V . - A Washington correspondent gives some
^interesting accounts of what ho saw at the
Atate Department. Among other things the,
[,,,.,seals of different countries are deoeribed:
"The seals are circular in form, like a geld
., coin, varying maize from a large to a small
sunflower. With the exception of ?nglaudi
the smaller the country the larger the seal.
.. The seal of Great JUritoiu is au immense affair,
of solid silver, with heavy tassels of eilyer bul?
lion attached. This silver oase is hollow, and
contains a cake bf beeswax ind sulphur, inge?
niously mixed, but for what mortal purpose is
forever locked up with the awful, archives, of
the department in the breast ot Assistant Sec?
retary Hunter. The'treaty is a thin book, vol
"? ' vet-covered, with thc stipulations written Upon
ita parchment leaves in the noateat possible
o < mauner. . The sentences are couched in
language as polite as though dictated ' by
., Sir Charles Grandison, and are signed in
Yiotona'a own hand. Viator ia's writing
is somewhat af?coted, but well enough in ita
way for a queen. Another woman's treaty lies
beside Victoria's. It is from the faa?*? of ber
sister queen, th? ruler of Madagascar. It is
written in precisely the earns land of book, ? It
anight have been borrowed for the occasion,
but instead of silver the treaty has attached to
ie ft masai ve seal of soli? gold. The Queen of
Madagascar bott signed Uer naine, and like a
school gill she baa tried to do her boBt. Hor
long name, all in ono word, was written oaoh
letter separate from its companion, completed
evidently with an effort. Ouo could almost
see tho pen faltering, hesitating in the tawny
royal Angers. Next carno a troaty signed tn
the olear, bold band of Louis Philippe; and
thoo followed divers others from various parts
of tho world. It wa8 Baid but very fow wore
on exhibition for the want of room, but were
stored"away for safety in some hook of the
Orphan Asylum. The Quoon of Madagascar
finishes her troaty with a postcript, thereby
pro zing tho woman is superi ir to the queen."
CHARLESTON.
TUESDAY MORNING, JUNE 8, 1869.
Uar ?Voi tri western? Connections.
In our issue of yesterday morning, we
informed our readers that the Atlanta In?
telligencer, of Saturday, contained a tele?
gram dated Cincinnati, 4th June, to the
effect that tho Common Council of that ?tty
had adopted a resolution in favor of the
Chattanooga route. This will be submitted
to a popular vote on June 26, and we learn
that the Attorney-General will test/the con?
stitutionality of thc act under which, this
action is taken.
The announcement of the choice bf Chat?
tanooga has produced in cur community a
feeling of disappointment and depression.
We share in the disappointment. But we
feel that there ia no cause for the depres?
sion, and we confess that we were not en?
tirely unprepared for tho result.
, The advantages to Cincinnati, of the di?
rect Knoxville routs wers so manifest, that
t he fact that the Chattanooga route was being
at al) ser iona] y considered, was conclusivo
evidence to us that there were influences at
work entirely> independent : of, if not en?
tirely antagonist ic to, the true interests bf
that city. We. had hoped that thoso influ?
ences, of whatever nature they might be,
would not' be.sufficiently powerful]: to con?
trol the action of the Common. Council and
induce . them to aaorifi.ee the interests of
their constituents. In this we lia vo been
mistaken. &tOT'J
? ??> It must, however, bo borne in mind, that
this action on the part of the ' C?mmon
Council is not fina!, and that the next step
to be taken is to submit their , resolution to
a vote of the people. :\iThB influences that
may have peen brought to hear upon the
Council-..moy fail to exercise the sarao con?
trol over the people, and wo look with con?
fidence to them to reverse thia decision.
The Articles which we have, republished
from the Cincinnati papers, and the report
of Mr. Lafitte, furnish evidence so conclu?
sive of the paramount advantages to Cin?
cinnati, and of the incidental advantages to
-ourselves, of the direct route to Knoxville,
that we shall not enlarge upon ' thia topic.
What we desire is to convince the people
of our city and State that even should the
Chattanooga route - be finally adopted,- we
should not relax ene! io**, of .our exertions
to complete the Blue Ridge Railroad, *t
tbs earliest possible day, fooling eat! a fled
that whatever may be the final action Of
Cincinnati, wo must.certainly be placed in
direct communication with~bo*th Cincinnati
and Louisville, aa soon as that road bhall
hats been completed. It ia true that the
oonneotion will not be quite aa short and SB
direct as U would ba were they to adopt tho
Knoxville route, but j this will result infin?
itely^ blore to Choir disadvantage than to our
owm'
The Louisville and..Nashville Railroad
Company have a ohsrter for the extension
of their Lebanon branch to the State line
of Tennessee, near Elk Gap, the northern
terminus of the Knoxville and Kentuoky
Railroad. This br an oh if virtually o omple
ted to London, leaving only forty-five Bailes
of road yet to be built. Th ig portion of the
road lias been surveyed, and ?ho estimated
beat is $1,360,000. Ot this sum, the City .
of Louisville, ws are Informed, has sub?
scribed $1,000,000, to bs paid as the work
progresses. Of the Knoxville and Ken?
tucky Road, niuo teen-.miles remain to be
built, at aa estimated cost of $760,000,

hundred and fifteen miles, .?vtvyy itio^'ititd I '
"' :,Tu* advoce tea of thb Chi^ttanooga route
have recently advanced as an argument, in
favor of their route, that by building a
branch road from Chit wood's to Elk Cap, a,
d?tanos 'bf only twenty-five and a half
miles, they can reduce the distance from
Cincinnati to Knoxville, by their route, to
two hundred and ninety-six miles, or only
twenty-two rhilss.more than by the propos?
ed direct route; the distance from Cincin?
nati to Knoxville, 'by tho direct Knoxville
routs, being two hundred and seventy four
miles. We would add, that by thia route,
we would be brought somewhat nearer to
Louisville than by any Other. ' Thia advan?
tage of Louisville Will ultimately compel,
Cincinnati to build ? road"from Paris to
Loudon, which will give us precisely the
[??sf?i?o?ipn': .welfcaVe; ;*M ..Wp^j|;()^dy?o?tsd.
j Ws shall, however, not insist upon tbiB
point, as it ia not' essential to our purpose,
our connections being BufEoiont without it.
Taking, these various routes, the distan?
ces between Oinotnnat: and Charleston ar?
as follows : , ai:;.;
By the Louisville Road via Danville *725 miles.
By the Chattanooga route, adopted
?> by the Common Connell, and ? -
. diverging at Obitwood'u...7Q8vmitos.'
By the direct route to Knoxville.... 684 miles.
This proves, that BO lar as WS are cou
cerned, the final adoption of tho Chattattoo
gs routs will add only twenty-two miles to
the distance between sar city and Cincin?
nati. Tho oonneotion with the interior of
tho Stats would bs affected to tbs sams
" ax tent ' and no mofe. Tbs distance1 from
Charleston to Louisville would-bs somewhat
leis by the proposed Chattanooga routs
than by any other.
Tho Chattanooga route, from Nioholas
vUls (to which point the road is now in
actual operation,) lb Obit wood'? -pim**
through a comparatively level oouutry, and
it is probable that the road to thU point
and thencs to Elk Gap, m weil as the Loa
ie ville Road from London to Elk Oap, Will
bola be completed within two, years, or
quits as socs as we can ossnpltU ins Bins
Kidge Road. Tue real difficulties of the
Chattanooga Road oommenoe at Chitwood's,
as from that point to Chattanooga it traver?
ses a mountainous country, and at least
four years will be required lo oomplote ii;
but in that portion ef tho road we have no
interest whatever.
It will thus be seen that, so far as we are
oonoerced, the disadvantages of the Chat?
tanooga route, as recommended by tho Com?
mon Council of, Cincinnati, are limited to
an increase ef' distance by ono roulo of
twenty-two miles, and by another of thirty?
nine miles, both of whieh will be built, while
we shall make a small gain in the distance
to Louisville. '::
The additional cost of the road to Chat-;
tanooga, inoluding the branch from. Chit?
wood'a to Elk Gap, will exceed $4,000,000,
and it will require over four years to oom
plot* *JUe road te Chattanooga. These are
serious disadvantage* to Cincinnati, bm
they in no way affect us.
Ia confirmation of these views, we print
the following extract from a letter received
by a gentleman of thia city, from, an old
and highly respectable and intelligent mer?
chant of Augusta, Georgia :
'Hast night read with much pleasure the
report to tho Mayor of the good old city, rela?
tivo to ibe Biuo Ridge Railroad. I am per?
suaded that the truo interest of Carolina is, to
push Onto early completion this road, and to
build it to Knoxville, on as nearly an air-lino as
tho character of tho country will admit; thia ia
the last hope of Charleston. I am in hope, that
the Ohio people will conclude to come direct to
Knoxville, and if not now they will ultimately.
Charleston, I think, is entirely independent ot
them, and they will only seek that outlet
(Charleston) because it is to their interest to
do BO, and this they will lind out sooner or
later,
-. "My object, in writing*, ia this: The people of
the West are great upen a *Gulf port' outlet
to the great Gulf bf' Mexico, to command tho
trade of the Weat Indios and South Amesiex;
i and I supposo they ase honest in the opiaioo
! that through Mobile ox-New Orleans this would
be the case. . You and I know quite the con?
trary, abd this idea I wish you to elaborate
to them. Charleston is much nearer to ail the
West India ports than Mobile or Now Orleans;
the luturo value of the West Indies being, aa I
think, in tho islands, other than Cuba- The
French and English possessions are vastly
progressive, and under a well regulated system
of Coolie labor, there la no tolling what their
product maybe. British Guiana alon?is capa?
ble ot making SUA or to the extent of a million
of hogsheads yearly. Now, suppose you wish?
ed to ship one thousand barrels of flour from
'New Orl?ans to Jamaica, Bar ba d JOS, Trinidad,
or Demorar? on i)x? main, or any other island,
except Cuba, br to any p'ort on the South
American coast, you have, after leaving, "New
Orleans, to mike the coast of Cuba, then cross
there tho Gulf streamHorth of Capt) Florida,
then stand away to strike the trade winds, and
your passage tb Barbadoea is aay twenty-six
days;, from Charleston it would be six, not
moro. You, or ra th or they, will say, steam
must bo used; well, it ia too costly, lt is true,
a smart vessel might beat to windward, say
south, of Janiiioa; by this she- would ba Hay
sixteen days. Ask some of your old oaptains
about this; I think tho point worthy of being
mentioned."
In our opinion then the whole result maj
be summed up in A few words. Cincinnati
acknowledges the commercial necessity of
a connection with Knoxville by proposing
to build the branch road from Chitwood'a
to Elk Gip. Louisville is in a position to
strike down at onoe and give us the same
connection with that .city that we should
have had if Knoxville had been taken as the
terminas of the Cincinnati line. Louisville
can readily obtain the money to make her
connection with Knoxville; Cincinnati will
be. able to complete her road to Chit wood's
and the branch to oonnect her with Knox?
ville in two years' though it will require
four to complete her road tb Chattanooga:
so that by the time we can completo the
Blue Ridge Road, wo shall have the short
est possible Connection with Louisville, and
j a ooah eb t iou with Cincinnati only twenty
two miles longer thau if Knoxville had be^n
chosen; ;: . . .1 : .
This is enough for u% aud proves the
necessity of going to work at once to com- '
