the law no apothecary is to permit any person
in his employ to put up a prescription unless
said person is a medical graduate, or nas

treaties the United Staten has with almost every
other country in Europe except Great Britain,
and whioh, for several years past, she has
steadily refused to make. The Alabama claims
will, it is expected, come up incidentally
ia the discussion of those measures. If tho

'lbre h Uh Church Bill.
On the 31st of this month the Irish
Church disestablishment bill comes up for
finai action in the House of Commons. Mr.
Gladstone is entire master of the situation,
ao far. as the popular ourrent is ooncerned.
His majority in the Commons is on the in?
crease, instead of growing smaller; and if
an appeal were made to the people he would
be sustained in the most triumphant man?
ner. In the face of these fee ts, it will
neither be wise nor politic for the Lords to
put themselves in direct opposition to the
popular ourrent. If they do, it will sweep
them away. They yielded to Catholic
emancipation and the ora law agitation,
and they will aot in a like manner on the
Irish Church bill. They may stand out for
the best terms of capitulation, but capitu?
late they will in the end.
At the same time the Liberal leaders are
Awakening to the danger that the disestab?
lishment of the Irish Churoh may not sat?
isfy the Irish people. The pledge has
already been given by the ministers that
they .will, at the proper time, introduce a
bill arranging anew the land tenure in Ire?
land. No more is known of the manaor in
whioh this difficult question is to be dealt
with than was known of the plan to be
pursued in regard to the Church Establish?
ment, before tho reading of the disestab?
lishing bill. The Cabinet will mature and
perfect, their proposition at their leisure, so
that when it docs come before Parliament
it will be as a carefully considered and
well balanced whole. In the meanwhile,
the Irish landowners fear that something
may be done to injure them, while the Irish
peasantry confidently hope that they will
have an opportunity of improving their
present precarious condition.
In both measures-the Churoh bill and
the Land bill-it is the evident intention of
the government to show the country that
they will do all that they can to paoify and
content Ireland, so that, aa their organs de?
clare, they may be in a position to oh ec lt at

party are resolved to give the Irish all the
privileges they may; but if any faith is to
be reposed in the utterances of their lead?
ing men, they will meet with a firm front
any agitation which has for ita object either
the repeal of the Union or the modification
of the territorial relations between Eng?
land and the Emerald Isle. It still, how?
ever, Beems most likely that nothing short
of independence will satisfy the Irish at
home .and abroad, and that whatever tho
English Liberals may do will be treated
rather as a confession of. weakness than as
a proof of a general desire to do what is
just and right.
The War In Paraguay.
The Paraguayan war still "drags its slow
"length along." Since the battle of Villeta
the allies have been busy in endeavoring to
heal the wounds in their own organization,
produce a concert of action, arid prepare
far an advance. In order to accomplish
this, commanders have been changed all
round; Caxias has been recalled to Brazil,
and the son-in-law of Don Pedro II, Comt?
d'Eu, oharged with the supreme.command.
Subordinates have also been shifted from
one position to another, and in thia man
ber a hew face put upon military affairs at
Asunoion and in that vioinity. The mean?
ing nf all this is a final attack upon Lop?z,
whioh, it is expected, will take place within
the next ten days, if fresh desertions sod
other causes do not delay the allied column

This will make the contest more equal, al?
though tire forces of the allies will far out?
number those of Lopes. After, the de?
feat of the Paraguayan, army at , Vii
leta, Lopez moved inland, and is now Sorti

Asunoion.to Villa Rica, not far from Asun?

Toe force which L>pez has gathered from the
remnants of hm army and recruits amount

teen to twenty pieces of cannon. Tbe allied

from these the one-third whioh never can
bo found.in an attack, we shall find that the
remainder is scarcely a sufficient lores to
promise a speedy termination, of the war in
favor of the allies, unless they are so fortu?
nate as to punish Lopez severely in the first
encounter. If he can check the advance,
fall back and check them again, while at
the same timo harrassing them by raids,
forays and flank attack?, tbs oontest may
bs protraoted until the allies will be obliged
to retrace their steps and be oontent to
hold that portion of Paraguay immediately
bordering on the river. While this is the
present condition of affairs in Paraguay, two
oommiisioners from Lopez have arrived
in this eouairy. Tbs preoise object of
their mission bas not b en made public.
