Qu ARAN riNE.-Tlie sicamor Pilot Boy from Savannah met with some detention 3eaterday at the quarantine station, a bill of health hav? ing been' omitted to be procured in Savannah. Tho passengers and steamer were, in conse? quence, subjected to a scrutiny by Dr. Lebby, whoa they were permitted to come up to the city. - ._ ' A SOLDIER STABBED.-On Wednesday night last, as a porty of soldiers were returning from ?a ball, a difficulty occurred between a soldier named F. Dressell and B. Woods, (a discharged isoldier.) daring whioh the latter was stabbed four timaa in the shoulder by the former. Dressell was arrested, and yesterday was com? mitted to jail by Magistrate Bunch. Woods is ?still in a precarious condition. SUDDEN DEATH_? colored man, named John Byan, died very suddenly yesterday ornlng, at his place of abode in George street. He was in perfect health tbe day be? fore. About 9 P. M. he had a fit, and shortly after recovering from this had five others in quick succession, but so soon as they were over he appeared to ba in goo 3 spirits, and no Lono thought that death was so near. THE CRAZY POBTWARDEN.-We have learned same additional facts relative to Holloway, the colored Portwardeu, elected by Council on Tuesday nigh>. Scarcely two weeks have elapsed since he left the Lunatic Asvlum. and during' his stay in that excellent institution his madness assumed at times a very violent character. BBY*IN, JUDOE, PBEBIOINO. -Tho following business was disposed of to-day: In tho case of Jaoob T. Thomas VB. Josiah M. Wilder-a petition to establish claim against bankrupt-it was ordered that the petition and answer bo served on Niloa G. Parker, to plead answer within forty days from the date of each series. In tho case of Adams, Frost & Co. vs. Wm. J. Norris--petition to establish a hen-the pe? tition was referred to Registrar J, C. Carpen? ter. In the case of Joseph W. Hill, of Newberry petition for final d?Rchsrge- the petition wad referred to Registrar C. J. Jaeger and final hearing before tbe oourt ordered on tbe 10th of August. Petition of Joseph Duckett, of New? berry, was similarly disposed of. Petition of Solatheil Martin was referred to Registrar W. T? dawson. In the case of W. T. Shumate vs. John W. Grady, petition to sell property, it was order? ed that the assignee should sell the proporty and notify the lien creditors to provo their de? mands on or before the 101 h of August. Io the case of Lewis olcLain vs. C. G. Ran? dall, report of assignee as to salo of real es? tate, it was ordered that the assignee should accept the offer ieported. In the oaae of the United States VB. twenty lour barrels of distilled spirits, leave was grant ed the plaintiff to amend the information. The case of the United States vs. George V. Milden was oontinued until October. lu the case of the United States vs. Lewis Klein, the defendant plead guilty to carrying on tho butchering business without paying a spe? cial tax. Sentence was reserved until to-day. In the oase of the United States VB. Alex. B. Addison, the defendant was found guilty of dealing in tobacco without paying the special tax and was fined fifty dollars snd costs. In another case the defendant pload guilty and was fined ten dollars sud costs. In the case of the United States vs. one hundred and sixty-uine psckagea of tobacco, found at Columbia in the possession of the Charlotte and South Carolina Railroad Com? pany, the tobacco was forfeited to the United States. In the oase of six packages, eleven oasea of tobacco, found in possession of the same company, the same disposition was made. Petition of Theodore Stoney, of Charleston, for final discharge from bankruptcy,waa referr ? ed to Judge Carpenter, and a final hearing ordered before the court on the 26th of July. 1 he petition of Richard Roper, of Charleston, was similarly disposed of. Petitions of Joseph A. Huger, of Charleston, Robert Martin, of Barnwell, and D. P. Robin? son, of Orangeburg, for final discharge from bankruptcy, were granted. In the case of James N. Hoot vs. Wm. Dick? son, petition to establish lien, the petition was referred to Registrar W. J. Clawson, with order to report after notice to lien creditora. In the case of T. S. Jeffreys, et al, VB. R. S. Moore, et al., petition for sale, the assignees were ordered to sell the land. In the case of John C. Pih vs. Ezekiel 8c Eobune, a petition to establish a hen, the report of the assignees was continued. THE CHIEF OF POLICE V3. DBT&OTTVB OOAIES AND DETECTIVE COATES vs. THE CHIEF OF PO? UCE.-On Tuesday last THE NEWS mentioned the arrest of a youth named John H. Blank by Offioers Coates and Quinn, upon the charge of appropriating money from the till of the proprietor of the Amerioau Hotel, aajd Blank having been employed as clerk for nine months, the salary for which time amounted to $140, yet he had bought $280 worth ot cloth? ing, had $75 in bank, and $30 in his pocket when arrested. The case was carried before Justioa Ka.ua paux, and the prosecutor consented to drop the case if the accused would return the $75 in bank and the $30 found in his pockets, and then leave the c ty. This the accused consented to do, and signed an agreement to that effect. On Wednesday afternoon Officer Coates carried Blank to the steamship Saragossa to see that he complied with the latter part of the agree? ment, viz: to leave the city. On the wharf a difficulty occurred, the points of whioh will be found in the testimony before the Mayor yes? terday morning, befoie whom Officer Coates was arraigned to answer the charge ot insub? ordination, preferred by Captain H. W. Hen? dricks. 1 Mr. J. Barrett Cohen appeared as counsel for Officer Coates, and the Hon. D. T. Corbin to represent the city (as City Attorney, we sup? pose, but it ia very difficult to keep the run of his duties.) Captain Hendricks testified, substantially, that he bad heard that Officer Coates had gone to the steamer's wharf to ship the boy Blank, and, with Officer Reed, he went there also. When he arrived he saw Coates and Blank on the wharf. He oalled Blank to him, whereupon Coates arose and said he should not have the boy. He then ordered Officer Reed to arrest Coates, who said Reed should not arrest him, and put his hand behind him as if to draw a pistol. Witness then jumped at Coates, caught him by the collar, and shook hts cane over his head, and said, "Ton infamous scoundrel, you .dire to resist met" Officer Reed testified that when he was ordered to arrest Coates, he (Coates) said he would not be arrested, and pat his hand be? hind him, where he usually carried a piat >1; then Captain Hendricks caught Coates by the collar and shook the cane over his head ; that af? terward Coates came quietly along with him to the detective office. Blank testified substantially the same as Captain Hendricks and Officer Reed. Mr. Moses Levy, wbo was summoned aa a witness by Captain Hendricks, testified that he wss on the wharf loading the steamship when he observed Captain Kendricks and Offi? cer Reed como up, and heard tho Captain cull Blank, wno was with Officer Coate*, to come to bun; saw Coates get up and advance two or three paces, but did not hear him make any remark. Then saw Captain Hendricks catch Coates by the collar and shake bis cane over Coate*? head, and called him a d-d scoundrel. Coates then put his hand behind him and oalled to witness to be a witness to the ?nair. Coates made no resistance. Officer Coates stated that while he was sit? ting on the wharf with Blink, who had ex? pressed his desire to leave the city, Captain Hendricks came up and oalled Blank. I told Blank to go to him. Captain Hendricks then said to me, "You d-d scoundrel, go to the oflice:" He then told Officer Reed to arrest me. I said Officer Boed can't arrest me. Cap? tain Hendricks then osught me by tho collar and oalled me a d-d infamous scoundrel, and then shook a loaded cane over my head. I then pnt my hand behind me and said : ''Don't you strike me." I then called to Mr. Levy to be a witness of the affair. At the conclusion of the testimony the Mayor announced that he would reserve hi? decision. Mr. Coben then requested the Mi yoi* to en? ter charges- against Captain Hendricks, first, for violation of the duties or his office; second, for an assault and battery. Blank, who has been mentioned io the oily papers as charged with dishonest appropria? tion of his employers funds, had a full hearing yesterday afternoon before Magistrate Maokey, which resulted in his di s ch argo. We are in? formed that Blank's friends, convinced of his innooonoo, and indignant at tho treatment he has received, design prosecuting the parties who aro responsible for bis alleged unjustifi? able imprisonment. THE CUSTOMHOUSE SQUABBLE at Washington, it would appear, waxes furious. There is, we believe, little doubt that, as matters stood yes iv i da v morning. Dr. Mackey'? friends bad suc? ceeded in securing bis reinstatement, but Clark, it seems, holds on with somothiog of tho tenacity which he displayed as military Mayor of the city; and a dispatch was in circu? lation last night to the effect that Clark had actually been reappointed during the after? noon. Both of the contestants, with all the friends and baokers they oau muster, are m Washington, and it may bo presumed that the end is not yet. ' CBUHBS.- Magistrate DeJLargc, colored, states that he has made no attempt to have any ol' the magistrates removed. There are efforts being mado to have some of the magistrates removed, but Magistrate Ranapaux ls not one of the n, as was reported. Tbe residence of Major George L. Buist was entered early Wednesday morning, and a num? ber of hats were stolen. Mr. E. C. Tharin, wbo received in 1844, from Governor Hammond, a commission as notary public, found it necessary, under the recent laws, to secure another. commission. He ap? plied to Governor Scott for it, and received it yesterday. The Willoughby stock went up to high fig? ures yesterday, and his friends are certain that he will be Chief of Police. *" The office of Clerk of the Market has a good many candidates, among tbem W, Y. Lovett, who is receiving the support of a good many of our oitizens. A canons of the Pillsburyites was held in the [ City Hall last night. It is reported that cham? pagne, sandwiches, &c, added interest to the meeting. A colored boy rolled a wheelbarrow against a lady near the Market, yesterday, and knocked her down. Mr. H. H. Hicks desires us to say that he is not, and has not been, at any time, a candi? date for Chief of Police undsr the present ad? ministration._ The Office of city Coroner, a CHARLESTON, July 8,1869. TO THE EDITOR OF THE NEWrf. ?As a member of the City Counoil who voted for the eleotion of a City Coroner, I beg leave respectfully to dissent from the statement in your issue of this date, that "there is no such officer as City Coroner." 'Section i cf the act of August 13,1783, entitled "An act to incor? porate Charleston," (still nnrepealed) declares that "the City Council are hereby authorized to appoint a Coroner for said city." Section 10 of sn act of December 17,1817, extend* the jurisdiction of the City eioroner over the Par? ishes of St. Philip's and St. Michael's, or in other words aothorized him to officiate throughout a territory extending about six miles beyond the limits of the city proper. Thns far we are doubtless agreed; but yon allege that Section 10 of tbe act of December 17,1817, having been repealed by an act of March 26,1869, therefore the City Counoil bave no power to elect a City Coroner. I do not think that this conclusion is warranted by the premises. The repeal of the sot of 1817 leaves the office of City Coroner just where tnat act found it, for that act simply extended the Coroner's jurisdiction beyond the proper corporate limits of the city. This is the full legal force of the act of March 26, 1869, upon which you base your conclusion. To hold otherwise, is to argue that to restrict the jurisdiction of an officer is to abolish the office; for.this last set only repeals the aol ex? tending the jurisdiction of tbe City Coroner, and nothing more, leaving untouched the clause of the original charter, whereby the "City Oounoil of Charleston are authorized to appoint a Coroner for said oily." Moreover, even though the act of March 26, 1869, bad expressly declared the office of City Coroner abolished, it would have no validity, because the object of the act is not expressed in its title, as required by the Constitution of the State.
