Tbe Value of ??old.
' Paring the past four weeks gold has ad
vance i 12 per cent, in the xaee of the con?
trary expectations of many well informed1
persons,- who entertained the opinion that
the price of gold was regulated by the po?
litical circumstances of (his country. ' The
incorrectness of such an opinion, and the
trae causes of the advance in gold, may,
we think, be easilj shown.
It is now' acknowledged that the prosper?
ity of a nation is shown by the value of its
exports, and as soon as ita imports are in
excess of the lormer, one of two conditions
ia Bhown to exist: if the excess of imports
ts paid for by the profits of trade, it of
course shows prosperity; but if trade has
been unprofitable, that excess then shows a
grave fault and forbodes impending evil.
Now what has been the condition of com

merchants of the United States have scaro

few have made any profit; while in Europe,

period mentioned have been $15,000,000
len than for the corresponding period of
last year, while the imports have been
$30,000,000 in exeees of those of the Bame
period, making a difference against this
country of $75,000,000, which could not be
equalised by the profit? of oommerce, for
there hate been none, and which conse?
quently have had to be paid'in gold or an
equally Valuable commodity. About $60,
'000,000 of this s mount have been paid in
United States bonds and the balanoein gold.
Exclusive of these bonds, there have been
purchased by parties in Europe for invest?
ment, about $30,000,000 more, particularly
of late, on account of the political distur?
bances with which they are momentarily
threatened.- So that altogether there are
now held in Europe abott $830/O00;000 of
United States bonds.
So long as a nation's debt is held by its
own people, it is' comparatively safe, for it
may repudiate without fear, save as to Us
future credit; bat when held abroad,such will
noibe permited. Every dollar of the $880,
dOO.OOOneld in' Europe must be paid by our
govornmeat in gold,even if it has to be extort?
ed hy something stronger than moral sua?
sion. We have paid oar debt, contracted
'brough commerce, by new debts, abd of
course out credit ic suffering. The debt in
truth remains-it is not' yet cancelled.
This ts one cause of the advanoe in gold.
" 'Again, the public debt haB been increased
$29,000,000 during the past year. If this
occurs, instead of a decrease, during the
fourth year of peace, what have we to ex
peet during the four more years daring
which the present corrupt administration
will be in power ?
? Ia 1864, gold touched 280; but no well
informed person presumed that this showed
the true depreciation of the currency, bu:
more properly a public distrust and unrea?
sonable excitement. Reoeuily, with tin
currency inflated 50 per cent, and a disas
imus state of trade, it touched 130, and we
bave no reason to presume this to be its
true value more than the other. The truth
ia, that the currency is more depreciated
than the price of gold shows. The latter
has been kept down below its true value,
and sooner cr later must rise to the level
of the depreciation of the currency. The
supply of gold in this country is really
only apparent We hear of immense sales
in New York, sometimes as much as $170,
000,000 daily, all of which is done with the
use of not more than $3,000,000 of real
coin. This is effected by means of the gold
exchange bank,*where balances are settled.
This institution was established to facili?
tate gold transactions, diminish the demand
tor the real article, conceal the paucity of
gold by -au apparent- abundance, and thus
keep up the value of national currency.
This currency is now quoted at 71 cents to
'he dollar; but with the surrounding cir?
cumstances of the present and the future,
it is hard to see how it eau be worth more
than about CO cents. We shall soon see.

ida. Fur several days the Commissioners
of the twa States have been busily tngaged
in negotiating a sottlemenf. Oa Tuesday,
we understand, the matter was decided, so
far as the representatives of each State
were concerned, as follows : The portion of
Florida west of the Apalachicola is sold to
the State of Alabama, for the sum of
$1,000,000 of Alabama bonds. The bonds
to be delivered when the sale is ratified in
accordance with law. This" sale or transfer
has to be voted upon by the people of West
Florida, and after being ratified by the
Alabama and Florida Legislatures, is to be
iubject to the rejeotion or approval of Con?
gress.
THE NEW YOBK TIKES takes a Just and sen?
sible view of the oo.idition of affairs in the
South, and has already boen blackguarded by
the Tribune for daring to tell the truth. The
Times says : "We do not believe these tales of
wholesale murder and oppression, nor do we
give credence to the allegation that "loyalists"
are systematically persecuted and hunted {
down. There was a tune, undoubtedly, wheu
in some localities a hostile spirit ran high, and
when tho assertion of Republican opinion in?
volved more or lets perd; but trustworthy evi?
dence seems to show that this state of things
no longer exists. So fax as weean judge, life
and property are quite as secure at the South
as at the North. Taking population into ac?
count, we are convinced- that the percentage
of crime is no greater anywhere ia the South,
I and certainly not in Georgia, than ia the North
or West. For every murder committed there
we will undertake to fl odia murder here. For
every outrage that admits of verification in
Georgia, we will trace a parallel outrage in In?
diana or New York. Nay, we aro persuaded
that, all things considered, there is less crime
I in Virginia, iu South Carolina, in Alabama, and
even iu Georgia, than in t hii-S t a to or in other
parts of the North. This oity could easily
supply a chapter of horrors, of recoma date,
which, by a parity of reasonings. Southern.ob
