Alder? man Collins, nevertheless, was as cool as a concentrated cucumber, and xelated a horrid tale about Alderman T. J. Mackey and the dis? tribution of the spoils. He said that T. J. called on him and told him that ander the present State Constitution % man could bold half a dozen offices, if he could get them, and the plan WAS for every Alderman to have at least one of the best city offices, either in his own name or that of ? near friend. When the Mayor called the Council to order the following were present : Aldermen Ged? dings, Potter, Cunningham, Collina, T. J. Mackey, Barrow, E. W. M. Mackey and Greene, and these colored Aldermen: Holloway. Hamp? ton, Brown, E. P. Wall, L. F. Wall, Small and Thorne. The Mayor said that the bill to declare va? cant certain offices, for the ratification of which Council had met, was in a peculiar con? dition, as it waa not in the form of an ordi? nance as was required by the rules. No motion had been made to have the title of the bill changed to au ordinance, and it came before Council simply as a bill. ?He would only state the facts and leave the decision of what should be done in the hands of Conncil. E. P. Wall (colored) asked whether tbe title .of .the bill could not be changed to an ordi nanoo. .The Mayor|Baid that this would be regular, and Wall -"sweet Wall"-moved to change the title to an ordinance. This brought to his feet Alderman Geddings, who asid that tho bill might be ratified, but the ratification when done would amount to no? thing. Ht was too late now to go through tho form preeenbe j by the rules, and he there? fore moved to lay the bill on the table. He would theo move an adjournment of Council. The motion to lay. on the table was lost ayes 5, noe? 9. Alderman E. W. M. Mackey said it was evi? dently tbe intuition in reading the bill a third time,**orderiog its engrossment and calling a meeting for its ratification, that the form of changing the title should have been complied with, whether a motion for that purpose had been made- or not. The vote by which it was engrossed might be reconsidered and the necessary order giren. . The-Mayor said it had not been done, he supposed, through inadvertence, and he only wanted 'o see whether the dilemma could Le got over in a parliamentary way. ?A scattering discussion followed, during which it became a question whether Alderman Goddinqa had risen before a motion to change the title had been soconded. Alderman Grce no said, witb much v?h?mence, "It was not seconded when the Alderman arose." Hollo? way, colored jumped up and said with equal enfpbasis, "I say that it was." Alderman Geddings took the floor, and con? tended that the title must be regularly chang? ed according to the ruie?. The meeting was held to ratify "a bill,' and not "an ordinance," and be hoped the Mayor would hold Council to that point. He said that the Council had made itself the laughing stock of the community, and be did not wish to see the exhibitions of the previous evening* repeated. Let ns ratify the bill, he said, and go home. Tho motion to change the tit lo of the bill to an ordinance was carried, and Alderman God dings said he hoped that the clerk would be ordered to have the bill printed and laid be? fore Council at the next meeting. Alderman E. W. M. Mackey moved that the ordinance be ratified. The Mayor said there was another dilemma, as it was customary that all bills should go to the Committee on Engrossed Bille for examina? tion and report. E. P. Wall (colored.) That ls not the cus? tom here. Alderman Geddings. It has always been the custom, and there is a committee on engross? ed bills appointed by the Mayor for that very purpose. The Mayor. We are without any committees. A motion that the bill be ratified was adopt? ed, and the Clerk of Council said that he would now, in accordance with his duty, sub? mit the bill to Aldermen T. J. This motion, having precedence, was put first and carried, and Council adjourned to Monday night.
