The exten? siva sales of land in small portions to white immigrants, who are cultivating the land them? selves, renders it necessary for colored labor? _ ''-'?ris to go further South iu order'to seek em , ployrnent. Over three hundred.colorod people have gone South by rail from Virginia in tho * last month. Indications aro that the number during the .present, month will be greatly in excess of last month. -It is pow Announced that Mr. .John Bussell , Young has actually left the New York Tribune office, and will shortly sail for Europe as an 1 agent for Jay Cooke. The office of managing' nr. editor of the Tribune is abolish edi. Mr. Gree? ley is not only editor of the paper de j?re but . def ado, and m his absenoe Mr. Whitelaw Reid is to bo obeyed and respected in accordance JJ with general orders issued from the meeting ' room of the Tribune stockholders. There has also been quite a change among the small fry and other hangers on of t he-office, but they are of no importance to the outside public Mr. Young, it is, said, will, upon bia return from Europe, press his law-suit against Dana to the very bitter end, as he will be able. to show actual "'damages sustained by the Sun publications. ' Thc New York Legia'atare has recently passed an oct in relation to the compounding < of physicians' proscriptions. By the terms of the law no apothecary is to permit any person in his employ to put up a prescription unless said person is a medical graduate, or nas served an apprenticeship of two years in a drug store. V>olations of tba p ovisions of th? act are to be deemed misdemeanors and pun? ished by a fine of one hundred dollars, or im? prisonment tor six months in tho county jail. If death ensues, the offonoe is to be deemed felony, and punished by a fine of not loss Iban oue thousand dollars nor more than five thou? sand dollars, and imprisonment ia the State prison for not less than two nor more than four years, or by both fine and imprisonment, lu the -discretion of the court. -Speaking of the Alabama claims and our new Minister to England, a Washington tele? gram to the Ne* York Times says : "Mr. Motley's sentiments on the Alabama question are kpown to be iu accordance wHh the recent speech of Senator Sumner, and many indioa 4 ions have been developed within the last two or three days which go to show that the Presi? dent and the Secretary of State very nearly ooh.olde with the Massachusetts senator. The indication* at present are that the settlement Of th's question Will ntit be immediately attempted, unless the English Government should refuse to listen to the advice of the leading London papera and initiate negotia? tions. A foreign war ia one of the Isst things which President Grant would desire, bat, at the same time, the settlement of a question of the magnitude of the Alabama difficulty on ?ny other than terms satisfactory and hon? orable to the United States as a nation, le uue o? ino lo--i tuluaa nu wouiJ ado,H or sc notion. A fi; rn. temperate policy will be purdue-1, and uo undue haete at a solution ot tho quoation will be uBed wh le tbe presmt angry tono nod fool mg io England lane. One thing ia cor am, that Miniater Motley will not tho first thing oudoavo*- to b?ing i>bout an understanding on the subject. His first effort will be to negotiate the Naturalisation Treaty, the protocol to which was passed on by the Senate during tho first gestion of tho Forty first Congress. Then, again, he will bare to uso all his diplomatic ability to effect tho ne? gotiation of a Consular Tteaty, similar to tbe treaties the United Staten has with almost every other country in Europe except Great Britain, and whioh, for several years past, she has steadily refused to make. The Alabama claims will, it is expected, come up incidentally ia the discussion of those measures. If tho question is Bottled before tho end of 1870 it vf ii: be considered that good progress has been made by Air. Motley." CHARLESTON FRIDAY MORNING, MAY 21, 1869. 'lbre h Uh Church Bill. On the 31st of this month the Irish Church disestablishment bill comes up for finai action in the House of Commons. Mr. Gladstone is entire master of the situation, ao far. as the popular ourrent is ooncerned. His majority in the Commons is on the in? crease, instead of growing smaller; and if an appeal were made to the people he would be sustained in the most triumphant man? ner. In the face of these fee ts, it will neither be wise nor politic for the Lords to put themselves in direct opposition to the popular ourrent. If they do, it will sweep them away. They yielded to Catholic emancipation and the ora law agitation, and they will aot in a like manner on the Irish Church bill. They may stand out for the best terms of capitulation, but capitu? late they will in the end. At the same time the Liberal leaders are Awakening to the danger that the disestab? lishment of the Irish Churoh may not sat? isfy the Irish people. The pledge has already been given by the ministers that they .will, at the proper time, introduce a bill arranging anew the land tenure in Ire? land. No more is known of the manaor in whioh this difficult question is to be dealt with than was known of the plan to be pursued in regard to the Church Establish? ment, before tho reading of the disestab? lishing bill. The Cabinet will mature and perfect, their proposition at their leisure, so that when it docs come before Parliament it will be as a carefully considered and well balanced whole. In the meanwhile, the Irish landowners fear that something may be done to injure them, while the Irish peasantry confidently hope that they will have an opportunity of improving their present precarious condition. In both measures-the Churoh bill and the Land bill-it is the evident intention of the government to show the country that they will do all that they can to paoify and content Ireland, so that, aa their organs de? clare, they may be in a position to oh ec lt at _e<^u cannot grant. T^fce j^i|be?al party are resolved to give the Irish all the privileges they may; but if any faith is to be reposed in the utterances of their lead? ing men, they will meet with a firm front any agitation which has for ita object either the repeal of the Union or the modification of the territorial relations between Eng? land and the Emerald Isle. It still, how? ever, Beems most likely that nothing short of independence will satisfy the Irish at home .and abroad, and that whatever tho English Liberals may do will be treated rather as a confession of. weakness than as a proof of a general desire to do what is just and right. The War In Paraguay. The Paraguayan war still "drags its slow "length along." Since the battle of Villeta the allies have been busy in endeavoring to heal the wounds in their own organization, produce a concert of action, arid prepare far an advance. In order to accomplish this, commanders have been changed all round; Caxias has been recalled to Brazil, and the son-in-law of Don Pedro II, Comt? d'Eu, oharged with the supreme.command. Subordinates have also been shifted from one position to another, and in thia man ber a hew face put upon military affairs at Asunoion and in that vioinity. The mean? ing nf all this is a final attack upon Lop?z, whioh, it is expected, will take place within the next ten days, if fresh desertions sod other causes do not delay the allied column This time the march will bs into the infe? rior, And without th? support of gunboats. This will make the contest more equal, al? though tire forces of the allies will far out? number those of Lopes. After, the de? feat of the Paraguayan, army at , Vii leta, Lopez moved inland, and is now Sorti fiad at ? strong point Upon the railroad from Asunoion.to Villa Rica, not far from Asun? oion-so hear, indeed, that his raiding parties are. sweeping off men, o AI tie and supplies from within the allied picket line Toe force which L>pez has gathered from the remnants of hm army and recruits amount to ab? u' five thousand men, with from six? teen to twenty pieces of cannon. Tbe allied forCQ is fWefity-siJr, thousand. Deducting from these the one-third whioh never can bo found.in an attack, we shall find that the remainder is scarcely a sufficient lores to promise a speedy termination, of the war in favor of the allies, unless they are so fortu? nate as to punish Lopez severely in the first encounter. If he can check the advance, fall back and check them again, while at the same timo harrassing them by raids, forays and flank attack?, tbs oontest may bs protraoted until the allies will be obliged to retrace their steps and be oontent to hold that portion of Paraguay immediately bordering on the river. While this is the present condition of affairs in Paraguay, two oommiisioners from Lopez have arrived in this eouairy. Tbs preoise object of their mission bas not b en made public. 1 ?> -??-?ss?- ne <j i 11.
