The Washington Chronicle of Saturday says:
"Hon. S. L. Hogo, Associate Justice of thc
Supremo Court of South Carolina, arrive!" here
last night. He claims a seat in Coutrrcss from
the Third Dietrict of that State. Reed, thc
Democratic candidate, received a majority of
the votes cast, and has a certificate to that ef?
fect. Judge H?ge bringa a certificat;, sigucd
by the board of canvassers and by the Go vcr- J
nor that he received a majority of tho legal
Totes cast. He expects, on this certificate, to
get bis s^t. If he does not, he is prepared,
we understand, to show T)oth outrageous
frauds and violent and bloody intimidation.
His district will give, ata fair election, full five
thousand Republican majority." Whew !
-The remains of John Willies Booth were
transferred Tuesday from the pine box in
which they bad beon buried, to a splendid me?
tallic coffin. It was found that tho flesh had
all disappeared, leaving naught but a mass of
blackened bones. Upon one foot was an old
anny shoe, and np >n the other a loot cot open
upon the top. This covered the left toot, the
leg having been bretton in his leap from tho
. stage-box of the theatre, after he bad assassi?
nated President Lincoln. The remainder of
his dress consisted of a rough brown coat,
black pants and vest, all of which were rotten
and docayed. The hair all remained, and the
silken curls of glossy black reminded one of
the han deo mo face which people once so muoh
admired, bnt the intelligent 1 ?ok was gone.
During the afternoon hnndreds of people visit?
ed tbe piac?, and some were allowed to view
the remains.. Afr er a short time it was found
that tbe curious crowds had cut the blankets
almost to pieces to get souvenirs. On tho ar?

bands, the fine view to be had of the dancers
as they whirl past tbe broad windows, the vast
assemblage of carriages in tho adjacent
streets, and the general excitement, will at?
tract a rauch larger crowd outside of the "build?

ment and supper department will be in tho
basement. A room of ample proportions is set

lu the face of the questionable success
which has attended the experiment of popu?
lar government in America, the develop?
ment of republican ideas in conservative
England is advancing with giant strides.
Professor Goldern Smith contributes to the
last number of the North American Review
a very interesting paper, discussing this
subject in connection with the future soeial
and political condition of Great Britain.
It is not surprising that Professor Smith,
who has so lately exchanged a position of
honor and eminence in his native country
fora similar one in America, should betray
throughout his essay a marked sympathy
with the progress of republican sentiment in
the land he baB left. Always an advanced Lib?
eral in feeling, his natural bias has doubt?
less been strengthened by his removal to a
country where, whatever may be the actual
condition of things, the catchwords of Lib?
erty and Equality are constantly upon the
lips of men who have just enough learning
in the science of free government to mis?
quote the letter and misapply the spirit.
It has evidently been a labor of love with
ihc Professor to prepare this exhaustive
summary 3* "the signs of thc times," as
far as they relate to tho progress of Libe?
ralism in Great Britain. Admitting at the
outset that there can hardly be said to exist,
as yet, an avowed republican party in Eng?
land, and coufessing that it is probable that
"even the most advanced radical would dis?
claim the name of republican," he never?
theless finds among bis countrymen a deal
of latent republican sentiment, and detects
thc traces of republican ideas und princi?
ples in the history of the Empire for thc
last ten or twentyyears. Strangely enough,
he even Suds confirmation of these ideas in
what he calls "tho overthrow of our South?
ern rebellion." The English conservatives
having sympathized with the "rebellion" as
a movement against popular freedom, he
holds' that its failure has substantially
strengthened tho cause of its opponents.
Professor Smith regards the present as a
transition period, bounded on the one aide
by "a monarchical past," and on the otber
by "a dtmccratic future;" and while he
handles very cautiously the necessarily sug?
gested question of the fate, under such con?
ditions, of the m .march j- itself, and is careful
not to ooramit himself directly to tho prophe?
sy of its overthrow, his words leave no doubt
whatever about the direction of bis hopes
and anticipations. Alluding to the saying
that has become common in England, that
' the nation would not bear another George
.'IV," he makes the significant prediction :
"We may be perfeotly sur.; that, in the
"course of nature, another George IV will
come." Much of the essay is devoted to
the consideration of the present and future
character of the House of Lords, and be
expresses the belief that it must inevitably
give way ere long to a body ia the nature
of an elective senate. In short, the gist of
this remarkable paper consists in a thor?
ough recognition of the omnipotence of
what the author calls "thc court of free
"opinion," and of the approaching deraoli
tiou of all institutions and ordinances which
will not bend to tho imperious demands of
the giant of Human Thought.
Professor Smith's views, though tinged
with partisan prejudice, have undoubtedly
great force in themselves, andar? presented
with singular clearness and ingenuity. It
?3 hard, after reading his essay, to resist
the conviction that our children, if not our?
selves, are destined yet to behold a^rcpub
lican Congress assembled in the halls where
TuJor and Plantagenet once wielded u
sceptre, now, ut lasr, become too weighty
for the patty arms nf an effete dynasty.

IT IS A. pleasant indication that our Slate
is, one of these days, to get something else
besides kicks and curses from Congress to
hear that the amendment recently proposed
by SeD Jtor Roben sou to the River and H :r
bor hiil, rdding an appropriation of $60,000
for the improvement of Charleston harbor,
was adopted with-ut serious opposition.
Wo arc not lik'dy to reap any immediate
beui-iu from the appropriation, however,
as the bill was subsequently recommitted
to the Committee on Commerce, which is
probably the last we shall hear of it during
the present session. . .

The elastic article called by modern phi?
lanthropists and strong-minded ladies "Wo?
man's Sphere," is about to receive a nota?
ble extension of its already rather uncer?
tain limits. We aro now to have the fair
creatures us telegraphists, and their noto?
rious faculty for disseminating nows is to be
pressed iuto the service, and invested with
all the re'sourccs of modern soience. Schools
of telegraphy for women have already been
opened in several of the large cities of the
Union, aud the movement is gaining strength
every day among the "progressionists" of
the North and West. Women undoubtedly
possess many of the requisites for the po?
sition of operator?. Their touch is deli?
cate and their perceptions are acute. These
latter may prove as quick in dissecting the
monotonous click of the magnet as in catch
ing the meaning of a glance .or the signifi?
cance of a lifted eyebrow. The same fem
inine patience that is now displayed in
abiding the slow but sure triumph of that
odious Miss Flutters in the little matter of
Captain Fitz Noodle's heart, will come ad
mirably into play in awaiting the last bul?
letin of the rising in Cuba, or the latest
fluctuations in gold or cotton. But the
great consideration, we imagiue, which
must enlist all the sex on the side of ibis
new movement by the advocates of their
"sphere," will be the vastly increased fa?
cility which the situation offers for beariog
and diffusing the tattle of the world, lt
will be delightful for the fair operator in
Charleston to prattle of the latest scandal
in Chicago, or the newest fashion at Fon?
tainebleau, so far in advance of the rest of
man or womankind: and if there should bu
one of her own sex at the other end of the
line, why the fascination of tho labor would
be complete. So let tho ladies try their
hands at the wires by all means.
