City Council last night adopted a decla? ration of the recent election, settng forth the number of votes received by each caudidate, from which it appears that Mr. Gilbert Pillsbury and his Alder? men received the greatest number of votes. Council also adopted a return to the writ o? mandamus served upou them, re? citing the declara1 ion made by them, aud further showing that the election hud been contested, and that it had been declared illegal and void, and that, therefore, Mr. Gilbert Pillsbury and his Aldermen were not entitled to their se.V.s. The declaration and return were pre? pared by the City Attornsy. Thc return of the Acting Coard of Alder? men will bc hied in the Supreme Court ut Columbia, and read in open court on to? morrow, the 20:h iusltnt, when it will be determined whether tnt. return is sufficient. If so determined to be sufficient, there will be an end to thc mandamus; if not, the court may proceed to comp?l the board to make what it deems to 'wc a sufficient return. Another Railroad Scheme. A bill has been introduced in the State Senate to charter the Manchester and Au? gusta Railroad Company, for tbe construc? tion of z railroad from the Wilmington and Manchester Railroad to the Town of Ham? burg, with branches to the City of Colum? bia, to Milleu on the Savannah River, and o such other places as the company may ind desirable. The bill is so broad in its .erma, and proposes to grant powers so un imited in their character, that one of two lonsiderations has apparently suggested the phraseology of the charter. Either the ap? plicants did not know what they wanted, or ilse their designs were so palpably objec? tionable that they oould only hope to escape letection by being buried beneath a load of generalizations. This last is, in all proba? bility, the meaning of the bill as it stands. Without, however, discussing this bill to ncorporate the Mun o h ea ter and Augusta ! Rut unfortunately w? i iunot afford to be eo Quixotically generous. 1 n the race of trade it is every S'ate for tself, and not tvery S;:ite for iis neigh )ors; aud if wo desire to see S-mth Caro ina flourishing and rich, we must reverse mr present polioy, and do unto others, in natters of commercial legislation, precisely ir hey do unto us. We are not inohned, in these things, to dame the Legislature without qualification. Dhat body cannot well be eensured if she rrants ohartera right and left, while we .wiri our thumbs aud wait for Providenoe o help us. And we say that it Charleston, us :he representative of the State, watches these things well, and looks after her own interests as sharply us other cities look after theirs, lhere will bu an end lo these artful schemes, and legislation will have for its purpose the welfare of this State, and not the welfare of any oihcr State, at the oest of our destruction. In the meantime, we would suggest to the General Assembly that there was one - a rulo which required three months' nonce to be given cf the intention to apply for charters for public ci mpanies. This rule could not work te thc prejudice of any hoa est undertaking which did not fear the light of day, while it gave the people the oppor? tunity of knowing what was intended-of combatting with all their power any move ment which threatened the commercial life of the State. This good old rule the Gene ral Assembly will do well to re-establish If they do not, we shall all, indeed, make laws in haste to repent of them at leisure. THE NEW YOEK HERALD, in a leadin article, says that Charleston is one of the commercial centres which afc rising to be only second to Gotham itself in exterior and interior trade, and that when Charles? ton learns "thal sao. is as near, if not nearer the Great West than New York, she will commence a rapid march to commer? cial greatness." THE NEW YORK TIMES speaks with evi? dent pleasure of the recent improvement in the value of Southern lands. Of this State it says : "South Carolina fully shares the benefit of the change. The rapidity and extent of it can only be fully uppreciated by those who have had opportunities for observing and contrasting the present cen dition of all classes of the Southern people, with their condi'ion twelvn months afro." WHEN THE TURE MEDICINAL RESTORATIVE, now so widely known as WOLFE'S SCHIEDAM SCHNAPPS, was introduced into the world under thc endorsement of four thousand lead-'n? members of thc medical pro tessi 6n some twenty years ago, Its proprietor was well aware ihat it could not wholly CBsnpo the penalty attached to all new and useful preparations. He, therefore, endeavored lo invest ii with strongest possiblo safeguard against counter? feiters, aud to render all attempts to pirate it diffi? cult and dangerous. It was submitted to distin? guished chemists for analysis, and procounccd by them Ihe purest spirit ever manufactured. Its puri? ty and properties having oeen thus ascertained, sam? ples of the orticle wer.- forwarded to ton thousand physicians, including all tao leading practitioners in tbe T'oitcd Stales, for purposes of experiment. A circular, requesting a trial of the preparation and a report of thc result, accompanied each specimen. Four thousand of ihe most eminent medical m?n lu tho Union promptly responded. Their opinions of ' the amele were unanimously favorable. By a process unkuown in the preparation Of any other liquor, it ls lrced from every acrimonious und corro-ive element Complaints have boen recelvod from the leading phys cians and families in tho Southern States of thc halo of cheap imitations of thc Schiedam Aro? matic Schnapps in those markets; and travellers, who are in tho habit ot usiug it as an antidote to tho baneful influence of unwholesome river waler, tes? tify that cheap gin, put up in Schiedam bottles, is frequently polined off upon tho unwary.
