Nobody has .vet undertaken, we believe, to translate it nto English. -A shoo dealer of Cleveland has invented a novel apparatus for measuring a lady's foot. The admiral called jost after General Ba wi ins had left for the eapitol with the nominations, and th? President asked him to guess who was the Secretary of the Navy. Farragut guessed successively A. H. Bice, Griswold, Stuart, Creswell, Holt, Boat well, Hawley, and several other hames, the President telling him after eaoh one to guess again, until ho gave it up. The President then informed bim, and proceeded to give ths names of thg> other Cabinet officers. -It will be recollected that President Grant, immediately upon talune his office, direoted that certain pardons issued by President Johnson, should be revoked, or withheld from the per tons intended to be pardoned, in certain oases ia New York, Massachusetts, and else? where. Attorney-General Hoar has had this subject ander consideration, and it is under? stood he decides that the revocation of the President will not stand in law; that the act of the Executive was complete when the war? I bis gives a full skirt around eaoh ankle, and when mounted, the dress falls gracefully at each sida of the front wheel." . -At the Charity Hospital in New Orleans, on Thursday last, there passed away from this life, with not a friend or relative at his bedside, and utterly penniless, a man who at ono time was perhaps as widely known in tho South, particularly during the days ot the Confede? racy as any one in it-a man who was at the head of the leading publishing house of the South, with quite a handsome fortune of his own-S. H. Goetzel, of the firm of S. H. Goet sel Sb Co., booksellers and publishers, Mobile i and New Orleans, . Mr. Goetzel died of con? sumption, from which disease he had been suf? fering for years, and which, duri jg the latter days of his life was the cause of soute and terrible pain, reducing him to a mere shadow of his lormer self, long before he sought the refuge of an hospital, ?The order drafted by General Schofield for tbe consolidation of the regiments now in servies, in aocordsnoe with the provisions of ike new law for the reduct ion of the army, ha? been issued. The cavalry and artillery regi? ments remain unohanged. Tho forty-five regi? ments of infantry ara to be consolidated into twenty-five. Thia will throw ?waive colonels, twenty lieutenant-colonels, twenty majors two hundred captains, and about four hundred first and seoond iieutenanta, into ihe list of those aw altin r; orders. Whenever officer* are on de? tached duty, or are absent with leave or other? wise, their places viii be filled from the next in rank, and t hoy left on the list of those in re? tirement. The twenty-five legiments will thus ooDstantly have a full complement of officers. The four colored regiments will be formed into two, to be known'ss the Twenty-fourth and Twenty filth. The four regiments of veteran reserves will be -consolidated with tho activo regiments, and the men unfit for duty will bo at once mustered out, if they so deane, .The staff corpa are not consolidated. [' -The . Comptroller of the - Currency has issued a circular to tho national banks inform? ing them Of the amendments of tho last session of Congress to the N .tiona! Currency sot, and published the ??llowiug r?gul?t iona : National banka are to make to the comptroller reports of their 03ndition on auy past day that he may designate, instead of quarterly and monthly, as heretofore. These reports will be required al least five times in et.eh year, abd the banks are advised to balance their accounts dally, in order to be prepared. As tho law rcquiros that the report of each bank shall bo published and proof rnrnish?d tho comptroller that such pub? lication has been made, it has been ordered that the sworn statement bf the publisher of the newspaper in which the report was pub? lished, together with a iopypf the report cut from the papor, Bhall be forwarded. The re? ports of the Amount of dividends declared must be made within ten days from the dato on whiob snob, declaration was made, but such reports noed not be published. The penalty provided by law for the non-rendition of re? ports will be strictly enforced against such banks as may unnecessarily delay sending them. CHAKLESTOK. FRIDAY MORNING, MARCH 19, 186?. SnapenaionoTTihc Writ of Habeag t orp??, In the House of Representatives on.Wed? nesday ?'Webb introduced a joint resolution "to suspend tho writ of habeas corpus in the "Counties pf,Laurens, Newberry, Bdg?field "and Abbeville." This resolution waa re? ferred to the Judiciary Committee. Webb, who introduced the resolution, is, we believe, A native of Connecticut, drifted to this State in 1865, and is now one of the delegates from Georgetown. ,,Why Webb should be particularly anxious i o suspend the writ of habeas corpus is not known; but it may be supposed that he has caught the conta? gion of the same old scare whioh for the last nine months has disturbed th* tran? quillity of his Excellenoy the Governor and the majority of tho General Assembly. The whole concern is sorely afraid. Our legislators cannot, the most of them, turn pale; but they quake, and- shiver, and tremble. A rumor comes of the ghost of a K K. K. in Abbeville, abd there is a call for the loyal militia. An eld woman sneezes in Edgefield, and there is a shout for two thousand rifles of the most improved pat? tern-all warranted trooly loil and to kill none bnt rebels. A white representative has delirium tremen* in Newberry and lo 1 there is a howl for the suspension of the writ of habeas corpus- and for a proclama? tion of martial law. Conscience seems to make cowards of the whole batoh. They have no confidence in themselves, ne confi? dence in the Governor, no confidence in the Loyal Leagues. They groan and witt not be comforted. If, however* the members of tho General Assembly believe that a suspension of the writ of habeas corpus will intimidate the white people of Edgefield, Newberry.' Ab? beville and Laurens, they are very muoh mistaken. The people there are intelligent, industrious and law-abiding. This is the truth and nothing but the truth, and these people will not allow thernaelvos to be bul? lied by any Legislature, whether white, black or mixed. Indeed, they oan fallback on Section 17 of the D?claration of Rights in the State Constitution, which says : "The ?privilege of the writ of habeas corpus shall "not be suspended, except when in ease of "insurrection, rebellion or invasion the publio "safety may require it." The members of the Legislature will hardly venture to say- that there is "insurrection" or "rebellion" in this State, pr that we are on the eve of any "invasion" but/hat ef travellers, pleasure seekers and substantial business men, Anti yot who knows ? To declare that several oounties of the State were invaded by the K. K. K , that the people were in rebellion and insurrection, would be no worse than the untruths whioh have already been pub lished, and which it is a part of the Radi cal creed to gulp down without doubt ev hesitation. More Money, The General Assembly, whioh has deter? mined to remain in session four, days more, at a cost to the State of about $1800 a day, has tacked on one or two little amendments to the Appropriation bill. The whole of the interest on the State debt sinoe it was last funded is to be paid, instead of only the interest for the current I year, which makes the appropriation for interest half a million of dollars, instead of $829,402. The County Sohool Commis ? stoners are to have $20,000, instead ef $18,000; and the seoti?n is stricken out whioh forbids eounty treasurers from re oeiving anything bnt "bills receivable, "United States currency, national bank "notes, gold or silver coin," in payment of taxes. This lestes the treasurers at lib? erty to take what money they please and td settle with the State as best they oas Perhaps in a fit of liberality they may be in ol i ned to accept the bills of defunct banks of Confederate shinplastsrs, or hog, mo lasses and com, at fair market rates. As the Appropriation bill now stands, it oalls, if we mistake net, for a total of $1,006,960, while the last section of the bill provides that there shall not be assessed or collected an amount exceeding one million of dellars. And as all the margin is now gone, whenoe is to esme the pay of the mern bersof the Legislature, whioh, with atten dani expenses, will amount to about $176 OOO T We have now mounted ap to an ex penditure ef well-nigh $1,200,000 for fiscal year, whisk is doing very well beginners. Wa endeavored, the other day, to convince the Wilmington Journal that it WHN not to the interest of the South Carolina Railroad to m ko dingville instead of Charleston its terminus for Northern freights, and thal it would be very unwise to take freight twenty ive ?"Tes-fr?Ri Ktngvillo to Col? umbia, when it could bo carried one hun? dred and thirty miles--fiom Charleston to Columbia. The Journal now say? that tb o complaint of the Weldon Road referred to Augusta, and joints West as well as to'Co? lumbia, and, ns a conclusivo proof that tho South Carolina Read oould not reoeivo any injury by co-operating with the Weldon Read, makes the following broad assertion: "And that oompany (the South Carolina Railroad Company) has been offered the same rates upon through freight from Ktngvillo to Augusta as it oharges from Charleston to Augusta." This statement is altogether incorrect. Our contemporary has either been misinformed, or has min understood the information which has been given him, for no suoh offer has over been made. The faots of tho case, and we say it su? th or i tat tv ely, are these : . 1. The South Carolina Railroad Com? pany has always offered to the roads East to take freight from or te Ringville, at the same rates which are paid from Charleston, se that for freight, for example, from Ringville to Augusta the South Carolina Road would receive as much as from Charleston to Augusta, 'ihia is a standing offer which ntay be accepted'at any time. 2. The 8o?th Carolina Railroad is willing te do better than this, and' will pre- rate with the Wilmington RoadB, if they will make the rate to New York via Kingsville, te much more tana the rate via Charleston, ts is equal to tbs difference of insurance ny the two routes. This difference the South Carolin? Railroad will commote at : wen ty percent., ?nd will pro re??*v?a Wil aington, if tho rate is made twenty nar lent, higher than the rate via Charleston. We need hardly say that this second pro ?oeition wou??l ba much leos profitable te he South Carolina Railroad than the first; mt H is made and is new open to sooep ancsv because is is desired to give every jossikto accommodation to connecting lino?
