ABOLITION OF THE DEATH PENALTY.
FLORENCE, April 24.--The Court of Appeal ,
fbi ch has had the penal code under considera
tion for s )ma time, has concluded its examina
ren, and the jadges have unanimously agreed
apon the abolition of tho death penalty.
MARINE DISASTERS.
NEW ORLEANS, April 27.-The steamer Lizzie
Hopkin , from Shreveport for New Orleans,
took fire on the 22d instant among the cotton^
stowed in her hold. She was saved with diffi
culty Ly partially Ailing her with water. She
arrived this evening slightly damaged. One
hundred and fifty bales of cotton were thrown
overboard.
GALVESTON, April 27.-The Norwegian bark
Nardcap, from Liverpool with three thousand
Basks salt, struck while crossing the outer har
yesterday and lodged until three o'clock this
morning, when she drifted on the south
bre ikers, bilged and is now full of water. The
vessel md cargo will be a total loss. The
schooner Mary D. Ireland, ashore off Pelican
ispit since the 17th, has filled to her hatches.
[Vbout one-half her car-ro will be saved; the
balan co with the vessel will be a total loes.

COLUMBIA, 8. C., April 26.-The indications
are that tho Agricultural Convention, to meet
in thia oityon Wednesday, will be a grand suc
cess. Nearly every room at Nickereon's has
been engaged in advance. The new hotel on
Main-8treet will also be well ulled, and Colum
bia expects to reap a good harvest daring the
continuance of Jthe convention. Crowds of
stockholders of the Creen ville and Colum
bia Railroad are expected here to-mor
row, to be present at the annual meet
ing, and it is said that nearly all will
bring their families. Tho South Carolina
Railroad Company have generously come to
the assistance of tho first named company, and
given them the use of several of their fine pas
senger cars for the accommodation of the
crowds expected.from the up-country. Many
of. the stockholders are also delegates to the
o?nvention. I have heard of no definite pro
gramme, but the feeling of the up-country
farmers and planters seems to bo for such con
sultation and action that will bring about har
monious relations and goo will between the
employers and employees, and the inaugura
tion of some general policy to meet the wants
of the State in the progressive tendency to
wards mora extended cultivation of small
farms.'
The movement to inaugurate a third or na
tive Republican party seems to have been
nipped very suddenly ia the bud. The disap
pointed have been satisfied, and have returned
to their homes. The Radical politicians here
are as keen and cool on these subjects as the
Northern air which most of them breatu-id
while learning their first political lessons. The
offices, they promise, shall be distributed
equally hereafter, and none but Republicans
are to be appointed.
The oontraet for fitting np the New State
House has been awarded to Mr. James M. Al
len, senator from Greenville. The following
estimates were received : James G. Bell, $23,
940; C. Waring, $22,000; H. F. Farmer A Co.,
$22,000; P. B. Fowle, $20,000; James M. Allen,
$16,600. Senator Hoyt, of Oolleton, has been
appointed superintendent of the work, which,
according to contract, is to commence on the
first of May.
It has boen decided in a recent case that all
commissions tor magistrates and notaries pub
lic taken out previous to the ratification of
the constitution, were vacated by it, and are
consequently of no effect. All acts done under
euch commissions have been pronounced ille
gal and void. The only legal magistrates are
those who have taken ont commissions under
the present State Government.
Governor Soott leaves to-morrow for Charlen

The work of erecting a lazaretto on Morris
Island has been given to Messrs. Sawner &
Ferguson, of your oity.
The new hotel has been very handsomely fur
nished. In addition to the parlors and sitting
rooms, there are fifty-five sleeping rooms.
Ex-Qoveraor Orr and family arrived here
last evening and pat ap at Nickerson's. The
Governor looks well, and his views on politi
cal affairs are as much sought after as ever.
The Land Commissioner, Mr. Leslie, is busi
ly engaged in the examination of State land
titles, in obtaining information relative to
landa in the hands of sheriffs seized for non*
payment of taxes. It is believed that over one
hundred thousand of acres of land throughout
the Sate will, under the late law, be cut up ic to
farms of twenty-five and fifty acres, and given
at a nominal value on a credit of five years to
those who will make actual settlement thereon
with their families.
-The Paris correspondent of the London
News goes into raptares over the Burlingame
ball, which, he says, was " the most memora
ble fete which Paris has seeu this season.". Mr.
Burlingame is "my beau ideal of a host," and
