-A Richmond (Va.) correspondent of lhe
New York World writes: "It seems to be a
sure thing that we are to have a negro num?
ber of Congress from Virginia. Already three
gentlemen of color have presented themselves
for our suffrages, and at least two of them
stand a chance of election. 'Doctor' Thomas
Payne opposas himself to tho regular carpet?
bag nominee in the Norfolk District. Ho is as
black a negro as the Almighty ovor modo, and
boars all tho characteristics of a gonuine Afri?
can. His eyes ai"? largo, with a superfluity of
white; his nose is as flat as a panenke; his lips
i present the appearance of a very large tomato
mashed in two by a cart wuoel; and his teeth,
in contrast with bis very black complexion, aro
white as the purest ivory. Ho wears a milk
white choker and neckerchief, which once led
somebody to dosoribo bim as a Mar baby paep
ing out of a crea n pot.' Such is B lyne-ouly a
little more so. Withal.he is eutiroly unoduoated;
uses 'dis' and 'dat,' 'dar' aad 't'other,' with all
tho fluency of a oom field hand, but at the same
time is remarkable for his originality ot ex?
pression and large store of anecdotes. What
a sensation he would make as tho "gentleman
from Virginia" in the House of Representa?
tives 1 : Here would be a real test or the wil?
lingness of the Radicals to admit tho negro to
All tho privileges of the white race. And
Bay no, who ie himsolf a violent Radio il, says
he means to run for Congress just to put the
' professions of his political brethren to this se?
vere trial. Norton, who also calls himself
'Doctor,' is the regular candidate in tbe York?
town District, despite tho efforts of tho Con?
trai Committee to buy him off. He know? bis
letters, and, indoed,. can read and write and
cipher, but is a most remarkable embodiment
of ignoronoe and conceit. He is a freokled
faoed mulatto, wearing glasses and sportibg a
gold-headed cane. Rev. Fields Cook wishes to
represent tho Richmond or Metropolitan Dis?
trict. He is a preacher, pretty well educated,
and, truth to say, is a much better man tban
the carpet-baggers from Now York whom he
opposes in the can vase.

THURSDAY MORNING, MAY 20, 1869.
The Value ol ?old..
During the past four weeks gold has adi
vanced 12 per oent. in the face of the con?
trary expectations of many well informe4
persons, who entertained the opinion that
-the-price of gold was regulated by the po?
litical circumstances of this country. The
incorrectness of such an opinion, and the
true causes of tho advance in. gold, may,
we think, be easily shown.
It is now acknowledged that the prosper?
ity of a nation is shown by the value of ita
exports, and as soon as its imports ave in
excess of the former, one of two conditions
is Bhown to exist: if the excess of -imports'
1B paid for by the profits of trad*,, it of
course shows prosperity; but if trade has
been unprofitable, that exooas.then, shows a
Now what has been the condition of oom- j
meroe during the post niuo months ? Con?
tinuously unprofitable. It may be safely
aat.umed that the majority of the foreign
merchants of the United States hare eoaroe
ly cleared their running expenses, and but
'few hat? made any profit; while iii Europe,
mercantile failures have been frequent and
heavy. -
tu Tbs exports of the United States for the
period mentioned have beeb $45,000,000
less than for the corresponding period of
lost year, while the imports have been
$80,000,000 bm exoess of those of the same
period; maxing a difference against this
: country of $76,000,000, whioh could not be
equalised by the profits of commerce, for
there have been none, and whioh conse?
quently have had to be paid in gold or an
equally valuablo commodity. About $60,
000,000 of this, amount have been paid in
United States bonds and the balance ia gold.
Exclusive of these bonds, there have been
purchased by parties in Europe for invest?
ment, about $80,000,000 more, particularly
of late, On account of the political distur?
bances with which they ai*e momentarily
threatened. So that altogether there arfe
now held in Europe about $880,000,000 of
United States bonds. J ???
So long as ?. nation's debt is held by its
own people, it is comparatively safe, for it
may repudiate without fear, save as to its
future credit; but when held abroad, suoh will
not be permitted. Every dollar of the $880,
000,000 held in Europe must be paid by our
government in gold, even if it hus to bo extort?
ed by something stronger than moral sua?
sion. We have paid our debt, contracted
through commerce, by new debts, aid of
course om credit is suffering. Tho debt in
truth remains-dt is nott yet cancelled.
This is one cause of the advance ita gold.
Again, the public debt baa been increased
$29 000,000 during the past year. If this
occurs, instead of a decrease,: during the
fourth year of peace, what have we to ex?
pect during tho foui more years during
whioh the present corrupt administration
will he in power ? ? .' r
lu 1864, gold touched 280; but no well
informed person presumed that this showed
the true depreciation of the ourrency, but
more properly a publie distrust and unrea?
sonable excitement. Recently, with the
currency inflated 60 per cent, and a dieas
trous state of trade, it touched 180, and wei
have no reason to presume thia to be its
true value more than the other. The (ruth
is, that the currency is more depreciated
than the price of gold shows. Tho, latter
has been kept down below its tras value,
sud sooner or later must rise to th? level
of the depreciation of th? currency. The
supply of gold iu this country is rosily
ouly apparent. We hear of immense sales
in New York, sometimes ss much as $170,
000,000 daily, ?ll of whioh is done with tbs
use of not more than $8,000,000 of real
ooin. This is effected by means of the gold
exchange bank, where balancea sr? settled.
This institution waa established to facili?
tate gold transaction^ diminish the demand
for the real article, conceal tb? pauoity of
gold by Vn apparent abundance, and thus
keep bp the value .of national currency.
This currency le now quoted st 71 oent? to
the dollar; bat with th? surrounding slr*
.umstsnoes of the present and th^ future,
it ls hard to sss how. it caa bs worth more
than about 60 cents. We shill soon se?. "

For many months past tho State of Ala- j

of the two States have been busily engaged
in negotiating a settlement. Oa Tuesday,

far as the representatives of each State
were oonoerned, as follows : Tho portion of
Florida west of the Apalachicola is sold to
tho Stato of Alabama, for the sum of
$1,000,000 of Alabama bonds. Tho bends

THK NEW YORK TOUS tokos a just and sen
siblo view of the condition of affairs in the
South, and has already boon blackguarded by
the Tribune for daring to tell the truth. The
Times says : "We do not believe these tales of
wholesale murder and oppression, nor do wo
give oredence to the allegation that "loyalists"
are systematically persecuted and hunted
down. There was a tune, undoubtedly, when
I in some localities a hostile spirit ran high, and
whon the assertion of Republican opinion in?
volved more or less peril; but trustworthy evi?
dence seems to* show that this state of things
no longer exists. So far as we can judge, life
and property are> quite as secure at tho South
as at the North. Taking population inSo ac?
count, we are convinced that* the percentage
of crime is no greater anywhere in the South,
and ocr tain ly uot in. Georgia, than in the North
or West. For ovory murder committed there
we will undertake tc find ? murder here. JSor
every outrage that admits of verification* in
Georgia, we will 1 race-'a parallel outrage in In?
diana or Now York. Ney, we are persuaded
that, all things considered, there is less cn une
in Virginia, iu South Carolina, in Alabama, a**e
. even in Georgia, than in. this State or in other*
parts of the North. This city could easily
' Bupply a chapter of horrors, of recent date;
: which, by a parity of reasoning. Southern cfc

f demoralization. Such an application of facts-,
would be unwarranted;; bot it would be no'?
less legitimate than the endeavor of tho Anti
'Slivery Society fanatics to- arraign the who'?
Houtb for the acts of its- criminal class. It ie -
absurd to look for a greater average of virtue,
or greater immunity from; crime, than we aro
contented with hore. What Georgia and itu
neighbors may fairly plead is, that in respect
of offences against person and property, they,
havo nothing to fear from, comparison wi th J
