Brewer k Co., $6,535,000. -The Herald of Monday iu its money article says : " There was "a firmer tone to the market for Southern st cont ios succeeding a recovery in pnces after th? d?chue previously noticed. Quotations are not up to the figures whic" they touched a few weeks ago. Tho market is now largely tree or the speculative iuflaonoes then at work. Our reconstructed brotbrcn wera not slow to learn " Yankee tricks " in speculation, and there is the bostroasju in the world ior the belief that the bonds of several Southern States wore ingeniously worked up and down the scale, to tho groat profit of Hie Stale authorities. The iuvestment demand from Northern capitalista and corporations seems to have been satisfied, while speculative operators are temporarily attracted to the other markets." -A great success is claimed for the new eight-story boording-house of Dr. Dio Lewis, in Boston, and tho coctor regrets that ho did not buid it five stories higher. The lower story is a restaurant. The building bas a steam elevator and two dumb waiters, sixty large rooms, with bot and cold water in every bedroom, a mile and a quarter of speaking tube, connecting every room in the house with the office. The price of suites of rooms rangos from $300 to $2000 per annum. "Lee mo illus? trate one advantage,'* he said the other day. "My own bedroom is in the oighth story, one hundred and fifty feet from tho office. Tho articles were put in a little portable cupboard with non-conducting side, placed in one of the dumb waitera at the right time, and sent up to the eighth floor, giving notice tc the waiter on that floor that dinner for Mr, Lewis was coming up. The waiter spread thc table and left us in peace and quietness to dine at our leisure. No servant had ascended s single flight of stairs." -A Washington telegram says : "Tho Sou th? em senators had a cauous on Friday night, which makes a good deal of talk, from the fact I that many Congressmen believe that it was foi the purpose ol devising moans to force the Senate to give them pay back to March, 1867. Two "of the gentlemen ?-sert, however, thal this question was not brought forward, bul that the whole object of the caucus was to se? cure unanimity of action on the part of th? Southern States with reference tc tbe greal omnibus railroad bill reported on Saturday. Il is understood, as a result of the caucus, thal the Fremont line on the thirty-second pantile will be voted against, and that the Southon, senators will generally go for tho bill as re? ported, thinking that their section will be satis? fied with their connection by the way of Mem? phis, little Bock, Canadian Biver, and the Al buquerque route." CHARLESTON. THURSDAY. MOANING, FEBB?ABY ll, 1869, A Kew "Way to Pay Old JL'ebta. The Bankrupt law has gone far towards lifting the burden of old debts, and has been a chief agent in freeing unfortu? nate debtors from the incubus whiou par? alyzed their labors and prevented them from resuming business. But there is a large and important class of persons who have some property, although not enough to satisfy all the demands upon it, and who are unwilling to take the benefit of the act while there is the remotest hope that they will ultimately be able to clear off all their old incumbr anees. It is in the inter? est of this large and deserving class, as well aa of all oth<rs who, by reason of emancipation, find it impoesible to pay their creditors in full, that an effort is being made to compromise all old liabilities by mutual consent, without going to the courts. Slavery doubtless encouraged the accu? mulation of one certain kind of indebted? ness. The slaves steadily increased in value, they wero valuable by their natural multiplication as wei? aa by their labor, and no description of property yielded a more certain profit. There was, then, every inducement to the planter and far? mer to buy more servants, even if money was borrowed to pay for them, or funds were applied to their purchase which should have gone to thc satisfa dion of other obligations. This was uli very well while slavery lived and flourished. When the slaves were made free, however, tho situa? tion changed. The bare land and buildings was all that remained, and the load of debt which could be easily carried while negroes were marketable property, became ruin? ously oppressive when the war had made them free. There was imprudence in the conduct of the debtors; but none arc as wise for themselves as they are for others, and it is far better to search out an equit? able meaas of cancelling the debt than to waste time aud temper in arguing that the liability should never have been incurred. As the law stand?, tho small creditors have a great advantage over the large cred? itors. The man to whom a hundred dol? lars is due may bring suit before a magis? trate, obtain a lien at once and make him self secure. The man to whom a thousand dollars is due must wait for the term of the circuit court, and is lucky if he obtains judgment at the second term of the court. In the meanwhile, th j one hundred dollar creditors have consumed the property of the debtor, and the larger creditor may then whistle for his money. Nor is there any inducement to the honest debtor to pay off one or more of his debls. When he ap? pears to have money the whole horde of creditors will swoop down upon him, and if he cannot co?tent them will force him into bankruptcy. All these old debts are largely made up of interest. This interest is still running on, and when tho parties go to law the attorneys and solicitors swal? low the oyster and leave but the shell to their clienif Now, it eesma to us that it-would be far wiser, far better and far cheaper for the debtor and his creditors to meet face to face aud agree upon a compromise. Fifty cents on the dollar ia cash is better than a hun? dred dollars of over duo debts. If fifty cents cannot be had, it is better to take twen? ty five cents than go to law; for it stands to reason that the parson who cannot pay twenty-five percent, allround whenheisdi viding his wholo available property among Lis creditors, will not be able to pay more than half as much when ho has claimed the homestead exemption and paid the fees and costs of attorueye, sheriffs, registrars and a score of other officials. Moreover, when thc law is invoked, aud the twenty-five cents or fifty cents on the dollar are squeezed out of the debtor, there is no hope of obtaining another sixpenee; while, if a reasonable compromise is agreed upon, the debtor may pay part at once, and will have some reason to work manfully to pay off the remainder. We believe that a liberal and generous spirit in settling old claims will be the best policy for the creditor. It will give confi? dence to the debtor, encourage him to im? prove his property, and stimulate him lo uBe every endeavor to maintain and strength? en his position. It will be of benefit to the creditor; for ho will have money down in? stead of suits interminable, and will also share in the renewed commercial activity arising from a more general feeling of se? curity and trust. In nearly every district of the up coun? try meetings have been held to urge a com? promise of all old debts. The lawyers have unselfishly advooated the movement, and ii grows stronger every day. We believe that it is the wisest policy to pursue, and hope thal this new and honorable WPV to pay old debta will soon be followed in every dis trict in the State. Thc South Carolina Kailroad Company. Wc publish this morning a full report of the proceedings nf the adjourned m?eting of ihe stockholders of the South Cacalina Railroad Company, held yesterday in this city. The proceedings will be especially interesting, as they embrace a discussion of tariff rates, the accommodation given to shippers, and the vexed question of the litigation with the Columbia and Augusta Railroad Company. We believe that the statements made at the meeting, in regard to freight accom modations, and the tariff will be satisfac? tory to thc stockholders at large, as they were to those present at the meeting; and ia regard to the litigation with the Augusta Railroad, we may bo permitted to say that the debate proves how very far distant from the truth popular reports and popular ru? mors may be. The South Carolina Railroad Company has, we believe, been operated in the in? terest of its stockholders and of the whole State. Had it confined its policy to secur? ing the advantage of the stockholders to the detriment of the State, or of the low country to the detriment of the upper dis? tricts, it could never have received at our hands the unqualified suppoi. \nick we now give to the President and Directors of the oompany. TOE NEWS was not silent when it was thought that the public had roason for complaint, and it cannot be silent now that there is so much in the management of .he company to approve of and praise. More Banking Facilities. Elsewhere ia our columns will be found a notice that the South Carolina Loan and Trust Company is about to begin opera? tions. We are glad to learn that the amount of capital requisite for the organi? zation of the institution ($200,000) is al? ready pledged by some of our prominent merchants. The amount of subscription is limited in Charleston to $300,000 ; but an additional amount of $200,000 will be offered to sub? scribers in the country as soon as the com? pany *s organized, it being the design lo make the permanent capital $500,000. It will be seen that the charter is an extreme? ly liberal one, and that the institution, in addition to the usual banking business, is authorized to receive trusts and allow inter? est on deposits.
