military commission at Jackson, Miss., for kill?

' -There was a "ran" recently on a Brooklyn
Savings Bank, and the directora found that
they heil not money enough in the vanita to

New York to get a fresh supply. They were !

The next rose wak to send one of their clerks
into the line of depositors, and baye him pro?
test his account and get into a row with the
teller. He did his work to perfection, com?
plained tbat the money was not all right, com?
pelled the cashier to count it over several
times, and made so mucra noise that a police
mas was sent for. The rest of the depositors
frere amused at the row, and forgot that they
?were being detained. When tho messenger
.-arrived ?irh a fresh supply of money the toller
apologized to the fictitious depositor, the quar?
rel was made up, and the work of paying went

-The St. Paul (Minnesota) Pioneer, of the

felt such pain in all my life; why, it was like
pulling your brains out. I didn't know any
more for two br three days, and then I came to
find that I bad the sorest head or any human

made the hair grow out on this Boot yet."
-The funeral of the late Henry J. Raymond
took piece in New York on Monday last, and
drow together ah unusually large gathering of
the notable persons of the great city. The
funeral sermon was delivered by Henry Ward
Beecher, whose concluding words were as fol?
lows : "And now, to-morrow, and next week,
his name will be familiar, and many of us will
ebenen it 60 long as we live. But this great,
thundering oity is Like ah ocean ; and as wben
one falling ever board gives one outcry, and the
flying Bpray tor a moment disturbs the sea, and
then -whelmed, and all the roughness is
smoothed down, and the ocean is no more foll
than bc ore, and the great water rolls over
him, so the great molt it ade will forget him and
pass on. You that are so important to-day
may be insignificant tomorrow. Yon who are
takiug hold of the very spindles of life to-day,
will drop them from your lingers, and the great
waves will roll over your head. O, that God
may grant to ns all such a sense of our weak?
ness and responsibility that we may so improve
life that when we lay it down we may take it
up again beyond the crave, and begin a noble
manhood, where death comes no more, and
where there is immortality and blessedness."

oonfldenoe of the Board that the prospects
of the road are sooh as to warrant the be?

within a reasonable time.

Ino most recent aggression as "wei! as the
most stupid blunder cf the opponents of the
States Right* principle is to be fonnd in
the late opinion of Attorney-General Hoar
on the subject of the right to allow the
landing of telegraphic cables on the shores
of the several States. The Attorney-Gen?
eral holds that under the olauses of the con?
stitution relating to admiralty and mari?
time jurisdiotioa, and the power to regu?
late commerce with foreign nations, Con?
gress has supreme control in all these mat?
ters, notwithstanding any privileges which
may have been granted by the States. The
opinion waa given in response to the ques?
tion whether a oable from Newfoundland
could be landed on the shore of Maine under
a charter granted by that State, and be pro?
tected there, without the previous author?
ity of Congress. But it applies also to the
French company which is now preparing to
land its oable on the Plymouth shore, under a
privilege granted by the Massachusetts
Legislature, and to all companies acting
under similar authority. -
The views of the law officer, cf the gov?
ernment in this case have met with a storm
of opposition from the press. Little as the
Northern newspapers oar* about abstract
theories of States Rights, they are all bit?
terly hostile to a polioy which has not a
singla advantage to recommend it, and
which would plane the American Govern?
ment in a position of ab jurd and needless
antagonism to the enlightened and progrea
sive spirit of the age. They urge with jus?
tine that the same principle, if carried out,
would prevent the construction -of a pier
on the coast, or the landing of foreign ves?
sels in our ports, without special authority
from Congress. But it is specially with refer?
ence to its effect upon the French oable
company that the oourse advised by the
Attorney-General is denounced as an out?
rage against plain publio polioy and com?
mon sense. The company merely asks the
privilege, for which they are willing to pay,
of landing their wires on our coast. The
United States have everything to gain and
nothing to lose by the concession. The
present oables have both their termini on
the soil of a single foreign power, which
may at any moment beoome hostile. With
the new oable in working order, we should
not have our European information colored
to suit the tastes of any particular cou?try,
nur should we be liable to find many of the
leading uses of euoh communication dosed
ia the event of political troubles. The new
wire would naturally increase our inde?
pendence, as well as the amount of intelli?
gence given, and it is altogether probable
that the competition would lessen the tolls
oharged. Ia view of these varied and im?
portant considerations, it is hoped that the
opinion of Mr. Hoar will not be allowed to
shape the polioy of the government, and
that Maine and Massachusetts maj be
spared the mortification of having to sub
mit to a denial of a privilege which they
themselves, in their capacity of sovereign
Sutes, have already formally granted.
Should the event prove otherwise, we of
the South, at least, could afford to look on
with a certain grim satisfaction, while the
bitter cup of consolidation whioh the Old
Bay State has had so largo a share in mix?
ing, is commended, with poetio justice, to
her own lips.
Representation In Congress.
A new apportionment of the representa?
tion of the States, in Congress, will be
made upon the completion of the census of
1870, and, unless the Fifteenth constitu?
tional amendment is ratified before the
census is taken, all the Northern States in
whioh the negroes are not allowed to vote,
and where there are property, educational
and nativity tests, will havs the whole num?
ber so deprived of the suffrage deducted
from their basis of representation. This, it
is estimated, will deprive the Larger States
of from one to two members of Congress
each. On the other hand, there will be no
counting out ia those Southern 8tates in
which certain classes are disfranchised fer
"participation in the rebellion," ai the
Fourteenth constitutional amendaient,whick
regulate! this matter, expressly says that
the deduction from the basis of representa'
jtion shalLbe. mada.. where.the. right jp...TQte
is denied any class pf persons for any ea use
?cey? participation in th? rebellion or other
crimes. This fact has bot recently been
brought to light, and ia causing some stir in
the North, as the adoption of the Fifteenth
amendment, prior to June, 1870, is very
doubtful. So far but twelve ont of the re?
quisite twenty-eight States are officially
known to have ratified the amendment, and
about two of these, Missouri and Kansas,
ihere is some informality. The basis of
representation once fixed under the new
census, remains undisturbed for ten years.
So that even should the Fifteenth amend?
ment be ratified the next year after the
cen BUS is taken, it will only result in the
negroes of the Northern States being
allowed to vote without being represented
in Congress. This is a trap whioh thc Rad?
icals set for others, and there is a brilliant
prospect just now of themselves being the
first to fall into it. *

"Representatives shall be appointed among
the several States according to their respective
numbers, counting the whole number of per?
sons in each State, excluding Indians not tax?

Savannah and Charleston Railroad.
We learn that the contractors are push?
ing forward with commendable vigor the
work on this road, and that the line will be
open to Grahamville-ten miles beyond the
present terminus-between the 5th and
10th of next month. It is expected that
the whole road will be completed by De-'
oember 1st, when th? oars may run through
to Savannah.
