counts recoived from tho Augusta Bridge re?

bus, Georgia, on Suuday last, from starvation
and exposit i e. She had boen offered work but

should labor no more. The coroner's jury
brought in a verdict of death from sheer lazi?

past that Bennett has been negotiating with
certain parties, well known in journalism, to

-Senator Rpratruo and bis wife have just re?
turned from a visit to Mooreboad Like, Maine.
This is the headquarters of tho Kounebeo Laud
and Water Power Company, in which Senator
Sprague ia largely interested. Tho party word
conveyed by relays of horses to thc camp of
the loggeis, where they spent two days and
two nights, "roughing it in tho bush."
-Ex-Confederate General Jubal Early, in a
letter to a friend, says "that ho looks upon tho
Christmas proclamation of President Johnson
as a final acknowledgment of the United States
Government, in all its departments, of its in?
ability to hold any of us responsible under tho
constitution and the laws aa they were for our
resistance lo its usurpations."
-A young man while being married was
shot down by thc brother- of his brido, on
Thursday cvening.iu tho Town of Cornorsville,
Giles County, Tennessee. Ho fell in the arms
of the girl, who, assisted by friends, convej ed
him to a bed, whore the marriage ceremony
was finished at her request, in a few minutes
the newly-made husband expired. Ihe mur?
derer escaped.
-lt is said that the Senate committee on the
Pacifi? Railroads, at their meeting on Monday,
nearly settled the details of their new plan to
encourago other routes across the continent.
Thoy will in future favor the guaranteeing of
the interest on first mortgage bonds, retaining
the title to public lands as security for the in?
terest, the proceeds of sales of such lands to
bo devoted to its payment.
-The well known Planter's Hotel in Augusta,
owned and occupied as ;a hotel by Mr. T. 8.
Nickerson, was levied on and sold at auction
by the United States Marshal on Tuesday.
There were but two bids made, one by Barnes
& Cumming of $38 500. This was followed by
a bid of one hundred dollars more, and tue
building (without tarni ture, fixtures or sup?
plies), was knocked down to Jacob R. Davis,
agent, for the sum of thirty-eight thousand
six hundred dollars.
-Two important opinions were delivered by
tho Supreme Court on Mond ty. One of them
expresses the opinion of tho court that by a
true construction of the internal revenue law,
it was not intended to tax the incomes of per?
sons other than citizens of tho United States,
wherever resident, and of residents, whether
citizens or not. It also limits the State juris?
diction to impose taxes. The other decision
holds that the income tax is constitutional, de?
fines its nature, and lays down tho duty of as?
sessors as to returns of income made in coin.
-Tho Gorman immigration to New York
has b en greatly in excess of any other na?
tionality during the past ton years, and for
tho last three years it has not fallen far short
of one-half of the total number of foreigners
who h?vo sought to find homes for themselves
in this country. During the time last men?
tioned the aggregate number of Gorman im?
migrants foots up three hundred and thirty
thousand. These immigrants are heartily
welcomed, and as they are absorbed into the
great cosmic character of the population of
tho country their effect upon our industries
is advantageously felt. For the most part the
Germans bring with thom sufficient capital iu
money to enable them to take caro of them?
selves until they can find work, and thousands
of'them aro skilled o raft s m en in the various
manufacturing employments.
-The telegram announcing that tho Illinois
Legislature hod "ceded Chicago to Indiana,"
turns out to have been a rather extraordinary
joke. It seems that last Friday the entire
Chicago delegation (except two) went home to
spend Saturday and Punday, on the plea of
"consulting their constituents about tho lake
front and the park measures." Whereupon a
Mr. Cook introduced, on Saturday, s bill "to
incorporate the Farmers' Elovator Company,
and to cede the City of Chicago to the States
of Indiana and Wisconsin," which "amid roars
of lauf ht or was read a third time and pass?
ed-ayes 76, nays 9." And, having accomplis.i- |
ed this stroke of facetiousness, the House next '
inoorpoiated the Illinois Elevator Company,
with powers fully defined in section 2, name ?
ly, "To elevate tue shirt-collar of the gentle?
man from Pike." And so on.
-A S n Francisco letter gives an alarming
account of the ravages of smallpox through?

on their, .arms as large, as a twenty-shilling
piece, have fallen victims to tho epidemic.
Whole families have died, but the plague spot
of tho State thus far bas boon tho town of San
Juan, in Monterey County, some one hundred
miles from San Francisco. Out of a popula?
tion of one thousand, four hundred were taken
down with smallpox, and out of these four
hundred persons, ono hundred aad sixty died.
-We mentionod some time ago that the
celebrated Eriosson bad invented a machine
for utilizing the boat of tho sun's rays. Il
seems now that a Frenchman, named Mouohot,
has boen experiment ins in tho same direction.
Tho latter has succooded in actually driving a
small steam engine by means of thom. Acon
cavo reflector is used to concentrate the sun?
shine on a boiler blackened with smoke, and it
is compatcd that in tho latitude of Paris the
boat reflected from a surface of a square metro,
or a little more than a square yard, will make a
quart of water, takon at tho freezing point,
boil in ten minutes. By tho samo calculation,
an aroa of ono hundred square motros will fur?
nish as much heat in ton hours as can bo fiot
from burning sixty pounds of coal. In tropi?
cal regions, perhaps, the amount would be
still greater. It is evident that wo are hore on
the track of a stupendous improvement in the
methods of gaining mechanical power.

Grant and tuc Party Hacks.
The President elect seems to bo falling
from Radical grace; not bcoause of. what
he has actually said and done, but because
he has not declared that he will be the
pliant tool of party, and has made no sign
to show who are to be the chief offioera of
the now administration. This conduct may
seem highly proper to the outside world,
who do not desire to be Cabinet officers,
foreign ministers, or whiskey inspectors;
but it is very disgusting to those who scoffed
and jeered at the successful soldier until
after his nomination at Chicago, and who
now, because he was nominated and is
elected, claim the right to control his every
movement and mark out the policy which
the incoming government shall pursue.
These people make politics their trade.
They made war upon the South for profit,
and remained quietly at home that their
days might be long in the land. They
emancipated the negro for profit. They
planted thc heol of the negro on the breast
of the white man for profit. They played
shuttle-cock with our constitutional rights
for profit. And now for profit they would
direct the movement 3 of a man whose strong
point has always been to do, right or wrong,
as he pleased. To thom, a new lease of
Radical power meant more plunder, more
place and more corruption; it being admit?
ted that they might have troated the South
with genorous liberality if it had been
shown that the policy could be made to pay.
Their disappointment, then, isas natural as
it is keen, when they find that Grant is as
dumb as tho idols of thc Egyptians: nor
will it be surprising if they become actively
indignant when the die is cast, and they
find that Grant is disposed to suit himself
without regard to party. We do not imag?
ine that General Grant will have the slight?
est leaning towards Democracy; but we do
believe that he will choose his men because,
they can work with him and he with them,
and not beoause they are the pet lambs of
any fanatical newspaper or of any Congres
B onal delegation. t
Already the malcontents are' preparing
to swing the tomahawk. Some of them
profess to smoke the pipe of peace; but
others growl in public, and the notorious
Butler avows himself to be in favor of re?
pealing the Tenure-of offioe bill so that
Grant may have full power to make
himself liable to impeachment and removal
from office. There is no doubt that the
President elect will find more thorns than
roses in his path; but he may be soldier
enough to fight it out on the line of econo?
my, purity and manliness, though it takes
ali four summers.
After all, whatever the turmoil in Wash?
ington, our fight must be made at home.
We are face to face with universal suffrage.
We have to contend against a large colored
majority. We have to overcomo as well as
we can the orafty schemers, who would
drive the freedmen as well as the while
men to destruction. Wo have no fear that
Congress will meddle with South Carolina.
We could not be moro thoroughly Republi
canized, more thorouguly revolutionized,
than wo are; and we have confidence that
the Legislature will act so as to do honor
to their breeding, and prove that there is
no immediate prospect of the State of
Marion, of Hayne, of McDuffie, of Calhoun,
being ruled by wisdom and sense. But the
four years to come muBt and will work a
wondrous change in South Carolina, The
bottom rail has been on top for long enough.
The turn of tho white race is coming, and
in regaining the position which nature gave
them, and which no law can long take away,
they will be made strong by the increase of
their commercial and agricultural prosper?
ity, and will be assisted by the very freed?
men who, for a little while, are tempted to
lord it over us. No conceivable circum?
stance, no law, no army, no musket or bay?
onet can keep the Caueasion in subjection
to the Afrioan; and when the certain change
does oome, the freedmen will have more se?
curity, more protection and more individ?
ual freedom than they have with a majority
in the fields and streets, with a majority in
offioe and at the polls, and with a thump?
ing majority in the General Assembly of the
State. Ho General Grant and bia dissatis?
fied allies may war as they please at the
Federal capital. Our work ia at home, and
haze shall be our victory.

culties of tho road, the increased business, the

there was recoivod from sales or" old material
and reduction of stocks of materials $46,721 86,
making togethor $644,239 35, out of which was
paid for interest on debt, damages aud stock
kilted $239 979 04, leaving a balance of $404,
260 31 applicable to renewals and reduction of
indebtedness. Out of this there was paid:

THE DEBT.
Thc board roport that they had determined
to offor to tho sterling bondholders of the com?
pany, in oxchango tor their present bonds, new
first mortgage bonds, bearing 5 per cent, in?
terest. Tiloso bonds to be exchangeable at
the pleasure of tho company, tor similar bonds
bearing 7 per ceut. interest in currency; the
bonds to be payablo within twenty years, pay?
ments to couimonco at tho end of ton years,
and to bo continued semi-annually uutil the
whole debt is paid. Thia mot witb tb o prompt
and cordial acceptance of the bondholders on
this side, and the Hon. Mr. Furnish was dis?
patched to London for the purposo of making
the exchange with tho foreign holdors. Mr.
Furman's progress has been delayed by techni?
cal difficulties, but the board have now but
'little doubt that the negotiation will be suc?
cessfully completed.
li IC DU CT ION OF DEBT.
Notwithstanding the large sums spent for
rails and the like, tho balance of indebtedness
of thc company shows a reduction of $238,561 :
tho net income after deducting the operating
expenses, cost of renewals, &c, as already
shown. But this does not show the real
amount applicable to the reduction of the
company's debt; for many of the bonds and
other ?>ecurities bought up and held by
the company, , though they cost much loss
than par, may bo counted at par in our
estimates of the r?duction of debt.
Tho domestic bond debt has boen reduced
by retirement of past due bonds, and
cash payments to tho extent of $30,166 67, and
has beeu increased by issues of new bonds for
retiring bonds and purchasing securities, and
by balanco of arrears of interest to the extout
of $122 829 81:

DIVIDENDS.
In regard to dividends, the report says:
The board aro oonrinoed that the true inter
est of tho stockholder lien in the combined ap
plication of net earnings to the r?duction of
debt and improvements of property, all coming
baok to them in tho increased strength thereby
acquired to meet the storms of competition
ana opposition, and the increased ability so
obtained to extend accommodation and swell
the business or the company. But they know
full well that the wanta ot the stockholders are
many and heavy. They sympathize with those
wants moat heartily, and, therefore, regard it
an imperative duty to devote their most earn?
est effort H to the adjustment of tho past due
debt. That accomplished, there woutd exist
no reasonable difficulty tn tho way of resuming
payment of moderate dividends.
CONCLUSION.
The report conclu les as follows :

much apprehension in tho beginning of the
'year, have happily, at its close, been essentially
diminished, as exhibited in a gr??ifsing in?
crease of western tonnage and travel, and a
full maintenance of east wald bound freight,
compared with 1867.

will extend to all the departments.
It is quite true that they havo to contend
against a vigilaut arJtt vigorous opposition at
every important point, but their ability to do
BO has been proven, aud as the power of tho
company is increasing at least in a ratio with
that of tho linos oppo sod to thom, they liavo
full confidence in toe strength of tho road to
maintain its hill share of business, and protoct
tho interests of the ciiy. Our sea connections
with tho principal cities North are bettor and
more satisfactory than over before, and our
efforts to establish a first class semi-mouthly
lino of steamships , to Bugland pi omise tho
most gratifying; success.
From thoBO sources we derivo our greatest
strength in maintaining aud extending tho bu?
siness of the company-properly cultivated wo
believe them capable of iucreasiug it almost
indefinitely, and believing so, warmly recom?
mend thom to the attention and encourage?
ment of the stockholders.
'Ibo directors respectfully announce to tho
stockholders, that a vacancy bas been made at
their board by tho resignation*of tho Hon. Al?
fred Huger. Their acceptance of Mr. Huger's
lotter of resignation was only in view of their
conviction that such was his earnest wish.
Their high consideration and profouud respect
tor a friend and colleague who, for twenty-five
years, has shared with them tho responsibili?
ties and labors of office, aro sought to be ex?
pressed in tho proceedings of tho board at its
last meeting, and these proceedings wo ask
leave to append.
In concluding this rouort, the directors de?
sire it to be no mere idle form of words, when
they take occasion to express their high appre?
ciation of tho ability and zeal ot their general
superintendent aud his associates.
The synopsis of thc aunual report which wo
have given shows what tho management of the
South Carolina Railroad havo boen able to ac?
complish during tho past year. The figures
and the facts speak for themselves; but wo may
congratulate tho stockholders upon what has
boen done, upon the expectation that tho
financial affairs of the company will soon bo
permanently arranged, and upou tho prospect
that tho road will thon, if the stockholders so
desire, bo able to resumo tho payment of mo?
derate and honestly earned dividends.

Hon. Alfred Huger, insisting upon the ac?
ceptance of his resignation as a director of
thc South Ctiroliua Railroad Company, aili
the letter, in reply, of W. J. M-tgratb, Esq.,
the president of the company, covering the
complimentary resolutions adopted by the
board. Mr. Huger had been a director cf
the South Carolina Railroad Company for
twenty five years, and to those who knew
him it is not necessary io say that he dis?
charged the responsible duties of his office
with exemplary fidelity. There are few
men ia South Carolina who have more
friends, or fewer enemies, than the lion. Mr.
Huger; there arc none more respected,
more trusted, and more deservedly loved.
