The passengers give i a terrible account of

to do seamen's duty, and struck snd drag?

ed. Their food was insufficient, barely
sufficing for two meagre meals a day, and
also of bad quality, the carpenter, who serv?
ed it out, adding curses when they complain?
ed, and sometimes throwing it overboard and
telling them to gp starve, ihe steerage, where
they were confined, one hundred and forty-six
in number, was but fifty feet long by thirty
five, wide, and imperfectly ventilated.. Tao
cheering fire of the galley was denied limo,
except at cooking moments, and the carpenter,
in f eeks ot ill-will, would often extinguish the
coals in thal part of the range devoted toitheir
use by throwing a bucket of water oh them.
They also tell o feeble men kicked and beaten
by tho officers until thoy yielded to death; of
teeth;knocked out of complaining passenger's
heads by, the carpenter, and of a sick cabin
boy who .was hauled to tho upper deck by a
rope and left there exposed to dir. Hine? their
arrival, two have become insane from their
sufferings, one has died, aud three others are
not, expected to survive. The oaptain and
mate are also confined to their beds with fever.
An investigation is making concerning the
alleged cruelties.

We have all heard of the* benighted for?
eigner who, when about to run the block?
ade during the war, wanted to know whether
anything grew in South Carolina besides
rattlesnakes and palmetto traoa. Wo are
Well aware that the continental and insular
unwashed ate firmly convinced that all
Southerners have fiat hoses and kinky
heads. We aie accustomed to hear it said
that there is neither intelligence, refine?
ment nor wealth outside of O d and New
England. And yet it is strange that South
Carolina should still be a terra incognita to
the traveller and the er il io, and that ajour?
nai of so high a literary charac er as the
Westminster Review should know as little
of the cradle of tho rebellion as of the
sartorial peculiarities of the man in the
moon or tho vagrant wanderings of a run?
away comet. But, knowing the feg ef pre?
judice through which we are dimly seen,
md the peculiar manner in which travellers
'do" the South, we are inclined to bo indul?
gent and te extend our hearty forgiveness
call whe are innoe ntly at fault. Yet must
ve, when misrepresented, take up the cudg?
els in our own behalf,: and say a good word
'or ourselves, even although we offend the
najesty of an English reviewer.
The Wesisainater Review quotes the fol
owing paragraph from "Last Winter in ihe
.United States," a book written by F. Ban?
tam Zinoke i "South Carolina is utterly and
'helplessly crushed. lt? best estates were
'in the sea islands? which,'aa they were
.very fertile and their produce fetohed
'exceptionally high prloes; were densely
?inhabited by blacks., The result bas been'
?that throughout South Carolina j the most
.abject and irrecoverable poverty reigns,
"precisely where formerly there was most
"abundant wealth;" and the reviewer then
jays; "For this State there appears to be
"ne resurrection, except in some new order
"of things, under whick a new set of pre
"pr ie tor s will occupy the land, nndoulti
"vate it with Northern capital, and some
"what in the Northern fashion." We pro
pose to contine 'ourselves to the statement
:hat throughout this State irr eco v ?rable po V
srty reigns, that this State is utterly and
helplessly crushed, and that for thia State
there appears to be no reeurreetion.' a
At the close of the war it did seem/that
we had left all hope behind, and there were
many of our people who cried unceasingly
"We are utterly and helplessly ruined."
Others fled despairingly from their native
State to seek a homo among strangers.
And they found their excuse in the sombre
pall which covered our desolate land.
Four hundred thousand alav?s, valued at
two hundred million of dollar?, wert set*
free in Sout h Carolina alon?.* Lands which,
with slave labor to work them, brought eighty
and ninety dollars per acre, became ? drug
in the market. The newly emancipate
negroes, rich in all the novelty of freeds
and revelling in the expectation of confis?
cated acres, confiscated beasts of burdan,
and confieoat cd granaries and barae, soouted
the very name of work. Sherman, like a
destroying angel, had swept across the
State, leaving blackened walls, and smoking
ruine, and .weeping women and children, to
mark his bloody path and stand eternal
monuments of the licensed ' ferocity ef'his
soldiery. The flower of pur young men had
fallen undor tho banner of the South
under the oross which wa? borne with honor
and is as venerable now as when" it floated
over serried ranks flushed with the ruddy
wine of victory. Our old raen were faint
and weary; our women were filled with Bor?
rowing care. Then we were penniless and
desolate, with no ray of light to cheer ou
murky way. .
But it was blood, not water, wjaioh filled
the veins of our people. The bauds which
could wield (Ike glaive might guide tho
plough. The. brain whioh had directed the
.eyolutipne of thousands might plan the
campaigns of commeroe. The musket gave
way to the hoe; thc thundering caisaon to
the loaded oars of trade. Bach true man

They who could not lead were oontent to
follow; and, armed with self-reverence
self-knowledg? and ?elf control, our people
worked-and are working still.
: And what have been the 'fruit? of

ships of the war taught economy. The un?
certainty of free negro labor taught calf
reliance and self-help. The difficulty
borrowing money made it hard U'oontraet
new debts, Mid th? terribie weight of old
liabilities made men ?low to add to

war, it wan thought that the worst was over.
Bul the second year Was unfortunate, and
the third was like unto the second, and
until the beginning of the present season

of lnzury> had been overcome old expecta?
tions of a bright futurs had,been born anew":
The freedmen were working better than
they had done before. Political juggling,
it waa felt, was not ruin. The South Caro?
linian had met the giant adversity and hud
conquered, and as the result of tho labora,
of .the year IMS, as th? value of the cotton,
riot, phosphates and miscellaneous produoe
of the State, there was the grand total of
TWKH Y F?VH MILLION OT DOLLARS- This
amount of money, of which at least FIVB
MILLIONS were net profit, was produced in
one j ear in a State which is said to be
"utterly and helplessly crushed." li
. And it is net lin the matter of money alone
that, eur (progress may be seen. We have
improved eur lines of internal communica?
tion, and have established direct steamship
oommuniootion with Liverpool. < We have
paid especial attention to the encourage?
ment of manufactures, and shall bo able
within a short time to make important ad?
ditions to the spinning oapaoity of the State.
We have introduced whito - lab >r in tho up?
per districts, and have about 400 Germans
working in Newberry alone. We hate!dis?
covered a new fertilizing agent-the South
Carolina phosphate-which is daily be?
coming moro valuable, and of whioh mil?
lions of tons Ho hid beneath oar soil. . Wo
have found ourselves te be possessed of
resourses of whioh we knew little or noth?
ing while slavery and ootton bales gave us
all that wo desired. We hare tried free
negro labor, and know that we can make it
profitable.
All thia has been done in less than four
years, in the face of a myriad of difficulties,
social, financial and political. Such has been
Ibo Iruit of the labor? of cuir people,'the vin?
dication of their manhood and worth. Nor
orbes peverty reign in South Carolina, save
a fer those who had rather starve in idleness
iban live in industry. The whola State ia
financially sound, new debts are small and
ew, wo know that wo have no insuperable
liffioulty Sn the future; and all this in South
karolina, where, according to the Westmin
iter Review, "abject and irrecoverable pov?
erty reigns."
This is enough for to-day. To-morrow
ve will consider the assertion.that "for this
'State-there appears to be no resurrection
'except in some new order of things, under
'which-a new pet of proprietors will occupy
'the land, and cultivate it with Northern
'capital' and somewhat in thc Northern
'fashion."
