COLLECTOR OF CUSTOMS.-Up to the present

re turned to the ci ty. The new Collector, who
has the p.. wer to appoint five clerks eight
inspectors, two watchmen, two porters, and
four boatmen, will make a o'ean sweep of the
old officers. The two appraisers are appoint?

that Mr. Clark has offered to retain Aderman
T. J. Mackey and Mr. Arthur Mackey, bul both
have refused to remain. The friends of Dr.
Mackey are still confident that the appoint

He has purchased an entirely new stock in New

most justly lay claim. In selecting, he had in
view both quality and cheapness, and we
ventare to assart that at no plane in the city are

The Judge ordered that notice be published
in the proceedings of court that the Admiralty
Docket ?would be called and flo ally disposed
of on next Fri dav, at 13 o'o'ock.
WHAT PBOMXSEB DID.-THB Nzwa learns that
when Joseph H. Jenks was canvassing for the
offioe of City Inspector he very unwisely prom?
ised work to all the colored men who applied.
The result of tb? rash promises was shown yes?
terday. About five hundred negroes besieged
the lower portion of the City Hall building, m
which are located the detective office, sheriff
and inspector's offices. The negroes, in their
efforts to see the Inspector, poshed in at the
front and back doors and endeavored to get
through the iron gratings of the windows.
If any one showed himself at a window from
the inside, a hundred or more petitions were
shoved at him, and he was asked if *he "didn't
know Pete," or "Jun," or "8am," as the ?se
might be, "who he had promised work
to." By nine o'clock the crowd became
so disorderly that a dozen policemen were
detailed to prevent them from crowding
around the doora and windows which bad ex?
cluded tho air and nearly suffocated those
within. Policemen were also stationed inside
at the front and rear doors to prevent the en?
trance of all office and emp'oyment seekers.
The crowd hung around the building until two
o'clock, and the? slowly dispersed. It is un?
derstood that the Inspector his employment
for about one hundred men, and that he in?
tends opening a paper mill on Sprague's Canal,
at Columbia, with the numberless petitions he
has received. \_

MEHBEBS.-Be it known that the Trastees ol
the Charleston College have control of $150
000; therefore, to be a trustee is to "have a
go.d thing," and Alderman Collins wanted to
be a trustee.
The ticket for trustees arranged by the Pills?
bury caucus, held before the meeting on Fri?
day night last, was: Aldermen Geddings, Pot?
ter and Cunningham Owing to the lateness
of tbe hour, they were not voted for at that
meeting, but then and there Alderman Col?
lins stated substantially that there was corrup?
tion arnon? those who h id promised to vote
the caucus ticket arranged that day; he had
promised to vote a certain way, and would do
so; bo would vote for any man on the ticket,
no matter how repulsive he might be.
Now, as we have said, Alderman Collins
wanted to be a trustee. Tuesday night the
caucus ticket was put np, so was another tick?
et, the last by Alderman Colline. On one side
there waa an advertisement of the drug store
of IL H. Collins (Alderman Collins) tc Co.,
stating how their "fever and ague remedy"
could "care chills and fever," OD the other;
"Trustees Charleston College-T. J. Mackey,
J. F. Greene, M. H. Collins." T. J. Mackey's
came was pat on the ticket to draw himself
and friends}.! o support M. H. C Miine.
Although Alderman Collins* ticket was ar?
ranged for tho "shaky," either politically or
physically, it did not work, and the regular
caneas ticket was elected. He proposed tor

Alderman Collina' manner of introducing his
tickets on the back of his advertising cards
bas occasioned considerable comment, some as?
serting that it was a shrewd advertising dodge,
and others that he was not willing to pay the
ex1? stamps necessary to obtain new cards.
If an advertising dodge, it is something new,
yet the Alderman's ticket wouldn't go down.
CBUHBS.- The firemen were called out late
Tuesday night, but there was no fire.
'i he City Treasury, yesterday, was enriched
to the amount of $35 by the fines imposed hy
the Mayor.
The new benches on tbe Battery are made of
unseasoned yellow pino, consequently persons
wbo have Bat upon them remained longer than
they intended, and beud.s tho loss or time,
ruined their clothing.

place a platform from the Battery terminus to
the sidewalk.
Alderman T. J. Mackev denies the truth of
t ie reports in yesterday's Courier, that Ben?
jamin Reils, one of the sureties on Sheriff
Hockey's bond, and John C. Fremont, another
surety, bas threatened to withdraw.
W. B. Mitchell, the Clerk of Council elect,
has not before this takon posse ision of his

bent has not been ready to turn ovar the books
and papers, and will en or upon thy discharge
or bis duties at 12 o'clock to-day.
It appears that we were in error in stating
yesterday that all the A'dormen, save Small
and McKinlay, co'ored were at the Jenks ' en?
tertainment on Mondav evening, as we have
since learned that two others, Gaddiogs and
Potter, were not there.

appearance of the caterpillar in tbat State:

The pest of Flori ta has commenced its work
of destruction in Alachua County, and I have
heard of some in Columbia, but have not seen
any on my farm. The cotton crop is growing
very fist, and if it were not for the worm a
fair orop could be raised; but Alacbaa is one
of onr larcoat planting counties, and as they
are already there the crop will necessarily be a
sboitone._
THE DETECTIVE F?RCH_At the last meeting
of Council an ordinance was introduced relaiive
to tbe Detective force of Cuarleslon. The or?
dinance provides that the Detective force shall
be entirely independent of the Police D part?
aient. To tbe Detective force of Charleston
the citizens have bean, ia a great measure, in?
debted for the infrequency of crime, as ic is
well known that when the detectives have been
"put upon a case" it has been thoroughly
"worked up," this of course deterring the
wicked from prosecuting their nefarious de?
signs. For this reason the Detective force
should be sustained. Those who are informed
assert that a Detective force to be efficient
must be independent of the Police Depart?
ment, and must have its own officers and its
own rules aad r?gulations, if sa;h be tbe
case, and there seems to be no reason to doubt
it, Connell should, al tbe next meeting, adopt
the ordinance. It is essential that tbe city
should continue to have what it ha* had for
several months past-an industrious, compe?
tent detective force.
