What was worse still, he carried off with him the detective's carpet .bag containing his pistol and linen. The de? tective is about to apply to Governor Brownlow for a loather medal. -The New York Herald, in an article on tho spring trade, says : " A growing confidence in the new government soon to be inaugurated at Washington, in tho prospect of reform arid economy in tho management of our political affairs, and in the happy consequencos that must flow from a speedy restoration of all tho Southern States to the Union, is one powerful source of impetus which has boen given to every deportment of our wholesale trade. The city retail trad o is likewise awakening to encouraging actrvily." -The dry goods trade of Now York, as ap? pears by the rot urns of sales of wholesale dealers during the past year, has been better than the year previons. The following aro the Amounts of sales made during 1868 by some of the leading wholesale firms : H. B. Cha il in & Go., $?8,333,000; A. T. Stewart, $30,576,000; Hoyt, Spiague & Co., $9,210,000; 8. B. Chitten den & Co., $6 938 000; Lathrop, Luddington & Co., (sinco failed,; $6,921,000; Anthony & Hall, $6,898.000; E. S. Jeffray & Co., $6,361.000; G. Brewer & Co., $6,535,000. -The Herald of Monday in its money article says : " There was a flrmor tono to the market for Southern securities succeeding a recovery in prices after th? decline previously notioed. Quotations are not up to tho figures which they touched a few weeks ago. The market is now largely ireo of the speculative iufluenees then at work. Our reconstructed brethren .were not eiow to learn " Yankee tricks " in speculation, and there is the best reason in the world ior the behef that the bonds of several Southern States were ingeniously worked up and down the scale, to the great profit of the State authorities. Tho investment demand from Northern capitalists and corporations seems to have been satisfied, while speculative operators are temporarily attraotcd to the other marketa." -A great success is claimed for the now eight-story boarding-house of Dr. Dio Lewis, in Boston, and the doctor regrets that be did not bnid it five stories higher. The lower ?tory is a restaurant. The building has a steam elevator and two dumb waiters, sixty large rooms, with bot and oold water in every bedroom, a mile and a quarter of speaking tobe, connecting every room in the house with the office. Tho prioe of suites of rooms ranges from $300 to $2000 per annum. "Let mo illus? trate ono advantage," he said the other day. "My own bedroom is in the eighth story, one hundred and fifty feet from the office. On going home at three o'clock to-day for my din? ner, I at once rode in the elevator to my own floor, ?nd suggested to ray wife that we should dine in our own parlor. No servant had ascondod a single flight ot stairs." -A Washington telegram saj-s : "Thc South? ern senators had a caucus on Friday night, which makes a good deal of talk, from tho fact that many Congressmen believo that it was lor tho purpose of devising means to torco the Senate to give them pay back to March, 1867. Two of tho gentlemen assort, however, that this question was not brought forward, but that tho wholo object of the caucus was to so curo unanimity ot action on tho part of the Southern Statos with reference tc the great omnibus railroad bill reported on Saturday. It is understood, as a result of tho caucus, that tho Fremont line on tho thirty-second parallel wdl be voted against, and that tho Southern senators will generally go for the bill as re? ported, thinking that their section will bo satis? fied with their connection by the way of Mem? phis, Little Kock, Canadian River, and tho Al? buquerque route." CHARLESTON THURSDAY MORNING, FEBRUARY ll, I860. A CVevr Way to Pay Old. Debts. The Bankrupt law has gone far towards lifting the burden of old debts, and has been a chief agent in freeing unfortu? nate debtors from the incubus which par? alyzed their labora and prevented them from resuming business. But there is a large and important class of persons who have somo property, although not shough to satisfy all tbo demands upon it, ind who are unwilling to take ?he benefit of he act while there is the remotest hope that hey will ultimately be ablo to clear off all heir old incumbrances. It is in the inter :st of this large and deserving class, as ?veil ns of all othirs who, by reason of emancipation, find it impossible to pay heir creditors in full, that au effort is icing made to compromise all old liabilities jy mutual cousent, without going to the jointe. Slavery doubtless encouraged the accu? mulation of one certain kind of indebted lesa. Tho slaves steadily increased in falue, thoy wore valuable by their natural nulliplioatiou as well as by their labor, md no description of property yielded a nore* certain profit. There WUP, then, ?very inducement to tho planter and fur? ner to buy more servants, even if money eas borrowed to pay for them, or funds rere applied to their purchase which hould have gone to the satisfaction of other bligations. This was ull very well while lavery lived and flourished. Wheu thc laves were made free, however, tho situa on changed. Tho hare land nod buildings 'as all that remained, and tho load of debt hieb could be easily carried while negroes ero marketable property, became ruiu usly oppressive when the war had made lem free. There v^s imprudence in the mduct. of the debtors; but none are as iso for themselves as they ave for others, ad it, is far bettor to search out an equit ble means of cancelling the debt than to ?ste limo and temper in arguing that the ability should never have been incurred. As the law stands, tho email creditors ave a great advantage over tho large cred ors. The man to whom a hundred dol irs ia due may bring suit before a magis rate, obtain a lien at once and muke him slf secure. The man to whom a thousand ollars is due must wait for the term of the irouit court, and ia lucky if he obtains ldgmcnt at tho second term of the court, a tho meanwhile,, the ono hundred dollar reditors have consumed the property of ie debtor, and the" larger creditor may len whistle for his money. Nor is there ny inducement to the honest debtor to pay ff one or more of his debts. When he ap ears to have money the whole horde of reditors will swoop down upon him, and ' he cannot content them will force him ito bankruptcy. All these old debts are trgely made up of interest. Thia interest i still running on, and when tho parties o to law the attorneys and solicitors scval )w the oyster and leave but the theil to ?eir clients. _ Now, it se ema to us that it would be far daer, far better and- far cheaper for the ebtor and his creditors to meet faoe to face nd agree upon a compromise. Fifty cents n the dollar in cash is better thou a hun red dollars of over due debts. If fifty ants cannot bo bad, it is better tc take twen 7-five cents than go to law; for it stands ) reason that the person who cannot pay ^enly-five poroeut. allround when he is di iding his whole available property among is oreditors, will not be ablo to pay more ian half as ranch when ho has claimed the omestead exemption and paid the fees and Dsts of attorneys, sheriffs, registrars and score of other officials. Moreover, when ie law is invoked, and the twenty-five ents or fifty cents on the dollar are epieczed out of the debtor, there is no i , ope of obtaining another sixpence; while, ;' a reasonable compromise is agreed upon, lie dobtor may pay part at once, and will ave some reason to work manfully to pay ff tho remainder. I We believe that a liberal and generous jj pirit in settling old claims will be the best t olicy for the creditor. It will give conti- G enoe to the debtor, encourage him to im- r rove his property, and stimulate him to ? se every endeavor to maintain and strength n his position. It will bo of benefit to the redit or; for ho will have money down in tead of suits interminable, and will also > hare in tho renewed commercial activity ( irising from a moro general fooling of se- 1 mrity and trust. i In nearly every district of the up-conn- , ry meet iago have been held to urge aoom ?romise of all old debts. The lawyers have ' inselftshly advocated the movement, and it ;rows stronger ?very day. Wo believe that t is the wisest policy to pursue, ?nd hops hat this new and honorable way to pay old lebt? will soon bo followed ira ?Tory die riot in the auto. Toe south Carolina Uailroad Company. Wc publish this morning a full report of tbe proceedings of the adjourned meeting of Ute .stockholders of tho South Carolina Railroad Company, held yesterday in this city. The proceeding will be especially interesting, aa they embrace a discussion of tariff rates, tho accommodation given to shipperp, nnd thc vexed question of tho litigation with the Columbia and Augusta Railroad Company. We believe that the statements made at thc mooting, iu regard to freight accom? modations, and the tariff will bc satisfac? tory to thc stockholders at large, as they were to those presentat thc meeting; and ia regard to the litigation with the Augusta Railroad, we may bo permitted to say that, the debate proves how very far distant from the truth popular reports and popular ru? mors may be. The South Carolina Railroad Company has, wo believe, been operated in the in? terest of its stockholders and of the whole State. Had it confined its policy to secur? ing the advantage of the stockholders to the del riment of tho State, or of the low country to the detriment of tho upper dis? tricts, it could never have received at our hands the unqualified support which we now give to the President and Directors of the company. THE NEWS was not silent when it was thought that Mle public had reason for complaint, and it cannot be silent now that there is so much in the management of thc company to approve of and praise. -??- ?. mm* - ? ? Moro Banking Facilities. Elsewhere in our columns will bo found n notice that tho South Carolina Loan and Trust Company is about to begin opera? tions. We are glad to learn that the amount of capital requisite for the organi? zation of the institution ($200,000) is al? ready pledged by some of our prominent merchants. The amount of subscription is limited in Charleston to $300,000 ; but au additional amount of $200,000 will be offered to sub? scribers in thc country as soon as the com? pany is organized, it being the design to make the permanent capital $500,000. It will be seen that the charter is an extreme? ly liberal one, and that, the institution, in addition to the usual banking business, ie authorized to receive trusts and allow inter? est on deposits.
