The regalar meeting of the City Council was
held last hight, at which ware preseat : Mayor
Pills bm y, presiding; Greene, Voigt, E. W. M.
Mackey, Collins, Potter. Geddings sud Cun?
ningham, white; Holloway, Small, Thorne,
Brown, MoRinlay, L. F. Wah, E. P. Wall, and
Hampton, colored.
There was apparently no interest taken in
this meeting, as there were fow persans pres?
ent besides the members..
At half-past eight o'clock the Mayor came io,
the roll was called, a quorum ascertained to be
present, a*?? the meeting was called to order.
On potion of Alderman Cunningham, tho

Piro Company, No. 4, asking Council to admit
them among the class of companies tho ap?
paratus of which are owned by the city, stating
that they wero organized in 1819, and though
they had lost their engine during the war, had
retained their organization. Beferred to the
Fire Committee.
Petition of Jehu O'Mara, asking Council for
$2500 on Fire Loan lund, was referred to the

Beport of Captain of Police, showing that

A communication from Lieutenant Aldrich,
United States Army, slating that some of the
outbuildings on Citadel Green were no longer

, -The Mayor commenced calling for the re?
port} from the wards. There was no response
until Ward No. 8 waa called, when Small,
colored, arose and said very deliberately, "I
have a bill to present for division of chimney
3 weops;'" whereupon he drew a ponderous doon?

nity and care that one would draw a pistol to
a hoot his beat friend, and sont it to the clerk,
who read it, as a "Bill to amend an ordinance
to ? stablish the Office of chimney contractors,"
providing, first, that four contractors be an?
nually elected by Council, and that each one
give bond in the sum of $2000 for the faithful
performance of bia duties; second, that all va?
cancies among the contrae tors or in any office
in the gift of Council be filled by an election
after fen day's notice has been given in any of
the city papers by the Mayor.
On motion of Alderman Collins, the bill was
read the first and also the second time, and
then an attempt waa made to putituponptra

"acting withfhdocent haste."
Some, diaousaion ensued in regard to the
second section (which, by the way, waa st*,
carefully worded that at first it did not arouse
the suspicion of those interested in the adopt?

before an election,) after which, on motion of
Alderman E; W. M. Mackey, a further consid?

meeting.

Colonel S. A. Pearce, late of the United Staten
Army, who, aa agent of Senator Sprague, of
Rhode Island, purchased the Columbia Canal
and a large portion of the Kmalar "brick?
yard" property, several months ago, is now in
Colombia, accompanied by Mr. G. C. Tinsley, a
surveyor, who has commenced making a sur?
vey and eatimates for widening and deepening
the canal. Colonel Pearce states that he has
resigned hia poaition in th J army, for the pur?
pose of taking obarge of thia work ; ?D:1 that
Mr. Sprague is determined to puah ahead with
it. Active operations may not be commenced
during tbe summer months, but early ID Octo?
ber, Colonel P. assorts, a heavy force of work?
men will bo employed." We hope that this
may be true ; but after all that has been said
o? Senator Sprague's enterprising intentions
concerning the development of the manufac?
turing resources of South Carolina, we would

Two of the four men who deserted from the
brig Josie A. Devereaux, on Sunday last, have
been captured by Officer Reed.
The annual meeting of 'the Carolina Mutual
Insurance Company will be held in the German

night, when an election will be held, and the
President's report be read.
Dr. A. G. Mackey, late Collector Of Customs,
left for Washington yesterday morning. It is
understood that he has been offered the con?
