persons have of dyeing the hair. The rever?

The War (Question.
While Cuba and the Alabama olaims keep
the people of the United States on the OMI
vive for a war with one or more of the Pow
ers of Europe, there are signs that some,
at least, of those same Powers will before
long haye' warm work, and quite enough ol
it, nearer homo. It is agreed on all Bidet
that the misunderstanding between France
and Belgium, on the subject of the interna
tional railroad and the abrupt cessation ol
negotiations therefor, has a significance fai
beyond the infringi importance of the work
whioh has been the pretext of the quarrel ;
and the tone of the foreign press would in
dicate the very general oonviotion that
Napoleon is at last disposed to exohange
diplomacy for the sword, and that the long
expected struggle for the mastery between
France and Prussia is about to begin.
The Belgian railroad difficulty, the
ostensible cause of dispute, it will be re
membered, originated in the refusal of
Belgium to permit the ratification of a con
tract between the railway companies of
Luxemburg and east France, for the estab
lishment of through communication betwoen
France and Belgium. In a commercial
point of view, the construction of an inter
national railroad would have been of vast
benefit to both powers, more particularly to
Belgium; but the government of that State
saw fit to regard it as rather a hazardous
and unprofitable experiment, . inasmuch as
it afforded Napoleon an opportunity to plant
an army tight in the heart of the country
without a moment's warning. Prudential
consid rations demanded that Belgium
should be cautious and not afford her pow
erful neighbor any such facilities for war
and invasion. The negotiations between the
railway companies were, therefore, prompt
ly boken off, and the proposal to discuss the
question in convention declined.
Here the matter should have ended. If
Belgium did not want a railroad across her
boundaries, it was dearly her right to say
so ; but the press of Paris started the cry
that the grand nation" had been insult
ed, and Napoleon, who doubtleas takes the
same view. of. the c se> soema to have made
no eli or LVO check the growth of this idea in
the popular mind. Possibly, ho imagines
that a disturbance of tho general peaoe of
Europe would offer an opportunity for
France to raise once mero the question of
the "Rhine frontier," and for this the.
French nation is at any tisse ready.
Throe weeks age the Belgian government
Sent a special envoy, M. Frere Orban, to
Pavia, to settle tho difficulty, bnt it seems
thai he met with bnt poor success. Napo
leon wanted to refer tho matter to a eonu
mission appointed by the various European
powers, but tho Belgian Minister insisted
that the question was purely an affair of
his government, and declined to submit
domestic affairs to foreign arbitration. The
! oable now announces that the negotiations
! on the subject have' been abruptly broken
off. In a few days, at furthest, we may
expeot news whioh will dooide the groat
question of peace or war between France
and Prussia.
Wilt ic Immigration.
The contention whioh meets in Columbia
to-day will doubtless be called on to dis
cuss the question of immigration, and in
entering upon ita consideration they will
not overlook the important fact that, as
long as the State is in tho hands of tho ne
gro party, all the work must be done by
tho white people of South Carolina, without
any. expectation of assistance from the
State government. This need not be an in
superable obstaole to commencing opera
tions at once, nor need it interfere with
preparations for tho creation of immigrant
; agencies in Charleston* in New York, at
Liverpool, Havre and Bremen, and suh
agenoiesoa the Continent and in Ireland.
Money most bo offered as an inducement,
For hana fide immigrants a bonus of at
least ten dollars per head-man, woman
and child-should be secured to the agents
to whom they aro traceable, to be paid, of
course, only after tho immigrants shall
have been settled on tho lands for two years
at least. It might also be admissable to
secure to tho immigrants something like
fifty dollars a hoad to buy seed and imple
ments asid for shelter and fencing. The
State has no lands to give away, and wonid
I give none, bnt there aro plenty of land
owners who would sell the immigrant as
much as he could cultivate on a five or to
years' credit.
Tho value of a white immigrant who
either settles down on land and improves it,
or who is a plain mechanic or laboring man,
may be (man, woman and ohild) set dow
at about a thousand dollars a head, to start
with. But besides their capacity of labor
and consumption, a groat many of them
bring along money, or they have inherit
ances ia Immediate prospect, and the mo
ney is sent to thom as they go oft extend
ing their operations If South Carolina is
earnestly bant on replacing tho emigrant
negro, whose tendency ie further south
ward, by tho white, hard-working immi
grant, Tier people have to Uk in hand this
matter largely and generously5 ad it? there
is nay thing that will pay a hundred, nay, a
tbousond-fold, it will be the aid that may
bo given to secure the white immigrant.
Reducing things to figures, always tho
most practically demonstrative and persua
sive, and calling each immigrant-man, wo
man sad ehil&-~to bo worth $1000 to begin

with, with proper .exertion now and State
aid hereafter, we may attract, on an aver
age, ten thousand human beings per annum
luring the next ten years, representing
an annual gain to the State of $10,000,000.
Tue real estate appreciation in Charles
ton and all over the Stato would be just as
sudden and extraordinary as it was in Cali
fornia in 1850, and as has been again the
case in the Mission "Dolores" near San
Francisco quite recently, when real estate
there improved ten-fold in ten months.
But there is a deeper moral and politioal
motive that should inspire us to strive
vigorously for an increase of white strength.
Every white, immigrant will add to the
power of the industrious and sober citizen.
Each one will cast his vote on the side of
intelligence and honesty, and not with the
party which, in this State, at least, has no
higher aim tuan plaoe and profit. With
Cuba oouverted into a St. Domingo or Ja
maica, the Southern States will not only be
the great cotton, tobacco and oom produ
cers, but sugar producers to boot, and
England, which may lose her E&st India
possessions any day, and the rest of Eu
rope, will then be more dependent on oar
produoe than they ever have been previous
to the war. If ever there was a groat and
brilliant destiny carved out by Providence*
for a country, oertainly it is ours. And
shall not South Carolina stand in the front
rank ?
The State Dent.
The return of the State debt, published in
detail a few days ago, shows that the only
change of figures, since the presentation of
the report of the Comptroller-General made
in October last, arises from the issue of
bonds to,the amount of $1,088,000 in ex
change for funded bills of the Bank of the
State. This brings th total State debt,
including arrears of interest, to $0,375,997.
This debt the State oan pay, and we are glad
to ses that provision has been made fer the
payment of the interest due in July. But
if we wish to keep the debt within reasonable
bounds and avoid a ruinous rate of taxa
tion, we must scrutinize every new project
' for bleeding the Treasury, and prevent the
; Legislature from making gifts of the public
money for any purpose whatever.
