SATURDAY MORNING, APRIL 8, 1889. Governor Scott Sowing thc Windi We learn that on Monday last orders were received at Abbeville Courthouse for the immediate formation of a company of negro State troops. Tho news'that $16 a month, army rations, and perhaps a uniform, could be had for the asking, spread like wildfire, and within twenty-four boura about fifty negroes were enrolled. Many of them had been working steadily in the field, but aban? doned their employers without leave or warning. No public notice of thia new prank was taken by the white people of the district; but Hutson Lomas;, a colored mem? ber of the Legislature, and another promi nant Radical, sent to Columbia an urgent request that the order for the enlistment of the negroes should be revoked, or at least suspended. This was, wa believe, the con? dition of affairs in Abbeville three days ago. Abbeville, at the time that the enlistment of negro soldiers began, was in a con? dition of profound peace. The laws, un? couth and anomalous as they are, were being regularly exeouted. No colored man was treated harshly or severely. Every white man was laboring steadily , to improve ME position, and to forget, if possible, for s little while, that the ancient commonwealth of South Carolina was ruled by the eman? cipated slave, the vicious renegade, and th? beggarly stranger. There was no shadow of turmoil or wrong in the whole diBtriot It is true that Governor Scott had d?clar?e Abbeville to be lawless and rebellious, anc that an attempt had been made to susy enc the writ of habeas corpus in that district and in Edgefield, Newberry and Laurens But it was shown by his evidence in th? contested Congressional Eleolion that "tin "Great Calumniator" was unable, or unwil ling, to tell the truth where white men wen in question; it was known that the Legisla ture, while rejecting the habeas corpus reso lu (iou, had authorized the Governor "lt "employ an armed force for the preserva "lion of peace," and to purchase two thou sand rifles; and it was hoped that the Gov emor, satisfied with the possession of au tocratio power, would n?Tbe hasty in its use But it seems that the lust of power and lov of the nogro have blinded Governor Scott, a it blinded others,who now bewail their folly Warning and exhortation have boen in vain Governor Scott has gone from bad to worse Beginning with Radicalism in a mild form with hobnobbing with negro men and gal anting negro wenches, he has risen to th leight of attempting to rule Abbeville Die triot by a bare half hundred freedmei And we oan understand that a man of hi calibre and notorious instability may hav been led to this madness by the very cain ness and temperance of the people of tl State. This people has borne more the the people of Georgia or Virginia or Ali bama or Texas have b orne; hoping al wa; to oonquer prejudioe and, hate by purity conduct and a faithful observenoe of priva and publie duty. Nor do we regret i South Carolina has four years of moder tion of thought and word to whioh she mi appeal. It stands upon the reeord. Ai we oan meet whatever may be in store 1 us with the consciousness that we have do all that honest men may. de to preset peace and avoid riot and bloodshed. Governor Scott is a man who learns no! ing by experienoe. Of the temper of tl people be knows no more than if he wi selling drugs in St. Louis. But what does in the future he will do with his ej open, with the full consciousness of 1 weight of responsibility whioh he careles assumes. We say to Governor Soott, though not with any idea that our woi will convince him of hie danger, that i white people of thia State will not aubi to be hectored and bullied by negro t diary. The white people of South Ca lina have a proud past, a psst which, tl do not forget; and they will not diahot the bones of their ancestors and diegr their wives and children by accepting their lords and masters a band of ne militia. They have gone far enough; < will endure no more. We make no threats. What we have n at heart is the maintenance of peaoe. there ie a peaee more terrible than v the peaee of the sword, the peaoe of and rapine; and thia ia the peace wi Governor - Soott would have. We do fear for the future. Though there wei regiment of armed negroes in every triot in the State, we should not falter doubt; for when onoe the instinct of i is aroused, Democrat and Bepublioan stand aide hy aide, and the fate of the dian will bo the doom of the freeda Nor do we forget the horrora whioh tn accompany a coi?test between the wi: and tbs blacks. Governor Soott is gowing the wind, him beware lost he reap the whirl wis destruction i Ttae Agricultural Convention. The Agricultural Convention, which moots in Columbia on the 28th instant, will, we hope, iuolude representatives from every district in tho State. In the up? country the proposition has been well re ouived, and we are now able to announoe that Charleston, Beaufort, Collcton and Georgetown will be represented If the attendance of delegates is as gene? ral as we have reason to expect that it will be, the Convention will be an imposing and influential body, representing the agricul? tural and mechanical interests of the whole State. For the first time sinoe the close of the war, tho planters and farmers of South Carolina will meet together to discuss the best means of regulating labor, and of in? creasing the fertility and productiveness of the soil, as well aa to consider whether any chango can advantageously be made in the theory and praotice of agrioulture. Many subjects of importance will be pressed upon their* attention, and we believe that the Convention will result, both directly and in? directly, in much substantial good. We presunto that thc districts w^ch have not already done so will appoint their delegates on Monday next. A circular, requesting a bri al of the preparation and a report of the result, aaoompanied each specimen. Four thousand of the moat eminent medical men la the Union promptly responded. Their opinions of tho article were unanimously favorable. Such a preparation, they said, had lon? been wanted by the profession, as no reliance could be placed on the ordinary liquors of oommorce, ah of which were more or leas adulterated, and (hereforo unfit for medical purposes. The peculiar cxellcnoo and strength of the oi of juniper, which formed one of the principal ingredients of the Schnapps, together with an unalloyed character of the alcoholic ele? ment, give it, in the estimation of the faculty, a marked superiority over every other diffusive stimu? lant as a diuretic, tonic and restorative. These sstiatactory credentiele from profeasional men af the highest rank were published in a con? densed form, and enclosed with each bottle of. the Sotanappe, as ene of the guarantees of its genuine nets. Other precautions against fraud were also adopted ; a patent was obtained for the article, the label was copyrighted, a jae simile of the proprietor's autograph aig*fltore was attached to each label and cover, his name and that of thc preparation were em? bossed on the bottles, and the corks were sealed with bis private seal. No ,8x11016 had ever been sold in thia country under the name of Schnapps prior to the introduction of Wolfe's Schied ana Aromatic Schnapps, in 1861; and the label was deposited, as his trade mara, in the United States District Court for the Southern District of New York durlog that yeanv It might be supposed by persons unarqnain'ed with tho daring character of the piratea who prey upon the reputation of honorable merchants by vend? ing deleterious trash under their name, (hat the pro? tections so carefully thrown around these schnapps would have precluded tho introductions and sale of counterfeits. They seem, however, only to have stimulated abe rapacity of impostors.
