South Carolina. Ia this connection TV j hear talk of a mon j troua proposition that the State and the City cf Charleston should o ?noel the $2, 100,000 worth of the steck of the road whioh they now hold, and acoept in lieu thereof one fifth of the amount in second mortgage lix per cent, (oarrency) bonds, whioh, in view of the recent operations of the Bing in Columbia, we may safely say, would be absolutely worthless. It is even said in some quarters that this most out. rageous barter of the people's property has already been consummated. But however anblus h ing may have been the proceedings cf Grovernor Scott in his manipulation of the State finances, we c arnot and will not be? lieve that Mayor Pdlsbury, at the very threshold of his administration, would have jared to share the responsibility of so ini? quitous a transaction. The Blue Ridge Railroad is a public work af incalculable importance to the fntnre of South Carolina, and we y ield to none in eager? ness for its completion. But we eall upon the real friends of the enterprise in every part of the State to join with Tm Nsws in ut earnest and persistent effort to rescue it Tom the Bing of greedy and unscrupulous adventurers who now control it. The Le? gislature can blook the whole game. And the people will demand that it be done. Tts? Northern Bondholder and tue Southern Stockholder. The bragging announcements made in re? gard to the fiuanoes of the State, and the advertisement of the State Treasurer, wou d aaturally lead to the supposition that the interest on the bonds ana* ttocks of the State would be paid on and after July 1st. But this is not the case. Tha coupons ef .the bonds have been paid on presentation in New York or Colombia, bat not one dol? lar has been paid od account of interest on the State stock, doe and promised to be paid at the same time. The bondholder has been provided for, bat the stockholder has no assurance that he will be paid. Ie the stockholder to take his ohanoes and be dependent on the prompt collection of tax? es ? The reason given for the fallare te pay the stock interest, is that it required over a mooth to make ont a list of stock? holders and of the dividends due them. This is no exease. The work should have begun earlier, and the lists would then have been ready by July 1st, as was the custom * The truth is that the bonds are mostly held by Northern speculators, while the stoek is ia the hands of our own people. The poor and needy, the widow and the or? phan, may wait and starve; but the bond holding pets of Soott and the Financial Agent must not suffer. No doubt a heavy rate of interest is given for the money used ia paying the oonpons of the bonds, and a large amonnt of collaterals, in the shape of bonds and bills, has probably been hypothe? cated to secure the loan. But why should the bondholder have the preferenoe over the stockholder ?
