motion, it was accepted.
xnoBTS raoat THX WABDS.
The Mayor commenced calling for the re?
ports from the wards. There was no response
until Ward No. 8 was called, when Small,
colored, arose and said very deliberately, "I
have a bill to present for division of chimney
sweeps;" whereupon he drew a ponderous docu?
ment from bis rest pocket with all tb? solem?
nity and care that one would draw a pistol to
.hoot his best friend, and sent it to the clerk,
who read it, as a ''Billto amend sn ordinance
to f stablish the office of chimney contractors,*
providing, first^that four contractors be an?
nually sleeted by Council, and that eaob one
give bond in the sum of 19000 for the faithful
performance of his duties; second, that all va?
cancies among the oontraotor* or in any office
in the gift of Council be filled by an election
after fen day's notice has been given in any of
the city papers by the Mayor.
On motion of Alderman Collina, the bill was
read the first and also the second time, and
then an attempt was made to pnt it upon its
passage, wfaiefa Alderman Greene asserted was
"aoting with indecent haste."
Some discussion ensued in regard to the
second section (whioh, by the way, was so
carefully worded that at first it did not arouse
the suspicion of tho>e interested in the adopt?
ed ordinance only requiring five days' notice
before an election, ) after which, on motion of
Alderman E. W. M. Mackey, a further consid?
eration of the bill was postponed until a future
meeting.
THAT INSULTING IKVI TATTON. ,
Small, colored, here rose to move an adjourn?
ment, when Alderman Collins sprang to his
feet and said that be would like, before Coun?
cil adjourned, to make an explanation as re?
garded bis reasons for opposing the accep?
tance of tbe invitation signed by Mishaw, as
chairman of the committee tendering it.
No one seeming to care a (tether be made
tho explanation orno d. Alderman C. taking it
for granted that permission had been obtained,
proceeded to say that a short time since be
had received a letter written evidently by an
intelligent person, stating that Council would
be invited to this celebration as Republicans,
and they dared not iefuae to accept the invita?
tion and attend upou penalty of being de?
nounced as Democrats.
Tue speaker was continuing his remarks
about bis considering the invitation as au in?
sult, when he was interupted by Aldermau
Cunningham's sharply uttered motto: "1 move
to adjourn."
The Mayor hurriedly put the motion, which
was carried.
The Council then adjourned.

The following annual report of the secretary
was read and received :
ANNUAL REPORT.
Another year has passed, and again have we
to ohronicle Its work, which we do with pecu?
liar pleasure and gratitude to the Giver of all
Good, who, amid all the adverse circumstances
which hare surrounded us, has enabled ns still
to progress, sod even, complete this muon of
our sacred labors. To the members of this as?
sociation it most be a source o? gratifica ti on to
know that the first portion of our task is done,
and that we can now visit our cemetery-the
sacred charge we have undertaken to keep -
without reproach. A glance within tbe neat
endosare of evergreens will give to the be?
holder some evidence of the toil and care
of the past three years, and to us a full
compensation in the fact that our recording
tablets, now complete, stand in place to mark
each hallowed resting spot of the silent sleeper
below, snatching ss it were from the obliterat?
ing band of Time their names and position, so
dear to our loving and grateful bear's. Oar
association, though we feel assured need no
reminder that our chief aim is not yet reach?
ed, the well-done to our work not yet achiev
> ed, for though these headstones, simple as
i they are, speak fall eloquently to as-who
have wi tn ess el them-of the deeds ot valor
and self-sacrificing heroism of onr noble and
martyred countrymen, yet oar amoition is to
proclaim to the world and future generations
oar estimation of those who fell lor the sacred
name of Liberty-alaa, how vainly-and gava
their all, but honor, for its h JIV cause. The
enduring granite, we feel, will alone bear the
approach ot Time, and resist its encroach?
ments, and for this end we hope.
Some three years rince, a few ladies of our
ci ty made a collection ol money, small though
it was, having for its parp?se that object; bot
upon the formation of this association, it was
deemed both inadmissible and impracticable, in
the then chaotic state of both public and pri?
vate affairs, to pursue that intention, and after
free and ODen discussion it was resolved that
we would first rescue from accident or oblivion,
in the most lasting method possible, the names
of those so revered and cherished, and then
work for a ''monument," hoping the time
would be more auspicious both to obtain the
means and for ita erection. The first part of
our labor is done, and now wo call upon our
members to hold fast to their resolve aud
complete the work, letting neither timo nor
diffi -ulty daunt thom, rem.-nibering we aro tho
pioneor association in this lab jr of love, there
Toro we must not, should not falter, however
arduous it may bc. A community, so sympa?
thizing and generous as our.- have proved
themselves, we know will bear us out. and we
can aud will appeal to them as time and cir?
cumstances shall admit, trusting not io vain.
In the past year we bava not only attended
toourown pe ?ulurcharge, bat btvo had erect?
ed in the Mariner's Cemetery, at the cost of the
asaociation, thirty tablets or headstones simi?
lar in form to the others, over the graves of
the gallant Beam en of oar little Confederate
navy, who fell, though not pierced with bal?
lets, while guarding tbe entrance to our loved
old city, their chump boing recognized as equal?
ly sacred. Also we have famished to private
solicitations marble to mark the last resting
places of those whose friends were unable to
bear the full expense, among others that of our
honored defender of old Sumter, the lamented
Elliott; Johnson, Robinson, Hollins, Gage,
Turner, Stuart, Robinson, Dubois, King, Mur?
phy and Wakmshaw.
We cannot close our report without acknowl?
edging with eratitudo tbe warm sympathy of
the community in our association, and par?
ticularly to tbe press of our city, for constant
and continued favors, and to the gentlemanly
officials of the South Carolina and N >rtheast
ern Railroads for kindnesses during tho past
three years, not only furnishing trains tor tho
accommodation ot visitors to tho Cemetery on
Mern rial Day, but for their generous contri?
bution of the funds arising therefrom to our
nearly exhausted treasury, lo.tho City Rail?
way also, and to many other parties are we
indebted for acts o' generous kindness; as
also to the Board of Control of the "Widows'
Home" for the ase of their parlor for oar moat?
