-A dying pickpocket confessed to a Catho?
lic priest, a few days ago, the theft of a pock?
et-book from a lady in a Washington horse
oar oommitted in 1865. The lady was at the
time a guest of Secretary Mcculloch, and a
note in the wallet gave the thief the address.
He insisted upon making restitution of the
money taken, seventy-five dollars in amount,
and the sam was sent by the priest from a
remote spot in the West to Mr. Mcculloch,
and forwarded by him to the owner in Chi?
cago.
-In the redistribution of Congressmen after
the census, next year, tho East will lose and
the West will gain a great number bf repre?
sentatives. After 1870, the West, if united,
. : will control the legislation of the country, and
. control the national conventions for nomina?
ting Presidential candidates.. The West is
equitably entitled to this superior weight now;
bat it cannot receive the benefit of its wonder?
ful growth since 1860 until after the tea years
are folly ap, when, by a sudden stride or leap,
it will make a great ad vaneo in political influ?
ence.
-Mayor Hall, of New York, has published a
letter, addressed "To the Press ef the United
States, * in which he says : "I beg to oantion

pectuses of tickets, shares and chances in co?
operative anions or gift enterprises or dollar
atores.: or in any other possiblo sob erne where
/ by property or the value promised is greater
than the price asked to hs paid. .Every euch |
advertisement scheme is necessarily a swindle
and false pretence. There do not and cannot
possibly ox?st any such > schemes in this city.

"The latest mode is a. costume with three
Skirts. The first trains behind for homo wear;
and is gathered up for walking; it ia decorated
With a series, of narrow flormces, trimmed or
not trimmed as you will; the second jape,
teaches lo tho knee, furbelowed like the first,
and gathered np here and there by bows} the
third whioh falls but little below the waist,
gives to the costume the appearance of
ekirt with basquine, and is intended td he
worn for street attire without the addition of ]
any wrapping. As many yards of material as
can be gathered and puckered np and flounced
over the petticoat, so much the better for the
f ashton and for the mantoamaker."
-The Washington correspondent of the
Baltimore Gazette writes : "Goneral Sherman j

thusiastic admirers gave him. The house,
supposed to have been purchased, ia the ona
formerly occupied hy General Grant, and tho
history of the sale is this ; About the first of
February General Grant put the property in
the bands of a well known real esta te Arm for
the purpose of sale. On the sixth of February
it was sold to Saylea J. Bowen anda memoran?
dum of agreement made, in which it was stip?
ulated that forty thousand dollars was the
price to be paid for the property, oue thousand
dollars down on the signing ot the agreement,
nine thousand dollars cash upon the delivery
of the deed and possession of thc premises,
and thirty thousand dollars in ten years there?
after, with interest at six per cent., payable
semi-annually. Tbs thirty thousand dollars
were to be covered by a promissory note se-.
cured by a deed of trust on the property. It
waa also agreed that-Bowen should insure to
the amount of ?fteea thodsand dollars, abd
that he should a a vo pon session on or before tho
10th March. Thia memorandum of agreement
has attached to it a receipt for one thousand
dollars, which receipt is signed by K?bourn A
Latta, General Grant'? agents, sud also a note
written and signed by General Grant himself,

It is understood that the General had the deed
prepared and everything arranged for the trans?
fer, when he met a very unexpected and in?
surmountable obstacle in tbs refusal of Mrs.

and positively refused to sign the deed. Mean?
time, ths Sherman enthusiasts same along and

price paid, which he alloges he was offered for

Senator S prague on the War Pata.
When, some months ago, Senator Sprague,
of Rhode Island, oame down to South Car?
olina, bought the Columbia canal and de?
clared that he was willing to lead the revo?
lution whioh must take place in cotton spin?
ning in Atuei-ioft, it was not dreamed that
he would be the first Republican senator to
point out the fla wu in the brazon armor of
his party, or that ho would, in his place in
the United States-Senate, declare that the
subversion of this government was in more
danger from a. body- constituted as the Sen?
ate than from any other source. And yet
this, and more, Senator Sprague haB done.
With a boldness whioh we cannot but ad?
mire, he has defied without betraying his
party, and is known to-day as a Republican
whose devotion tS the- Union is unques?
tioned, but who has been able at last to see
the corruptions, the blunders and the crimes
of Radicalism, and, seeing, has the courage
to denounce them.
At tho first swing of the tomahawk, he
made a senBatidn by dedaring that there
\ were too many lawyers in the government
for the publio good. Of the sixty-six mem?
bers of the Senate, forty-five were lawyers
?nd five others had received, a legal educa?
tion. There Was a surfeit of legal lore, and
the Rhode Island senator seemed to wish
that he were ? second Czar Peter so that
he might put a speedy end to the quibbling
and special pleading Whioh now take the
place nf statecraft.' And this was but the
beginning; for in regard to slavery he
made this remarkable admission :
r . "Tho mainsprings of our prosperity had
"been slavery and foreign immigration.
"The former had-stimulated the growth of
"cotton and made it an Amerioan monopoly,
"and so had built up th? manufacturing and
"commercial and railroad interest of the
"North, and these had, in turn, invited and
"grown upon foreign Immigration."
- It was, however, in reviewing the conse?
quences of the war that Senator Sprague
speke most emphatically and pointedly. He
said :
"I, for one^ in looking baok upon the pa?t
"history of this country-and the people,
"whatever philosophers may say, will como
?to the same conclusion-have' come to
"believe that your war has not been won
"for the liberties of any class of people;
"your war that you have just partially con?
cluded has had no high, virtuous prinoiple
"at the bottom of it. It has had ?imple
?contentions for power, for place, and for
"occupation, commencing here in this body,
?and penetrating throughout the country."
And again :
"You have, by the contentions beginning
"here, through the ambition of ono class of
"men; built up two great, two powerful
"bodies of people; and you have built them
"up for a purpose, that they might unite
"with your own ambitious ends for office,
"and place, and power; and you have gone
?from here ter your respective peoples, both
"North and South, in order lo or?ate great
"opportunities, that you might go on in that
"way prospering in employment and in
"office. tiri
"You fight against titles and arisioera-'
?oies. There neVer were titles and aris
"tooraoiea that exercised the complete
?power and jurisdiction over everything :
.."that concerned a people that is concentra?
ted in this body to-day. i!
"Sir, all have studied the results of the
"Inquisition, commencing with the fourth
?century and "ending in this. Obnoxious
."and cruel as the result of that action sug?
gests itself to every man' 0 mind, I do not
"believe that its notion caused more ansio ty
Vmore trouble, more terror, than the aots
?of Congress applied to the people during
?the war, both North and South, and sinos
"the war has ended." ' 1 ' <? ?..
To these words we could add but little;
fur they repeat what has been said in the
South a thousand times, in regard to the
war itself and the politioal party which has
ruled the country during the last nine years.
And if any- proof were needed of the ex?
cesses of party dominion, it ia found in the
faot that a Republican senator r?pudi?tes
and condemns them from Alpha to Omega,
from first to last.
The so?nd sense of which Senator
Sprague gave evidence in his visit to the
South, ts now guiding his action as ft legis-'
tor. As a man of large means, as a manu?
facturer interested in the prosperity, of the
whole country, he has desired to See the
expenses of the government reduced, its
revenues honestly collected, and its dis?
bursements so arranged as to give caseto
the money market,-not for speculative
purposes, but for business and investment
There is but one barrier in the way, and
that is that intolerant, selfish, malignant
Radicalism, against' which he has raised bis
voice, While the senatorial and represen?
tare rings control legislation, the masses
must and will suffer. Ve have no faith in
half cures; but Senator Sprague may, if
he persevere, shame his parly into some
.how of justloe and generosity
Whatever the result, we believe1 that the
condemnation of Radicalism which Ssaat?r
Sprague has pronounoed, will be concurred
in and sustained hy the people in genera!;
and we of the South stay, ia any event,
find Some consolation in the fact that eur
day of absolution must have norna when a
New England Republican declares that
?lavery was the mainspring of Amerioan
prosperity, that ia the North there was no
virtuous principle at the bottom of the war)
that the acte of Congress applied te the
people during the wa?, both North and
South, and since the war has ended, caused
as muoh anxiety, trouble and terror as the
famous Inquisition; and that th? war wat

Wo have read with groat pleasuro a lead?
ing article, in tbe Wilmington Journal of
Tuesday last, in which it is announced, by
authority, thai, the roads connecting at
Ringville will acoept the proposition of the
South Carolina Railroad Company in regard
to through freight connections.
In the beginning of the "little oontro
"veray" to which the Journal refers, we
were convinced that the South Carolina
Railroad had thrown no obstacle in the way
of the Wilmington roads. There was evi?
dently, however, a serious misunderstand?
ing, and we were gratified to be able to say,
in reply to the remarks of the Journal, that
the South Carolina Railroad had always
been willing, and was still willing, to take
Ringville freights at the Charleston rates,
or to pro rate with the Wilmington route if
the rates via Wilmington were made 20 per
oent.higher than the rates via Charleston.
This Was the sf anding offer, and the Journal
will allow us to say, that as there have
been hitherto no regular through freight
arrangements at Ringville, the impediments
of which it speaks cannot, in justice, be
oharged to the South Carolina Railroad. A
verbal agreement is not sufficient in a mat
tor which involves the safe and economical
operation of a long line of railroad, and we
undertake to say that there will be no rea?
sonable cause for dissatisfaction if the Wil?
mington roads will make a formal and per?
manent agreement as they now propose to do.
The contract once made, we are sure that
it will be adhered to in good faith by all
parties; and the confidence which we feel
in the fair dealing of the Wilmington roads
will certainly be met by a similar confidence,
on the part of the Journal, in the fair deal?
ing of the South Carolina Company. We
are not disposed to admit, that either of the
parties to the agreement will fail to do any
reasonable thing for facilitating the trans?
action of business, and shall not have an
other word to say upon the subject, unless
the public good makes it absolutely neces?
sary.
And as we have buried this railroad
hatchet, we may be permitted to thank the
Journal for the oandid courtesy with which
it has discussed a rather knotty question,
and to express our hearty good wishes for
the prosperity of the City of Wilmington.
We do not forget Charleston, nor shall we
be one jot less earnest in our efforts to keep
her abreast of her rivals. Rut we remember
that Wilmington is a Southern city as
Charleston is; and we know that in these
troublous days we should stand, like High
landmen, shoulder to shoulder; that we
should avoid discussion and controversy;
I and that, while we fight each man for him?
self, there shall be the South for us all.
